Notice is hereby given that the Allen Parish Police Jury will meet as Board of Review at 6:00 P.M., Monday, September 23, 2024 at the Allen Parish Police Jury Office, 602 Court Street, Oberlin, LA, to hear any and all protests from taxpayers on their 2024 assessments.
The Board of Review shall consider the written or oral protest of any taxpayer desiring to be heard that has filed protests seven (7) days prior to the final Board of Review meeting. Protest shall be filed in person at the Police Jury office or by certified mail.

PROPOSALS FOR AERIAL PESTICIDE APPLICATION FOR ALLEN PARISH MOSQUITO ABATEMENT DISTRICT LLC
1. SUMMARY Allen Parish Mosquito Abatement District LLC is accepting contract bid proposals for a multiyear contract for the application of Aerial Pesticides. The events of procurement are a disease epidemic, or in any event where the public’s health is in immediate risk due to a natural disaster event such as a hurricane and/or tropical depression, and a slow-moving low-pressure system.
The purpose of this request for bid proposals is to provide a fair evaluation for all candidates with the evaluation criteria against which they will be judged.
2. BID GUIDELINES AND REQUIREMENTS this is an open and competitive process. Bid proposals received after 10.14.2024 @ 8:00AM will not be considered and will be returned unopened.
The bid proposal must contain the signature of a duly authorized officer or agent of the company submitting the bid proposal.
A. BID PROPOSALS Allen Parish Mosquito Abatement District LLC will be accepting bid proposals for Aerial Pesticide Application in the events of a disease epidemic, or in any event where the public’s health is in immediate risk due to a natural disaster event such as a hurricane and/ or tropical depression, and a slow-moving low-pressure system. The successful bidder must include a detailed outline of their program including but not limited to License, Pilots, Planes and GIS Systems. The Proposal of prospective contractors shall contain information sufficient for evaluation including but not limited to the following:
1. Shall list the official legal registered name of company/ entity.
2. Shall provide d/b/a name, if different from legal Name.
3. Shall provide the mailing and physical address.
4. Shall provide a list of all owners, partners and/or officers.
5. Shall designate the principal contact with contact telephone numbers.
6. Shall provide a list of planned employees’ positions.
7. Shall provide experience, qualification, education, and certifications of principal contact of supervisory and pilot employees.
8. Shall provide a list of all equipment currently owned, and the quantity of each.
9. Shall provide proof of insurance and coverage.
10. Shall provide a notarized affidavit signed by a duly authorized official/ representative of the company stating that the information provided in the request for bid proposals is true and correct and is subject to verification by Allen Parish Mosquito Abatement District LLC.
B. CONTRACT Allen Parish Mosquito Abatement District LLC reserves the right to reject all proposals or to waive informalities in any and/ or all procedures, and to award the contract in the best interest of the Parish. Written contract will be provided by the winning bidder and entered into in good faith as agreed upon and signed in said contract. Allen Parish Mosquito Abatement District LLC reserves the right to terminate this and any other contract for services, with or without cause, given 30-day written notice. Any submitted RFB will be attached and become part of any contract entered into.

NOTICE OF SPECIAL ELECTION
Pursuant to the provisions of a resolution adopted by the Board of Commissioners of Fire Protection District No. 3 of the Parish of Allen, State of Louisiana (the “Governing Authority”), acting as the governing authority of Fire Protection District No. 3 of the Parish of Allen, State of Louisiana (the “District”), on April 8, 2024, NOTICE IS HEREBY GIVEN that a special election will be held within the District on TUESDAY, NOVEMBER 5, 2024, and that at the said election there will be submitted to all registered voters in the District qualified and entitled to vote at the said election under the Constitution and Laws of the State of Louisiana and the Constitution of the United States, the following proposition, to-wit:

Shall Fire Protection District No. 3 of the Parish of Allen, State of Louisiana (the “District”), incur debt and issue bonds to the amount of not exceeding $1,000,000, in one or more series, to run not exceeding 15 years from date thereof, with interest at rates not exceeding 7% per annum, for the purpose of acquiring, constructing and improving buildings, machinery and equipment to be used in giving fire protection to the property in the District, title to which shall be in the public; which bonds will be general obligations of the District and will be payable from ad valorem taxes to be levied and collected in the manner provided by Article VI, Section 33 of the Constitution of the State of Louisiana of 1974, and statutory authority supplemental thereto, with an estimated 16 mills to be levied in the first year of issue to pay said Bonds of the District?
The said special election shall be held at the polling places for the following precincts which polls will open at six o’clock (6:00) a.m. and close at eight o’clock (8:00) p.m., in accordance with the provisions of La. R.S. 18:541, to-wit:
