The Allen Parish Fire District #5 held its monthly Board of Directors meeting at 215 W 5th Ave, Oberlin, LA 70655 on April 8th, 2025 at 5:00 PM.
Members Present: Jared Maxie, Scott Manuel, Rhonda Mahaffey, Dolly Tyler, James Grundy.
The meeting was called to order at 5:07 PM.
The Pledge and Prayer were said.
Dolly Tyler made a motion to accept the minutes of the last meeting as read, motion was seconded by James Grundy. The motion passed.
The public comment period was opened, and no one spoke during this time.
A representative of Expert Bookkeeping gave the financial review. Scott Manuel made a motion to accept the review, motion was seconded by James Grundy. Motion passed.
Les Kolb gave the Chief’s report. Scott Marcantel made a motion to accept the chief’s report, motion was seconded by James Grundy. Motion passed.
James Grundy made a motion to add the purchase of 4 medical bags to the agenda, motion was seconded by Rhonda Mahaffey. Motion passed.
Scott Marcantel made a motion to purchase 4 medical bags priced at $400 each, motion was seconded by Dolly Tyler. Motion passed.

Discussion: Tunwar and Van Norman requested amendment of minutes to include both substance of statement by Mayor regarding reasoning for his discipline determination re: Superintendent of Public Works as well as their comments “made for the record” in response to Mayor’s statement. After further discussion, motion to amend and second were withdrawn by Tunwar and Van Norman and substitute motion made to table discussion and hold over unto next regular meeting.
Motion to table and continue discussions re: amendments to minutes of March 18, 2025 made by Councilwoman Tunwar, second by Councilwoman Van Norman. Discussion: None. Vote: 4-0, passed; Councilman Nevils abstained

Motion to confirm appointment of Cynthia Tunwar as Town Clerk made by Councilwoman Sonnier, second by Councilwoman DeWees.
Discussion: Councilwoman Tunwar questioned whether she was required to abstain from voting on motion to confirm appointment under the Code of Ethics due to her relationship to Cynthia Tunwar through the marriage of Cynthia Tunwar to the councilwoman’s (great) uncle. Town Attorney stated that the relationship described by the councilwoman (great) niece by marriage did not fall within the definition of “immediate family” as set forth in the Code of Ethics. Vote: 4-0, passed; Councilwoman Tunwar abstained from the vote.
Mayor LaFargue requested a motion to adopt Resolution No. 2025-08 accepting the Municipal Water Pollution Prevention (MWPP) annual report for 2024.
Motion to adopt resolution to approve MWPP annual report for 2024 made by Councilwoman Van Norman, second by Councilwoman Sonnier. Discussion: None. Vote: 5-0, passed
Chief of Police Report: Chief Courville had nothing to report.
Town Attorney Report: Mr. Holmes advised Mayor and council Tier 3 report filing deadline is May 15.
Engineer’s Report: Rhett Deselle reported Pan American Engineers continues to monitor the start-up process for the sewer plant improvements and to work with general contractor to complete several remaining punch list items; reported upon progress on work related to blight abatement program; reported on progress of drainage improvement project for Nixon Addition by improvements to existing drainage structures and potential construction of berm upon private lands adjacent to drainage ditch; and addressed drainage issue in Nixon Addition (District 4).
