The Notice of Meeting/Agenda having been duly posted in accordance with requirements, and a quorum being present, the meeting was called to order by Mayor Wayland LaFargue at 6:00 p.m.

APPROVAL OF MINUTES: Mayor LaFargue asked the council to consider approving the minutes for the regular council meeting of June 3, 2024.
Motion to dispense with the reading of the minutes from June 3, 2024, and approve them as distributed made by Councilman Nevils, second by Councilwoman Tunwar. Vote: 4-0, passed.
CHIEF OF POLICE REPORT: Lt. Jason Fontenot gave a report on the calls and reports for the month of June.
TOWN ATTORNEY REPORT: Mr. Holmes asked the council to consider approving Resolution No. 2024-08, authorizing the mayor to execute the Assignment, Transfer, and Settlement Agreement between Town of Kinder and the Coushatta Tribe of Louisiana. After some discussion, a motion was made.
Motion to adopt Resolution No. 2024-08 authorizing the mayor to sign an agreement transferring ownership of certain gas infrastructure to the Coushatta Tribe of Louisiana made by Councilwoman Tunwar, second by Councilman Nevils. Vote: 4-0, passed.
Mr. Holmes opened the public hearing regarding Ordinance No. 883, an ordinance relative to water, wastewater and gas fees. There being no public comment, the public hearing was closed.
Motion to adopt Ordinance No. 883, an ordinance to provide relative to amendment of sections 21-9 and 21-11 pertaining to fixing of water rates, 21-34 pertaining to fixing of wastewater rates and 21-79 and 21-81 pertaining to fixing of gas rates of the code of ordinances of the Town of Kinder made by Councilwoman Van Norman, second by Councilman Nevils.
Mayor LaFargue called for a roll call vote:

Councilwoman DeWees: Yea
Councilman Nevils: Yea
Councilwoman Van Norman: Yea

Motion passed, 4-0.
ENGINEER REPORT: Jimbo Graham, Pan American Engineers, reported on the progress of the ongoing wastewater treatment plant project. He also gave a report on the Louisiana Watershed Initiative grant project for improved drainage in the Nixon Addition.
PUBLIC WORKS REPORT: Eric Fontenot gave a report on the current water loss report. He also talked about some of the capabilities of the Town’s meter reading software like leak reports, etc.
TOWN CLERK REPORT: Traci Fontenot asked the council to consider adopting Resolution No. 2024-07 setting the millage rates for the tax year 2024.
Motion to adopt Resolution No. 2024-07 to levy the General Alimony (4.52 mills) and the General Purpose (9.66 mills) property taxes for tax year 2024 made by Councilwoman Tunwar, second by Councilwoman DeWees. Vote: 4-0, passed.
With no further business to discuss, the meeting was adjourned.

The estimated amount of tax revenues to be collected in the next year from the increased millage is $4,334,658.33, and the amount of increase in taxes attributable to the millage increase is $159,344.05.
