Although it is believed not necessary, out of an abundance of caution notice is hereby given, pursuant to Article IV, Section 21(D)(1) of the Louisiana Constitution and Louisiana Public Service Commission General Order 7/1/2019 (Docket R-34738), that on October 30, 2024, Entergy Louisiana, LLC (“ELL”), a public utility providing retail electric and gas service in various parishes throughout the State of Louisiana, filed with the Louisiana Public Service Commission (“LPSC”) its Application for Approval of Generation and Transmission Resources Proposed in Connection with Service to a Significant Customer Project in North Louisiana, including Proposed Rider, and Request for Timely Treatment.
The filing seeks certification of various generation and transmission-related resources to serve a new customer proposing to site a facility in northeast Louisiana. The filing sets forth that no new rate schedule or rider is being proposed for those resources and that the recovery of costs for those resources is anticipated to come largely from the new customer through a Contribution in Aid of Construction Agreement and the customer’s participation in ELL’s standard Large Load, High Load Factor Power Service Rate Schedule. The filing further outlines the terms of a Corporate Sustainability Rider, which is an arrangement available only to the new customer and that sets forth the process for procuring and seeking certification of various renewable or low carbon resources and how the new customer will be assessed additional fees to recover the costs thereof. The filing sets forth the cost recovery treatment for the new transmission, generation, and renewable resources, and further explains that the customer’s payments are expected to result in net economic benefits to all of ELL’s customers.

The Allen Parish Police Jury, Oberlin, Louisiana, will receive sealed bids up to the hour of 4:00 P.M., December 2, 2024 at the Allen Parish Police Jury Administration Building, for the purchasing of the following materials:
1. Creosote bridge timbers/materials, and pilings, S1S1E, 10 lb treatment.
2. Round and arched pipe per foot, various sizes and coatings, delivered each barn.
3. Rock (washed- oversized road gravel, road gravel, & C-3, sand-clay-gravel, flume sand, red compaction sand, top soil/dirt)
4. Limestone- (30 lb rock 3×5 limestone, 2’/Ballast, #57, #67, #8, and #610) in both Kentucky Grey and tan or white Bahama limestone
5. Unscreened Cal-base 5-A, Cal-sorb Bed Ash and Portland for soil cement.
6. Liquid Asphalt- (CRS-2, CRS-2-P, CSS-1, (Quote to include delivery to each barn as well as demurrage charge rates.)
7. Hot Mix Asphalt and Cold Mix. Per ton FOB and delivered to various barns.
8. Furnish equipment and labor to lay hot mix asphalt for small projects.
All bids will be for a six month period beginning January 1st through May 31st, 2025 unless otherwise specified. Bids will be opened on December 2nd at 4:00 PM and announced at the public meeting at 6:00p.m.

Bids may be withdrawn at any time prior to the bid closing time, bids received after the closing time will be returned unopened, otherwise all bids will be opened and accepted based on price and availability and will remain in affect until the six month period has ended.

LCDBG Clearance Program – FY 2025
The Town of Kinder will hold a public hearing at 3:00 P.M., on Thursday, November 21, 2024 at the Kinder Town Hall. The purpose of the meeting is obtain views on community development needs of the Town and to discuss the submission of an application for funding under the State of Louisiana FY 2025 Community Development Block Grant (LCDBG) Clearance Program. The following items will be discussed at the hearing:
A. The amount of funds available for proposed community development;
B. The range of activities available that may be undertaken, including the estimated amount of funds proposed to be used for activities that will benefit persons of low and moderate incomes;
C. The plans of the Town of Kinder for minimizing displacement of persons as a result of activities assisted with such funds and the benefits to be provided by the Town of Kinder to persons actually displaced as a result of such activities; and,
D. The Town’s past performance on LCDBG Projects funded by the State of Louisiana.
All residents, particularly low and moderate income persons and residents of slum and blighted areas, of the Town of Kinder are encouraged to attend this meeting.
Accommodations will be made for persons with disabilities and non-English speaking individuals provided that a three (3) day notice is received by the Town of Kinder.

Minutes of the previous meeting of the Kinder Drainage District 2 held at the Farm Bureau Office in Kinder, Louisiana Thursday, October 3, 2024 at 5:30 PM.
Motion was made by Norman Fontenot, seconded by Thomas Mayes and passed to dispense with the reading of the minutes.
Old Business: Manco Vegetation has completed spraying drainage ditches.
New Business: Alex Guillory with Blue Wing Civil working with the Allen Parish Police Jury was present to discuss drainage problems.
Board agreed to pay bills for the month.
Meeting was adjourned.
The next regular meeting will be held on Thursday, November 7th at 5:30PM at the Kinder Farm Bureau Office in Kinder, Louisiana.

A Course of Instruction for Commissioner-In-Charge in Allen Parish will be held and all interested persons are invited to attend. Persons who wish to serve as Commissioner-In-Charge must attend this meeting. In accordance with R.S. 18:424 and 18:425, you must have the following qualifications to serve as a Commissioner-In-Charge.

Physical Requirements: A physical exam is required prior to beginning work. The ability to perform all responsibilities with bilateral hand usage, bending, kneeling, lifting, reaching, standing, walking briskly to respond to student needs or emergencies, and pushing a wheel chair. Capacity for heavy lifting of 50 pounds independently and 100 pounds or more with assistance. Ability to provide direct care to students and assist with feeding, grooming, lifting, positioning, personal hygiene, toileting and other activities of daily living. Perform specific procedures including catheterization, irrigating colostomies, tube feeding, nasopharyngeal suctioning and irrigation.
