The City Council Meeting was held at the City Hall Courtroom at 333 E 6th Avenue, Oakdale LA on June 6, 2024
Called to Order at 6:30 PM:
1. Approval of Agenda: Motion made by Councilman Smith, second by Councilwoman Allison, 4/5. 1 absent
2. Roll Call City Clerk Paul Abrusley:
a. Present: Recording Secretary Alison Doyle, Councilwoman Allison, mayor Gene Paul, Councilman at Large George Ashy, City Clerk Paul Abrusley, Councilman Douglas, Councilman Jeremy Smith and City Attorney Ray Rush. Councilman Ervin Willis was absent.
3. Prayer- Councilman Smith
4. Pledge- Councilman Douglas
5. Approval of Minutes from the May 2, 2024, meeting. A motion was made by Councilman at large Ashy, second by Councilman Douglas, 4/5. 1 absent
6. Mayor Gene Paul
a. Luke Miller with Meyer and Meyer gave updates on on-going projects.
7. Permit Clerk Jacinda Clark requested a mobile home permit for Devan Hebert at 412 N 9th Street. She has a mobile home there that will be moved and replaced with new one. A motion was made by Councilman at Large Ashy, second by Councilman Smith to approve under the conditions that the old mobile home must be moved first, 4/5. 1 absent
8. City Clerk Paul Abrusley presented the monthly report card. Clerk also introduced for review, the proposed budget for 2024-2025 and the amended budget for 2023-2024. Both were approved to be advertised. A motion was made by Councilman at Large Ashy, second by Councilman Smith, 4/5. 1 absent
9. Police Chief Chad Doyle asked for an ADD ON for a status change of a patrolman. A motion was made to approve ADD ON by Councilman Smith, second by Councilman at Large Ashy, 4/5. 1 absent. Chief recommended to change the status of Hubert Matthew Ware from Part Time Patrolman to Full Time Patrolman. A motion to approve was made by Councilwoman Allison, second by Councilman Douglas, 4/5. 1 absent.
Chief requested approval for vehicles to be declared surplus property to auction:
i. 2009 Chevrolet Impala – VIN:2G1WS57MX91310984 Mileage – 216699
ii. 2. 2013 Chevrolet Impala – VIN:2G1WD5E38D1264889 Mileage – 185504
iii. 2013 Ford Taurus – VIN:1FAHP2M85DG115111 Mileage – 210587
A motion to approve was made by Councilman at Large Ashy, second by Councilman Smith, 4/5. 1 absent
Chief’s monthly report was given.
10. Fire Chief Eric Maricle presented his report.

The purpose of this hearing is to allow citizens to provide comments and opinions on the amended budget of The City of Oakdale, LA for the fiscal year beginning July 1, 2023, and ending June 30, 2024. No questions or comments made. A motion was made to close the hearing and open the next hearing by Councilman at Large Ashy, second by Councilman Douglas 4/5, 1 absent.

NOTICE IS HEREBY GIVEN of a Special Call City Council Meeting
1. Approval of Agenda A motion to approve was made by Councilman Smith, second by Councilman at Large Ashy 4/5, 1 absent.
2. Roll Call City Attorney Ray Rush and Councilwoman Allison absent, Councilman at Large Ashy, Councilman Smith, Councilman Willis, Councilman Douglas, City Clerk Paul Abrusley, Mayor Gene Paul and Mayor’s Secretary were all present.
3. Prayer- Councilman Smith led the prayer

5. City Clerk Paul Abrusley presented ordinance number 1522 pertaining to amending budget for the fiscal year July 1st, 2023, through June 30th, 2024. A motion to adopt was made by Councilman Smith, second by Councilman Douglas 4/5, 1 absent.
City Clerk Paul Abrusley presented ordinance number 1522 pertaining to the proposed budget for the City of Oakdale Fiscal year July 1st, 2024, through June 30th, 2025. A motion was made to adopt by Councilman at Large Ashy, second by Councilman Smith 4/5, 1 absent.
6. Mayor Gene Paul
a. Request for the July City Council meeting to be held on July 11th, 2024, due to the first Thursday of the month being July 4th. A motion was made by Councilman at Large Ashy, second by Councilman Smith 4/5, 1 absent.
7. Andy Welch wants to purchase the 300×50 feet of Fisher Street between his property lines. A motion was made by Councilman Smith, second by Councilman at Large Ashy to table this until July council meeting so that we could involve City Attorney with legalities of this request 4/5, 1 absent.
8. A motion was made to adjourn by Councilman at Large Ashy, second by Councilman Smith 4/5, 1 absent.

Notice is hereby given pursuant to Article 7, Section 23(C) of the Constitution and R.S. 47:1705(B) that a public hearing of Allen Parish Law Enforcement District will be held on Thursday, August 15, 2024, at 9:00 a.m. at the Allen Parish Sheriff’s Office, 601 Court Street, Oberlin, Louisiana, to consider levying additional or increased millage rates without further voter approval or adopting the adjusted millage rates after reassessment and rolling forward to rates not to exceed the prior year’s maximum. The estimated amount of tax revenues to be collected in the next tax year from the increased millage is $2,519,515.88, and the estimated amount of increase in taxes attributable to the millage increase is $89,507.47.
