KMS, Assistant Principal, Rebecca Habetz; OHS, Assistant Principal, Sarah Rider; OHS, Principal, Lauri Phillips; OKMS, Assistant Principal, Kelly Meylian; and Special Education Coordinator Lisa Dauzat. 2. Maintenance updates were given. Oberlin High School’s new roof is near completion. Our Tech Center has been updated and has added a new computer center. HVAC replacement at Oakdale High School is underway with hopes of completion by December. 3. Pre K-3 Oberlin Elementary, AG Grant and Title 1 money will pay to continue program. 4. Jumpstart Summer – There were 3 students hired to work as interns over the summer. 20 students completed the AHEC Summer program. 5. Supervisor of School Food Services, April Hall, went current totals for our summer feeding program. The program has been very successful. To date, a grand total of 17,794 have been handed out. 6. Literacy Data was reviewed by District Literacy Coordinator, Stacy Weldon. Percentage of increase or decrease of students performing at benchmark from BOY to EOY in each grade at each school was presented to the board. 7. There were 42 students enrolled in High School Summer School. 8. Supervisor of Personnel, Stephanie Perry gave a staffing update. We currently have 4 teaching spots unfilled. These numbers will likely change in the upcoming weeks. 9. Important Dates: July 24-25, Administrative Meetings. August 7-9 will be professional development days. Motion by Kevin Tyler, seconded by Carolyn Manuel, unanimously carried to adopt the following resolution: RESOLUTION WHEREAS, the Allen Parish School Board is receiving monies from a 1% sales tax approved in July 2003 dedicated specifically to salaries and benefits for school board employees, AND WHEREAS, the finance committee annually reviews the status of this revenue and associated salary and benefit expenditures to determine any accumulated surplus, AND WHEREAS, it has been determined that a surplus did exist at June 30, 2024 sufficient enough to grant a salary supplement in the form of an additional check in conjunction with a General funds supplement to the employees of the Allen Parish School Board for services rendered in the fiscal year 2024-2025, and is to be paid in September, 2024, on a date to be determined by the Superintendent of the Allen Parish School Board, AND WHEREAS, an employee is defined as an individual working full-time or part-time in their respective position and employed by the Allen Parish School Board on September 3, 2024, and worked at least 1 day from July 1, 2024 to September 3, 2024, (excludes Board members, substitute labor is not considered to be part-time employees). An employee that is considered a half day employee will receive half of the supplement amount and an employee on sabbatical leave will receive 65% of the supplement amount, AND WHEREAS, this supplement is being provided conditioned on employees completing their respective scheduled days to be worked for the 2024-2025 fiscal year and any employee not fulfilling this requirement is subject to having the supplement prorated by the Superintendent and surrendering any portion not earned, THEREFORE BE IT RESOLVED that all degreed professionals shall be paid a gross supplement of $1,000 and all other personnel shall be paid a gross supplement of $1,000 and that any exceptions to the preceding definitions and rules will be resolved by the Superintendent and that said supplement is to be paid on a date to be determined by the Superintendent of the Allen Parish School Board after September 3, 2024, but not later than September 30, 2024. PUBLIC NOTICE NW ALLEN PARISH WATERWORKS DISTRICT MEETING August 12, 2024 The regular meeting of the NW Allen Parish Waterworks District was called to order at 6.00pm, on Monday, August 12, 2024, at the Water District Office by Charles Morrow. Charles Morrow made a motion to buy 2 Hash DR300 chlorine meters. Josh Thompson seconded. All agreed. Dustin Kisting explained how accurate the new line locator is, and how it is saving us money on batteries, the operator’s time, and lack of leaks due to the accuracy of the new locator. Dustin Kisting asked the Board to consider the cost of a new meter. He said the prices of parts have gone up, and we are losing money. He said he would get a new price list for the Board to consider at the next monthly meeting. Roland Hollins suggested that we give each new customer that needs a new meter, the updated price list. Dustin Kisting also told the Board that we have a repaired Booster Pump that is just sitting on the ground. He asked the Board to approve getting a new motor for the #2 Booster Pump. He explained that right now we are only using the #1 Booster Pump, and it is putting a lot of wear and tear on it. Josh Thompson made the motion to buy a new motor for the #2 Booster Pump. Shirley Stanton seconded. All agreed. Dustin Kisting brought up the frozen valves across our system, and how that is handicapping our ability to isolate leaks. Penny Johnson told Roland Hollins that we have applied for 2 grants to replace some of the valves. New Business: The Board agreed to refund the $100 application fee to 4F Drilling. They did not get any bulk water from us. Penny Johnson told the Board that she is still waiting on a quote from First Net, on emergency phones. Penny Johnson told the Board that Carolyn Deshotels wants to help with signing checks. First Federal Bank of Oakdale said that the Board must vote on allowing her to be a third signer. Shirley Stanton made a motion to allow Carolyn Deshotel to sign checks. Josh Thompson seconded. All agreed. Old Business: Glenn Turner updated the Board on the status of our Filter’s Project, and our Emergency CWEF Project for a new bore at Whiskey Chitto on Hwy 26. He said the State has approved the Filter’s Project. He will be able to advertise for bids in the Oakdale Journal on August 22, 2024. Bids will be opened on September 19, 2024. The Emergency Bore will start on August 26, 2024. Dustin told the board that he plans on putting a shut-off valve on the east side of the river, up on a hill, before the 3 bridges. Penny Johnson told the Board of the problems customers are having with the Utilipay front page. Office Manager Report: There were 591 active customers during the month of June. Three claims were made to Servline Leak Insurance during the month of July. All were approved. The July, 2024, ending bank balance for the Operating Account was $34,558.20. Three customers were discussed. Roland Hollins gave the Board several good suggestions on how to help new customers understand where a new meter can be placed, and also keeping customers informed, when customers feel that their bill is too high. Also, there will be a pre-construction meeting with contractors this week for the other sewer improvements. 6. CODE COMPLIANCE A. Crystal Hunt noted that it was about 15 notices sent out for property maintenance since last meeting. B. Council discussed some of the current out of compliance properties. Crystal stated that she had spoke to some in reference to cleaning their properties. 7. POLICE CHIEF 1. Monthly report- Chief not present. 2. Stacy Weldon made a motion to table the Chief’s recommendation to hire Zack LaCaze as part time officer and table the Chief’s recommendation to hire Jeff Welch as the village dogcatcher until next meeting. Section 4 BE IT FURTHER ORDAINED that the Fixed rates in the attached rate charts shall adjust every year beginning January 2025 billing cycle.
