Motion by Welch, seconded by Grundy to approve (1) board write off in the amount of $75.00. Motion passed.

Executive Director Istre gave the Fleet Report and Financial Report. Istre discussed financials and reviewed budget variances with the Board. Istre updated the Board on building project.

PRESENT: Logan Hamilton, Reggie Bertrand, Katrena Rosas, April Aguillard; OTHERS PRESENT: Adam Sonnier, Alex Roger; ABSENT: Gary Savant.
The meeting was called to order by President Logan Hamilton at 6:00 p.m. He led the Board in prayer and Pledge of Allegiance was said by all.
April motioned to accept the previous meeting minutes as read and Katrena seconded the motion. Motion carried.
Alex updated the Board on Well 3 generator. He spoke with Southwest Generator and they informed him that the generator has been received. They will setup a site survey to make sure they are on track for the install of the new generator. Estimated to be sometime in January.
Adam updated on Little Mill Booster Site and Grant. Meyer’s and Associates assisted with the paperwork required for the Grant application. Adam then reviewed and submitted it on the online portal.
The Board reviewed & discussed the Financial Report. Reggie made a motion to accept the Report and pay all bills submitted and Katrena seconded the motion. Motion carried.
Adam reported on the water system. He stated that Alex noticed on SCADA monitoring system that something wasn’t right at the Prison. Adam then contacted the Prison and they discovered that they had a leak and repaired it.
The Casino leak has been repaired. The Water District hired Chaumont Construction to meet Coushatta’s requirements to repair the leak.
Adam also informed the Board that they consulted Allen Parish Community Hospital on a main line leak supplying the hospital.
Katrena made a motion to adjourn the meeting at 6:23 p.m. and April seconded the motion. Motion carried.

The Town Council of the Town of Kinder has proposed an ordinance, to wit:
An ordinance providing for the continued levy within the Town of Kinder, State of Louisiana, effective January 1, 2027, of a 0.3% sales and use tax (the “Tax”) upon the sale at retail, the use, the lease or rental, the consumption, and the storage for use or consumption, of tangible personal property and upon the sale of services in said Town and for the assessment, collection, payment thereof and the dedication of the proceeds of said Tax and the purpose for which the proceeds of the Tax may be expended, said Tax having been authorized at a special election held in the Town on December 7, 2024.

NOTICE TO ALL EAST ALLEN WATER WORKS CUSTOMERS
The East Allen Parish Water Works is currently in violation of the maximum contaminant level (MCL) for total trihalomethanes as set forth by the State [Part XII of the Louisiana State Sanitary Code (LAC 51:XIII)] and the Federal Primary Drinking Water Regulations (40 CFR Part 141).
The United States Environmental Protection Agency (EPA) and the Louisiana Department of Health (LDH) set drinking water standards and requires the disinfection of drinking water. Where disinfection is used in the treatment of drinking water, disinfectants combine with naturally occurring organic and inorganic matter present in water to form chemicals called disinfection byproducts (DBPs). EPA and LDH set standards for controlling the levels of disinfectants and DBPs in drinking water, including trihalomethanes (THMs) and haloacetic acid (HAAs). Some people who drink water containing THMs in excess of the MCL over many years may experience problems with their liver, kidneys, or central nervous system, and may have an increased risk of getting cancer.
In December 1998, EPA set enforceable drinking water standards for TTHMs at 80 parts per billion (ppb) and for HAAS at 60 parts per billion (ppb) to reduce the risk of cancer or other adverse health effects. Compliance with the TTHMs and HAAS standard for public water systems serving less than 10,000 individuals initially became effective and enforceable on January 1, 2004. Compliance with the TTHMs standard is determined by calculating a locational running annual average (LRAA) of quarterly TTHMs sample results. Compliance calculations performed for the third quarter of 2024 show that the system’s current TTHMs LRAA is 81 ppb at DBP02- Cotton Gin; Thus, the system is currently in violation of the TTHMs standard.
Please share this information with all the other people who drink this water, especially those who may not have received this notice directly (for example, people in apartments, nursing homes, schools, and businesses). You can do this by posting this notice in a public place or distributing copies by hand or mail.
This is not an emergency. If it had been, you would have been notified immediately. EPA and LDH do not consider this violation to have any serious adverse health effects on human health as a result of short-term exposure; however, continued long-term exposure to TTHMs and HAAS levels above the standard (e.g., 20 years of exposure) has the potential to have serious adverse effects on human health.
Note from System Manager:
This is an annual average from 2024. We have already sent out letters back in October regarding the TTHM level. Being that it is an annual average of four quarters we have to send notices out to our customers again.
There was not another failed test in the last quarter of 2024. The last three months of 2024 and the January 2025 TTHM samples are back to normal.

The Village of Reeves met in regular meeting at the Reeves City Hall on December 2, 2024.
Mayor Chris Guillory called the meeting to order at 6:30 pm. All were present.
The Pledge of Allegiance was recited and followed was a prayer led by Alderman Glenn Ducharme.
