UNUSED/OFFLINE SEWER MAIN INVESTIGATION, CLEANING AND TELEVISION INSPECTION
Project NS-24-RQ6
Bids for the construction of the Project will be received at the Coushatta Tribe of Louisiana, 1940 CC Bel Road, Elton, LA 70532 until Wednesday, July 16th at 2:00pm local time. Bids may also be emailed to smanuel@coushatta.org before the time and date mentioned above. At that time the Bids received will be publicly opened and read.
The Project includes the following Work:
Investigation of approximately 800 linear feet of existing 8-inch PVC sewer main which was installed in approximately 2008 and never utilized, stubbed from a wastewater treatment plant (WWTP) which was never brought online. Investigation purpose is for suitability of potential future re-use of the sewer main as a planning effort to bring the WWTP online in the future. Approximately six (6) existing manholes are located along the line for access but are severely deficient fiberglass manholes which have shifted significantly. Specific work items to include dewatering of surfacewater/groundwater from the existing sewer main, anticipated to be required section by section plugging pipe at one manhole while pumping/dewatering from another manhole to determine if any sections are watertight, followed by cleaning and televising section by section to determine condition and alignment. Preparation of a report showing findings including but not limited to: line location, length, diameter, material, condition, and any additional details regarding specific deficiencies found and recommendations for repairs/reuse.

This is to give notice that the Town of Oberlin has determined that the following proposed action under the State of Louisiana Community Development Block Grant and B-25-DC-22-0001 is located in a wetland, and the Town of Oberlin will be identifying and evaluating practicable alternatives to locating the action in the wetland and the potential impacts on the wetland from the proposed action, as requested by Executive Order 11988 and 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands. The proposed project will rehabilitate or reconstruct streets or portions of streets in the Town of Oberlin. This work includes, but is not limited to, asphaltic concrete overlay, base reconstruction, roadway patching, manhole adjustments, valve box adjustments, aggregate surfacing of the roadway shoulders, reconstruction or reshaping of the roadway shoulders, and other ancillary work necessary to complete the street improvements. The Town of Oberlin has determined that approximately 0.13 acres of the street improvements project is located in wetlands.
There are three primary purposes for this notice. First, people who may be affected by activities in wetlands and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the wetlands, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts. Second, an adequate public notice program can be an important public educational tool. The dissemination of information about wetlands can facilitate and enhance Federal efforts to reduce the risks associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in wetlands, it must inform those who may be put at greater or continued risk.
