FOR BIDS
Sealed bids from General Contractors will be received by Oakdale Housing Authority, Oakdale, Louisiana, Owner, at the Housing Authority offices, 801 E. 7th Avenue, Oakdale, LA, 71463, 318/335-2417, until 2:00 p.m., Thursday, December 12, 2024, for 2023 CFP Oakdale Housing Modernization, Site – LA-33-2, and Site Improvements on Site LA-33-6 for Oakdale Housing Authority.
The Work consists of general interior modernization of two (2) 2 Bedroom living units 54 & 56 (2 story units), at Site LA-33-2, referred to as “Bowman Hicks” site. This interior modernization work includes removal and replacement of VCT & ceramic tile (upstairs Bathroom) with LVT flooring throughout the Living Unit. Flooring work will also include repair and refinishing of original wood strip flooring at 2nd floor level. Work also includes removal and replacement of baseboards & shoe mold, interior and exterior doors and frames, gwb overlay of all walls and ceilings, replacement of electrical system, including panel, wiring, device and light fixtures, Upgrade of electrical service size to accommodate conversion of gas water heating and gas furnaces to electric, replacement of plumbing fixtures (including hot water heaters), kitchen cabinets and countertops, shelving, relocation and replacement of existing central HVAC system, complete, including condensing units, air handlers, ductwork, grilles and diffusers, and conversion to all electric. Work shall also include replacement of exterior water valves and boxes with new.
Work also includes removal of five (5) existing mature trees (3 pines and 2 water oaks), haul off of debris and grinding of stumps, at Site LA-33-6 (Claudia Circle).
Bids shall be submitted in a sealed envelope, with the following information plainly marked on the outside of the envelope:
1. Bid for 2023 CFP Oakdale Housing Modernization, Site LA-33-2 & Site Improvements on Site LA-33-6 for Oakdale Housing Authority
2. Name of Contractor, and
3. License Number of Contractor.
Bidding documents may be reviewed at the offices of BARRAS ARCHITECTS, and at the following plan rooms in Louisiana: AGC Plan Room, F.W. Dodge Plan Room.
Application for documents, together with deposit of $ 100.00 per set should be filed promptly with BARRAS ARCHITECTS, 921 Harding Street, Lafayette, Louisiana 70503, phone 337/267-3400. Bidding material will be forwarded, shipping charges prepaid, as soon as possible. The full amount of deposit for 1 set will be refunded to each prime Bidder who submits a bona fide bid upon return of such set in good condition within 10 days after date of opening bids. All other deposits for complete sets will be refunded with deductions of 50% approximating reproduction and mailing costs upon return of same in good condition within 10 days after date of opening bids. Otherwise, the entire deposit may be retained by the Architect. Partial sets of documents will not be issued.
This is a U.S. Department of Housing and Urban Development assisted project. Attention of Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the Contract. Successful Contractor will not discriminate against any employee or applicant for employment because of race, creed, color, sex, age, or national origin.
Contract, if awarded, will be on a lump-sum basis to a Bidder licensed under the provisions of the Contractors Licensing Law of the State of Louisiana. No bid may be withdrawn for a period of 60 days after the time and date of opening. Bid must be accompanied by a bid bond in an amount not less than five percent of base bid. Both performance and payment bonds will be required in an amount equal to 100 percent of the Contract Price.
The Owner reserves the right to reject any or all bids and to waive technicalities and informalities.

MEETING
OCTOBER 14, 2024
The Allen Parish School Board met in regular session at the Allen Parish School Board Office in Oberlin, Louisiana, on Monday, October 14, 2024, at 5:00 p.m. with the following members present:
Karen Reed, President; Gregory Monceaux, Vice-President; Pete Cavenah; Carleen Mahaffey; Cathy Farris; Sally Moreaux; and Kristina LaBuff.
Absent: Carolyn Manuel
The meeting began with the invocation given by Carleen Mahaffey.
Motion by Cathy Farris, seconded by Gregory Monceaux, unanimously carried to approve the minutes of the September 9, 2024, regular meeting.
Motion by Gregory Monceaux, seconded by Pete Cavenah, unanimously carried to approve the payment of bills authorized by the Finance Committee.
General Fund financial statement for the month ending July 31, 2024 was presented to the board.
Superintendent Soileau recognized six students in our district who received a perfect score of 850 for the 2024 Spring LEAP testing. Elizabeth High School had two students receive a perfect score. Benjamin Stalsby in 8th grade ELA and Draven Upshaw in English II. Kinder Middle School student Emersyn Kingrey received a perfect score in 8th grade ELA. Fairview High School student Rivers Sloper received a perfect score in 6th grade Math. Oakdale Elementary student Philip Maricle received a perfect score in 4th grade Science. Kinder High School student Kalaila Khan was unable to attend, she received a perfect score in English II. All students received a certificate of recognition for their outstanding achievement.
Superintendent Soileau recognized Telbe Storbeck, External Affairs Manager for Oxy Chemicals and State Representative Dewith Carrier. Mr. Storbeck presented a $202,000 check to Elizabeth High School to help pay for the lighting project taking place to furnish the EHS baseball and softball fields with lights. Representative Carrier also announced a $30,000 contribution from the Capital Improvement Fund.
Supervisor of CTE, Kim Rider, recognized representatives of Healthcare ACE. Trinitey Sanders and Stephen Grusbeck, spoke to the audience about the Future of Healthcare Grant, which supports students interested in pursuing a career in healthcare. Juniors and seniors from Allen parish can attend a no-cost, one day event on November 8, 2024 at the NSU Cenla Campus. Also present, was Dr. Cormier with the LSU-A Nursing Department. She spoke about the Future Nurses Program 2025 for all students in grades 9-12 interested in pursuing a career in Nursing.
Motion by Gregory Monceaux, seconded by Carleen Mahaffey, unanimously carried to adopt a resolution authorizing the superintendent to execute a contract between the Rapides Foundation and the Allen Parish School Board to participate in the Effective Schools Grant for the 2024-2025 school year.

Motion by Cathy Farris, seconded by Pete Cavenah, unanimously carried to approve an out-of-state trip for district supervisors to travel to Houston, Texas on October 16-18, 2024, to attend the Texas Parent and Family Engagement Statewide Conference.
Motion by Carleen Mahaffey, seconded by Cathy Farris, unanimously carried to approve and out-of-state trip for IT Support Specialist, Grady Fontenot and 8 additional teachers, to travel to Georgetown, Texas on November 6-8,2024, to attend the 2024 TCEA System Conference.
Motion by Kristina LaBuff, seconded by Carleen Mahaffey, unanimously carried to approve an out-of-state trip for CTE Supervisor, Kim Rider, to travel to San Antonio, Texas on December 4-6, 2024, to attend the 2024 Vision ACTE Conference.
Superintendent Soileau presented the board with the 2026 Allen Parish School Strategic Plan.
Superintendent Soileau included the following items in his report to the board:
1. Fall break will take place October 10-11, 2024.
2. The board was updated on the progress of the EHS lighting project.
3. CTE Supervisor, Kim Rider, was recognized for her work on the recent EEF Grant. The funds will be used to purchase instruments for the band programs in the district. Both Kinder and Oakdale High Schools will receive funds for much needed instruments for their programs and there are plans to purchase drums for Oberlin High School to begin a drum line.
4. The following dates were given for school homecomings: Kinder High School will be October 18th, Oberlin High School will be October 25th, Oakdale High School will be November 1st, Reeves High School will be November 1st, Elizabeth High School will be December 6th and Fairview High School will hold their homecoming on February 7th.
5. District Wide Family-Teacher Conferences will take place on October 25, 2024. This will be a virtual day for students.
6. The 1st 9 weeks ends on October 17th and report cards will go out on October 25th.
7. The Special Education Law Workshop will take place on November 18-19, 2024. Board members Sally Moreaux and Kristina LaBuff will be attending the conference with the special education department and principals.
8. The Allen Parish Career Fair will take place on October 22, 2024. It will be held at the Allen Parish Civic Center. There will be 40-50 tables with colleges and universities. It will begin at 11:30.
9. All schools and offices will be closed November 5th for Election Day.
10. Fair Day will take place on November 8, 2024.
11. The LSBA Conference will be held at the Golden Nugget in Lake Charles, February 25-27,2024.

MEETING
November 12, 2024
The regular meeting of the NW Allen Parish Waterworks District was called to order at 6.00pm, on Tuesday, November 12, 2024, at the Water District Office by Charles Morrow. A prayer was given by Joshua Thompson. The Pledge of Allegiance was repeated.
Present: Board Members: Charles Morrow, Shirley Stanton, Josh Thompson; Operators: Dustin Kisting, Adam Johnson, and Office Manager: Penny Johnson
Absent: Board Members: Carolyn Deshotels, Joy Williams
Guest: Glenn Turner, Meyers, Meyers, Lecroix, & Hixson
Operator’s Report: Dustin Kisting said that he and Adam Johnson are putting in radio-read meters.
He discussed the award of the CWEF Grant. He is getting estimates for valves and the motors that were approved in the grant.
He received a few complaints of dirty water after the Fire Department did their yearly testing of all the fire hydrants.
He discussed the need to change the 2” meter at the school.
He said he had calls in to different drillers, to give us estimates on checking the efficiency of our 2 wells and motors.
He discussed the drainage issues when emptying our ground storage tank. A concrete pad, or concrete chunks were proposed.
New Business: Penny Johnson asked that the office close the day after Thanksgiving. All agreed.
She also mentioned that the next Parish Quarterly Operator’s Meeting, is to be held on December 5, 2024 at the Fire Station Training Center here.
She told the Board about the remaining dates for the free Ethics Training at the Police Jury. She asked that the Board get back with her if any are interested in attending.
Old Business: Glenn Turner explained why Meyers, Meyers, Lecroix, & Hixson is charging us $1,330.37 for the overages on the emergency grant project. Charles Morrow made a motion to pay the $1,330.37. Josh Thompson seconded. All agreed.
Glenn Turner also brought 2 resolutions to be voted on and signed:
The first resolution for to Accept the bid from Rylee Construction for the Filter’s Project. Josh Thompson made the motion to accept the bid and project. Shirley Stanton seconded. All agreed. Several documents for the Board President and Office Manager to sign.
The seconded resolution allowed Charles Morrow, our Interim President, to represent the District and sign all relative documents.
Glenn Turner also had the Interim President, Charles Morrow, and the Secretary, Penny Johnson, sign several pages of the closing documents for Foley and Judell Law Firm, related to the Filter’s Project.
Office Manager Report
There were 586 active customers during the month of October.
Zero claims were made to Servline Leak Insurance during the month of October.
The October, 2024, ending bank balance for the Operating Account was $30,312.32.
Shirley Stanton made the motion to adjourn. Josh Thompson seconded. All agreed.
The next scheduled meeting will be held at 6:00 pm on December 9, 2024.

City Attorney Ray Rush also requested approval to hire attorney E. Fredrick Preis, Jr. to defend city on claims filed with the EEOC/State of Louisiana. A motion to NOT hire an attorney was made by Councilman Smith, second by Councilman Douglas, 3/5. Councilman Willis opposed 1.
10. Police Chief Chad Doyle made a recommendation to hire Victoria Thompson as Full-Time police officer. A motion to approve was made by Councilwoman Allison, second by Councilman Smith, 4/5. Chief also recommended to hire Karley Buys as Part Time Radio Operator. A motion was made to approve by Councilman Smith, second by Councilman Douglas. Chief present monthly report.
11. Fire Chief Eric Maricle presented monthly report.
