The Allen Parish Police Jury met in regular session at the Police Jury Administration Building, Oberlin, Louisiana, October 7, 2024 at the hour of 6:00pm.
Present: Anthony Hebert, Heath Ardoin, Allen Courville, Chad Sanders, Adam Hussong, Roland Hollins and Joe Perkins. Absent: Ruffin George, Jr.
Motion seconded and carried to go into session.
The Lord’s Prayer was said followed by the Pledge of Allegiance.
Held a public hearing to approve an ordinance to update Entergy Franchise Agreement.
Motion seconded and carried to adopt an ordinance to update Entergy Franchise Agreement.
Held a public hearing to approve an ordinance to raise homestead exemption for first responders.
Motion seconded and carried to adopt an ordinance to raise homestead exemption for first responders.
Held a public hearing to abandon a portion of Thigpen Road in Oakdale.
Motion seconded and carried to table agenda item of adopting an ordinance abandoning a portion of Thigpen Road in Oakdale.
Motion seconded and carried to discuss abandoning a portion of Thigpen Road in Oakdale at the November 4, 2024 meeting.
Held a public hearing to approve a new RV Park on Spears Road in Oberlin.
Motion seconded and carried to approve a new RV Park on Spears Road in Oberlin contingent upon receipt of a drainage plan and Sewer approval letter from LDHH.
Motion seconded and carried to approve minutes of the meeting held September 3 & 23, 2024.
The CO2 Committee had the following recommendations:
1) Discuss and consider the Savant Strategist proposal.
Motion seconded and carried to accept the recommendations of the CO2 Committee.
The Finance Committee had the following recommendations:
1) Approve to pay MIP Financial $5,791.84 for the annual maintenance and support plan.
2) Approve to pay Savant Strategist for the proposed $1,450 up front and $2,475 to be paid quarterly.
Motion seconded and carried to accept the recommendations of the Finance Committee.
The Road Committee had the following recommendations:
1) Approve a JSA with the City of Oakdale for grass cutting, pothole patching and trash pick-up for the month of October, 2024.
2) Approve a JSA with the Village of Reeves to add a couple loads of gravel and grade Rodeo Pen Road.
Motion seconded and carried to accept the recommendations of the Road Committee.
Motion seconded and carried for the purchasing agent to take necessary action for fuel, materials, and supplies for the month.
Recognized Fastwyre to give an update. No representative present.
Recognized Eric Kuyper to discuss the Veterans Pancake Breakfast and other issues.
Opened bids on surplus railroad iron.
Motion seconded and carried to accept bid from M & M Electrical Service for surplus railroad iron.
Motion seconded and carried to call for a public hearing for Ricewood RV Resort.
Motion seconded and carried to call for a public hearing for rolling forward millages.
Motion seconded and carried to approve to remove Blackie LeBlue, Val Carrier, Robbie Evans and Larry Victorian from the Allen Parish Fire District 5 Board and appoint Jared Maxey, James Grundy, Scott Manuel and Dolly Tyler to replace them.
Motion seconded and carried to accept the resignation of Bobby Kibodeaux from the Allen Parish FD4 and appoint Landon Smith to complete his term.
Motion seconded and carried to approve to award the Courthouse roof bid to Morecore Roofing.
Motion seconded and carried to approve to award the Park Road Bridge Project to low bidder, Siema Construction, LLC contingent upon receiving funding.
Motion seconded and carried to adopt a resolution to accept the Allen Parish Airport 2025-2029 Capital Improvement Program.
Recognized Mrs. Sonnier to present the monthly inmate report. Expenses for the month of September 2024 totaled $29,60.79. We are under budget $19,112.99 for the year. Currently there are 115 Parish and 8 DOC inmates.
No report on the airport.

The meeting was called to order by President Logan Hamilton at 6:00 p.m. He led the Board in prayer and Pledge of Allegiance was said by all.
Katrena motioned to accept the previous meeting minutes as read and Reggie seconded the motion. Motion carried.
Adam updated the Board on the Wells. We are still waiting for Well 3 generator delivery.
Griner Drilling placed Well 4 back and will be hooking wires up tomorrow. They will chlorinate it, perform a well test and pump test. Once everything is complete a sample will be pulled before it is placed back in service. It took so long because everything is new.
Everything is completed with the Prison Booster Centrifugal pump and it is back in service. Invoice reviewed tonight for payment to Griner in the amount of $34,791.40.
Adam updated the Board on the property next to Little Mill Booster. Hebert, Holmes & Fontenot are handling the Deed for the purchase of the property.
The new high water bill payment policy offered a six month and twelve month plan. Adam spoke to the Board about amending the original policy to add a twenty four month plan for water bills $2,000.00 and higher. April motioned to amend the policy to add the twenty four month plan and Katrena seconded the motion. Motion carried.
The Board reviewed & discussed the Financial Report. Reggie made a motion to accept the Financial Report and pay all bills submitted and Katrena seconded the motion. Motion carried.
Adam reported on the water system. Alex and Mann are currently fixing a leak caused by the boring crew on Lauderdale Hwy. A boil advisory was issued for the affected area. They’ve changed some meters and are trying to stay on top of the normal work day in between working with the boring crews.
Adam also informed the Board that he sent a letter to ECORTS program, granting access permission to Meyer & Associates for the Capital Outlay grant program.
April made a motion to adjourn the meeting at 6:37 p.m. and Katrena seconded the motion. Motion carried.
