REQUEST FOR QUALIFICATIONS (RFQ) – ENGINEERING DESIGN SERVICES – COUSHATTA TRIBE OF LA RECYCLING CENTER
The Coushatta Tribe of Louisiana seeks statements of qualifications from licensed engineering firms to provide design and construction oversight for a new 60’x100’ Recycling Center at the Coushatta Casino Resort. Funded by the SWIFR Grant, this $350,000 project includes utility coordination, permitting, bid documents, and Davis-Bacon Act compliance.
KEY DETAILS:
SCOPE: Metal building design, utilities, traffic control, and full construction administration.
FEE CAP: Engineering costs must not exceed 12% of total project cost ($42,000).
SUBMISSION DEADLINE: May 28, 2025, by 4:00 PM CST.

SOUTHWEST ALLEN PARISH WATER DISTRICT
Meeting April 15, 2025
PRESENT: Logan Hamilton, Reggie Bertrand, April Aguillard
OTHERS PRESENT: Adam Sonnier, Jill LeDoux
ABSENT: Katrena Rosas, Gary Savant
The meeting was called to order by President Logan Hamilton at 6:02 p.m. He led the Board in prayer and Pledge of Allegiance was said by all.
April motioned to accept the previous meeting minutes as read and Reggie seconded the motion. Motion carried.
Adam reported that the installer for Well 3 generator returned the following day to complete the setup. The old generator is at Kenjabruch Ag & Equipment for Auction.
Adam updated the Board that he spoke with Mark with Meyer and Associates and the water district was not granted any funds for Little Mill Booster Site. Mark stated that we will go through another round with the grant program to apply for funds.
Griner delivered and setup a loaner motor for Well 4. After returning to their shop with the old motor it was determined that it would cost approximately $12,389.00 to repair the old motor. The water district opted to purchase the new loaner motor from Griner for $14,455.00 instead of repairing the old one.
The Board reviewed & discussed the Financial Report. April made a motion to accept the Financial Report and pay all bills submitted and Reggie seconded the motion. Motion carried.
After Adam brought to the Board last month about hiring another employee to help with the service line inventory and the Board agreed, an ad was ran in the paper and after receiving a qualified applicant, someone was hired today, April 15th.
Adam also reported that there are a couple of leaks that need to be repaired on the system. There’s one on Clyde Chachere Road that will require a large area to be under a boil advisory after it is repaired. Plans are to do the repair next week.
Reggie made a motion to adjourn the meeting at 6:31 p.m. and April seconded the motion. Motion carried.

MEETING APRIL 29, 2025
CALL TO ORDER: A quorum being present, the meeting was called to order by Vice Chairman, Martha Turner. The prayer was led by Adagria Haddock, and all participated in the Pledge of Allegiance.
ROLL CALL: Those present for the meeting were: Dr. Mike Karam, Martha Turner, Keith Guillory, Odessa House, Wilma Hargrove, Stevie Barnett and Angela Hayward.
APPROVAL OF MARCH 25, 2025 MINUTES: A motion was made by Wilma Hargrove and seconded by Angela Hayward, to accept the minutes as written. A unanimous vote was had.
APPROVAL OF DIRECTOR’S REPORT: A motion was made by Martha Turner and seconded by Stevie Barnett, to approve the Director’s Report. A unanimous vote was had.
APPROVAL OF FINANCE REPORT: A motion was made by Angela Hayward and seconded by Keith Guillory, to accept the Finance Report as written. A unanimous vote was had.
ADJOURNMENT: There being no more business to come before the Board, a motion was made by Martha Turner and was seconded by Keith Guillory, to adjourn the meeting. A unanimous vote was had.
