PUBLIC NOTICE
Oakdale Recreation District #1
Meeting May 5, 2025
Call to Order: A meeting was held at 225 East 5th Avenue.
The meeting was called to order at 6:00 p.m. by Dr. Thomas Davis.
Attendees: Members in attendance: Dr. Thomas Davis, President, Greg Strother, Roy Gordon and Gwen Alsbury. Guy Arnold, Steven Richard and Rhonda Beard were present via phone. Royce Scimemi, Mark Pender and Lynn Deville were also present.
New Business: A motion was made to accept the April meeting minutes by Steven Richard and was seconded by Roy Gordon. Motion carried.
Financials for the month of April were presented to the Board. A motion was made to accept the financials was made by Gwen Alsbury and seconded by Roy Gordon. Motion carried.
Royce Scimemi, CPA, APAC, issued Financial Statement to the Board for the year ending December 31, 2025. A motion was made to accept the Financial Statement was made by Gwen Alsbury and seconded by Roy Gordon. Motion carried. A motion was made to use Royce Scimemi, CPA, APAC to prepare financial for year ending December 31, 2026 by Roy Gorden and seconded by Steven Richard. Motion Carried.
A motion was made to transfer $60,000 from the LAMP account to First Federal checking account was made by Greg Strother and seconded by Roy Gordon. Motion carried.
A motion was made by Gwen Alsbury and seconded by Greg Strother to increase the hourly rate for the lifeguards to $12.00. Motion carried.
A motion was made by Greg Strother and seconded by Roy Gordon to increase the fee for pool parties to $225.00. This includes the $50 deposit. Motion carried.
A motion was made by Steven Richard and seconded by Gwen Alsbury to renew the insurance for the swimming pool in the amount of $1,502.57. Motion carried.
Resolution for the 2025 millage rates for Oakdale Recreation District #1 was accepted by the Board
Old Business: Mark Pender gave an update on the swimming pool.
Greg Strother gave an update on tennis courts.
Adjournment: Roy Gordon made a motion to adjourn and was seconded by Steven Richard. Motion carried.

JUNE 26, 2025
The City of Oakdale held a Special Call Council Meeting June 26, 2025, at 8:00a.m. in Oakdale, LA at City Hall, 333 E 6th Ave., inside the Courtroom.
1. Approval of the Agenda- Motion to approve by Councilman Smith, second by Councilwoman Eaves. Vote passes unanimously, 3 out of 3 council members voted in favor.
2. Roll Call- PRESENT: Kimberly Ware, City Clerk; John Richardson, City Attorney; Sarah Ballard, Recording Secretary; Adam Gordon, Councilman At Large; Frederick Douglas, Councilman District #2; Dina Eaves, Councilwoman District #3; Jeremy Smith, Councilman District #4.
ABSENT: Mayor David Vidrine & Cassaundra Allison, Councilwoman District #1.

b. Adopt FY 25-26 Budget – Motion to adopt and advertise made by Councilman Smith, second by Councilwoman Eaves. Vote passes unanimously, 3 out of 3 council members voted in favor.
6. Adjourn- Motion to Adjourn made by Councilman Douglas, second by Councilman Smith. Vote passes unanimously, 3 out of 3 council members voted in favor.

A RESOLUTION OF THE VILLAGE OF ELIZABETH FOR OAKDALE JOURNAL TO BE THE OFFICIAL NEWSPAPER for FY 2025-2026.
WHEREAS, the Village of Elizabeth would like to make the Oakdale Journal the official Village newspaper for FY 2025-2026.
NOW, THEREFORE, BE IT RESOLVED, that the Village of Elizabeth Mayor and Board of Alderman in regular session, do hereby adopt Resolution No. 139-2025 selecting THE OAKDALE JOURNAL AT 1024 3RD AVENUE, KINDER, LA 70648 AS THE OFFICIAL JOURNAL OF SAID MUNICIPALITY.

Resolution No. 140-2025
A RESOLUTION OF THE VILLAGE OF ELIZABETH AUTHORIZING THE MAYOR TO RENEW LEASE OF COMMERCIAL PROPERTY
WHEREAS Resolution 140-2025 gives authority for the Mayor of Elizabeth to renew a lease agreement between the Village of Elizabeth and Oakdale Community Hospital for the lease of commercial property located at 504 West Main Street, Elizabeth, LA 70638.
BE IT RESOLVED that the Mayor of the Village of Elizabeth, Mandy L. Green, is hereby authorized and empowered for and on behalf of, and in the name of the Village of Elizabeth, to renew the following transaction:
(a) To renew the lease of commercial property, located at located at 504 West Main Street, Elizabeth, LA 70638, by and between the Village of Elizabeth and Oakdale Community Hospital conditioned upon a 3% annual rent increase.
NOW THEREFORE BE IT RESOLVED that the above and foregoing constitutes a true and correct copy of the resolution duly adopted at a regular meeting of the Elizabeth Village Council held June 16, 2025, at which meeting a quorum was present and voted in favor of said resolution.
