For the second month in a row the Allen Parish Police Jury held their monthly meeting on Monday, May 4 via the internet. The Caronavirus shutdown has forced local governments to find unconventional ways to ensure business continues to get taken care of.
The Road Committee made two requests both of which were approved.
•To approve a joint service agreement (JSA) with the City of Oakdale for grass cutting, pothole patching and trash pick up for the month of May 2020.
•To approve a JSA with the Bayou Blue Drain age district to install a culvert at the bridge on Fusilier land.
The Finance Committee made several requests all of which were approved.
•Approve to pay CLN Equipment $2,173.16 for repairs on a motor grader for road district two.
•Approve to pay Jerome Brown $1,920 for work on the Abbott house.
•Approve to pay Thibodeaux Electric $1,780.49 to replace exhaust fans for the courthouse and admin offices.
•Approve to pay Covington Sales $1,645.29 for parts to repair a boom axe for road district one.
•Approve to pay United Rentals $1,653.19 for forklift rental for the coroner’s office.
•Approve to pay Petron, LLC $1,650.65 to replace pump on AVGAS fuel tax at airport.
•Approve to pay Oakdale Motors $3,295 for a bush hog for road district five.
•Approve to purchase a track hoe for road district four on state contract for $101,462.88.
The prisoner expense report was read for the month of April, 2020. The budget for the month is $17,300 for the month. The expenses were $7,780.71. This brought the jail under budget by $9,519.29 for the month. The jail is $21,041.80 under budget for the year so far.
As of May 4, there were 44 parish inmates, 10 Department of Corrections inmates and 55 federal inmates. The federal inmates are not being held in parish housing.
The jury approved to promote Erica Strother to assistant secretary/treasurer. They hired Tiffany Williams full time as the receptionist/accounts payable clerk at $13 per hour.
Tim Nevils was hired part time at $15.25 for road district three and Dan McDaniel was moved from part time to full time in road district five.
The resignation of Charlcie Fusilier was accepted for the Allen Parish Fire Protection District No. Three Board and Mike O’Quinn was appointed.
Mike Smith, Roger McGee, Mark Kelly, Jacob LaCour and Voorhies Leger were reappointed to the Allen Parish Fire Protection District No. Four Board.
The jury discussed selling adjudicated property in Oakdale to Ann George, the property neighbor. This 1/10 of an acre is adjudicated for Oakdale and Allen Parish. The taxes owed for the parish are $991.53. This was the proposed purchase price, but some jurors felt the price was too steep in regards to previous land sold. The jury decided to put the land up for bid for the minimum bid of $200.
Also at the meeting:
•Bids were opened for the dump body of a truck.
•One mile of Ward Line Road was added to the Capital Outlay Plan.
•A truck bed was declared as surplus property for road district two.
•A public hearing was called to change the speed limit on a portion of Martin Tram Road between Burma Road and Gill Road to 25 MPH.
•The jury approved to advertise for the purchase of two used farm tractors.
•The jury approved to advertise for a used Motor Grader for road district five.
•The jury approved to advertise for six month bids and the official journal.
•A resolution was approved with the DOTD for a State Project Small Scale Master Plan for the airport. This is a 5-10 year plan projecting the future projects of the airport.
