FOR: ALLEN PARISH POLICE JURY – Park Road Bridge – Modular Steel Bridge
The Allen Parish Police Jury is seeking a vendor to supply a modular steel bridge structure only for the replacement of the Park Road Bridge. The construction of abutments and installation of the bridge will be bid under separate contract.
Complete specifications for this project are available in electronic form only. They may be obtained without charge and without deposit from the Allen Parish Engineer, Jacob Dillehay, P.E. at jdillehay@appj.us. Printed copies are not available from the Designer, but arrangements can be made to obtain them through most reprographic firms. Plan holders are responsible for their own reproduction costs. Questions about this procedure shall be directed to the Parish Engineer at: PHONE (337) 639-4328.
The Owner reserves the right to reject any and all bids for just cause. In accordance with La. R.S. 38:2212(B)(1), the provisions and requirements of this Section; and those stated in the bidding documents shall not be waived by any entity.
When this project is financed either partially or entirely with State Bonds or financed in whole or in part by federal or other funds which are not readily available at the time bids are received, the award of this Contract is contingent upon the granting of lines of credit, or the sale of bonds by the Bond Commission or the availability of federal or other funds. The State shall incur no obligation to the Contractor until the Contract Between Owner and Contractor is fully executed.

Bona fide bidders may obtain a CD of the proposed contract documents in PDF format, including plans and specifications, from King Architects, Inc. at 1312 Sampson St., Westlake, LA 70669 for $25.00 per each set of documents on CD. Or complete physical, paper documents may be obtained upon deposit of $200.00 for each set of documents. Deposit is fully refundable for the first set of documents to all bona fide prime* bidders upon return of the documents in good condition no later than ten (10) days after receipt of bids. The deposit of all other set of documents will be refunded fifty percent (50%) upon return of documents as stated above.
Prime bidders are defined as licensed General Contractor bidding this job as such.
Preference is given to materials, supplies, and provisions that are produced manufactured, or grown in Louisiana, quality being equal to articles offered by competitors outside the State.
A Non-Mandatory Pre-Bid Conference for general contractors with the Project Architect will be held at the project site on Monday, May 20th, 2024, at 10:00 A.M. Bidders must be present the entire meeting in order to bid.
All bids must be accompanied by bid security equal to five percent (5%) of the sum of the base bid and all alternates, and must be in the form of a certified check or cashier’s check drawn on a bank insured by the FDIC, or the Bid Bond Form contained in the bidding documents, which shall be written by a surety or insurance company currently on the U.S. Department of the Treasury Financial Management Service list of approved bonding companies which is published annually in the Federal Register or by a Louisiana domiciled insurance company with at least an A- rating in the latest printing of the A.M. Best’s Key Rating Guide to write individual bonds up to ten percent (10%) of policyholders’ surplus as shown in the A.M. Best’s Key Rating Guide or by an insurance company in good standing licensed to write bid bonds which is either domiciled in Louisiana or owned by Louisiana residents, all in accordance with LSA-R.S. 38:2218. No Bid Bond indicating an obligation of less than five percent (5%) by any method is acceptable.
The successful bidder shall be required to furnish a Performance and Payment Bond written by a company licensed to do business in Louisiana, in an amount equal to 100% of the Contract amount, written by a surety company licensed to do business in Louisiana with an A.M. Best Rating of “A-” or better, all in accordance with LS R.S. 38:2219. The bond shall be countersigned by a person who is under contract with the surety company or bond issuer as an insurance agent in this State, and who is residing in this State.
Bids shall be accepted only from contractors who are licensed under LS R.S. 37:2150-2163 for the classification of Building Construction. No bid may be withdrawn for a period of forty-five (45) days after receipt of bids, except under the provisions of LS R.S. 38:2214.
The Owner reserves the right to reject any and all bids for just cause. In accordance with LS R.S. 38:2212(B)(1), the provisions and requirements of this Section, and those stated in the Bidding Documents shall not be waived by any entity. Awarding or rejecting bids shall be in accordance with LA Public Bid Law Statues.
