ADVERTISEMENT TO BID
OAKDALE HIGH SCHOOL HVAC REPLACEMENT
Separate sealed bids for the OAKDALE HIGH SCHOOL HVAC REPLACEMENT project will be received by the ALLEN PARISH SCHOOL BOARD (School Board Central Office – 1111 7th Avenue, Oberlin, Louisiana until 2:00 pm, Thursday May 16th, 2024. Sealed bids will then be publicly opened and read aloud. Any bid received after the specified time and date will not be considered.
Bids shall be accepted only from contractors who are licensed under LA-R.S.37:2150-2163 for the classification of MECHANICAL.
The Instructions to Bidders, Bid Form, Agreement Between Owner and Contractor, Forms of Bid Bond, Performance Bond and Payment Bond, Drawings and Specifications, and other Contract Documents may be examined at the following location:

Pursuant to Louisiana Revised Statutes 38:2212.E.(I) Bidders have the option to submit their bids and bid bonds electronically. The OWNER reserves the right to reject any or all bids for just cause; such actions will be in accordance with Title 38 of the Louisiana Revised Statutes.
In accordance with R.S. 38:2212(8)(1), the provisions and requirements stated in the bidding documents shall not be considered as informalities and shall not be waived.
The successful Bidder shall be required to furnish a Performance Bond and Payment Bond, in an amount equal to 100% of the Contract amount, written by a surety or insurance company meeting the requirements noted in R.S. 38:2219.A.( l )(a), (b) and (c).
Each Bidder must deposit with his/her bid, security in the amount of at least five percent (5%) of the total bid price, provided on the specified form and subject to the conditions provided in the Information for Bidders.
Sureties used for obtaining bonds must appear as acceptable on the U.S. Department of the Treasury Circular 570.
Bidder shall show the Contractor’s license number and name of the project on the Bid envelope as required by Louisiana Revised Statutes 37:2163.A.(l ).
In accordance with in R.S. 38:2215. A., no Bidder may withdraw his bid within forty-five (45) days after the actual date of the opening.
Any person with disabilities requiring special accommodations must contact the Owner no later than seven (7) days prior to bid opening.

MEETING April 8, 2024
The regular meeting of the NW Allen Parish Waterworks District was called to order at 6:00pm, on Monday, April 8, 2024, at the Water District Office by Joy Williams. A prayer was given by Charles Morrow. The Pledge of Allegiance was repeated. Each Board Member received a copy of the March 11, 2024 minutes, and were approved as read.

Operator’s Report: Dustin Kisting stated that he and Adam Johnson are continuing to check and look for inactive meters. The total will be around 190.
The Operators are continuing to change out meters that have over 1 million gallons in Route 01.
The well motor at the Fairview well is making a loud noise. Dustin Kisting thinks it is about to go out. Charles Morrow made a motion to get the motor fixed before it goes out. Shirley Stanton seconded. All agreed.
He also restated that we need to get the North Tower Elevated Tank inspected in the near future.
New Business: The Board discussed the Management Training and LRWA Conference that will be held July 15-18, 2024 in Lake Charles. Discussion was tabled until next month.
The Board continued the discussion on a price for bulk water and the problems we have been facing when companies are getting bulk water from us. Shirley Stanton made a motion to go with West Allen Parish Water District’s price and policy on bulk water. Charle Morrow seconded. All agreed. Shirley Stanton made a motion to buy a meter for the flush valve at the North Tower, to meter bulk water. Charles Morrow seconded. All agreed.
Old Business: Glenn Turner, P. E. gave us an update on the Filter’s Project.
Daniel Vance answered questions on installing and programming our new PLC at the North Tower.
Office Manager Report: The new rates will go into effect with the April, 2024 bills that are due May 10, 2024.
There were 586 active customers during the month of March.
The March, 2024 ending bank balance for the Operating Account was $31,729.48

The next scheduled meeting will be held at 6:00 pm on May 13, 2024.

Council to introduce amendment to ordinance to change the meeting place of the monthly council meetings. Also, add to Police Handbook that all fulltime officers must enroll in MPERS on the date of hire and all parttime or fulltime officers must have a physical completed within one week of hire. Mayor Green asked for any public comments on these changes. No comments.

3. ENGINEER’S REPORT
A. Glenn Turner gave update on grants in progress.
B. Ken Kelly made a motion to adopt Resolution 115-2024 proclaiming April as Fair Housing Month. Stacy Weldon seconded. All in favor.
4. CODE COMPLIANCE
A. Crystal Hunt gave update on status of property maintenance of 200 Poplar St, Parcel No.0550003100. She has been unable to reach the owner. She will try one more time, then a work order will done for the village employees to bring property into compliance and the owner will be invoiced.
B. Update of 1020 Beech, M.Willis, Parcel No.0450001500. Crystal was unable to find volunteers to assist in cleaning of property. She stated that she reached out to the fire chief to burn the pile in the yard, but no response. Ken Kelly made a motion to table this discussion until next meeting to allow more time to have a solution to bring property into compliance.
C. Chief Ware asked about the status of the condemned properties on Pine Street. Crystal stated she is working on getting quotes to get the houses torn down.
5. POLICE CHIEF
A. Chief Ware gave monthly report.
B. After discussion of probation period of Officer Jeb Moore, Stacy Weldon motioned to remove from probation period. Ken Kelly seconded. All in favor.
C. He stated that the radar system is being put into place and will begin the electronic tickets.
D. Ken Kelly motioned to add to the Police Handbook that all fulltime officers must enroll in MPERS on the date of hire and all partime or fulltime officers must have a physical completed within one week of hire. Stacy Weldon seconded. All in favor.
6. FIRE CHIEF
A. Lorrie Odom, Fire Dept Treasurer, gave the monthly report.
B. She stated that the Fire Dept is selling raffle tickets to raise money to give scholarships for graduates on the Fire Dept.
C. The Fire Dept will be bringing the Rescue Unit to be checked out due to having problems.
7. MAYOR’S REPORT

A. No bids for movable surplus AC units and Gas heaters with minimum bid of $60 each were received. Ken Kelly made a motion to remove them from surplus property. Stacy Weldon seconded. All in favor.
B. After discussion of electing to close the dog pound due to the new sewer construction at sewer plant, Stacy Weldon made a motion to table the discussion until next month. Ken Kelly seconded. All in favor.

C. Council briefed over the estimated fees and expenses for attorney fees from Armour Law concerning MPERS research and settlement.
D. Stacy Weldon made a motion to adopt Resolution 116-2024 which states the Budget will be amended to include payment to Armour Law Firm for the MPERS research and settlement. Ken Kelly seconded. All in favor.
8. VILLAGE ATTORNEY
A. Heather Sutton gave update on status of the MPERS Release and Payment of Funds. The Village will process payment as soon as possible to pay MPERS.
B. She discussed the revocation of any ordinances concerning the dog pound upon the final decision of the dog pound or a holding facility.
9. COUNCIL
A. Stacy Weldon made a motion to adopt Resolution 117-2024 which states the Budget will be amended to include payment of funds to MPERS for settlement. Ken Kelly seconded. All in favor.
B. Public hearing held on amendment to Ordinance 14-18G to become 14-18H. Amend Section 3 Variable Water and Sewer rates to increase at a minimum of 3% each year in January to become effective April 9, 2024. Amend Section 4 Fixed Water and Sewer rates to increase at a minimum of 3% each year in January to become effective April 9, 2024. Rates to be increased to an amount over 3% if publication of the CPI for All Urban Consumers (CPI-U): U.S. city average as published by the Bureau of Labor Statistics is larger than 3%. In the event that the CPI is larger than 3%, the rate will be increased to correspond to the CPI rate. This increase was discussed due to having to put a definite increase in place to satisfy LDEQ for the bond on the Sewer Improvement Grant. Some were concerned of it being to much of an increase over the years. Glenn Turner stated that the bond will be in place for 20 years. Hearing closed.
C. Ken Kelly made a motion to adopt amendment to Ordinance 14-18H Water and Sewer Rates, Amend Section 3 Variable Water and Sewer rates to increase at a minimum of 3% each year in January to become effective April 9, 2024.
