VILLAGE OF ELIZABETH
SEWER SYSTEM IMPROVEMENTS
(LDEQ CLEAN WATER STATE REVOLVING FUND)
Separate sealed bids for the construction of Sewer System Improvements will be received by the Village of Elizabeth, at the office of the Engineer, Meyer, Meyer, LaCroix & Hixson, 100 Engineer Place, Alexandria, Louisiana 71303 until 2:00p.m. local time on Thursday, April 25, 2024, and then at said location publicly opened and read aloud.
If forwarded by mail, the sealed envelope containing the bid must be enclosed in another envelope addressed to the Village of Elizabeth, c/o: MML&H, 100 Engineer Place, Alexandria, Louisiana 71303.

Bidding documents on a USB flash drive may be obtained from the office of the Engineer at a cost per copy of $40.00, which represents the cost of reproduction and handling, and is nonrefundable. Any requests for bid documents must be accompanied by payment in full. Prime Bidders must obtain Bidding Documents from the Engineer. Bids received from Contractors utilizing any other Bidding Document source will be returned unopened.
Each bid must be accompanied by bid security made payable to Owner in an amount of 5 percent of bidder’s maximum bid price and in the form of a certified check, cashier’s check or a bid bond. The successful bidder will be required to obtain a Performance Bond and a Payment Bond each in the amount of 100% of the contract amount. All bonds shall be executed by such sureties as are named in U.S. Department of the Treasury Circular 570. A bond signed by an agent or attorney-in-fact must be accompanied by a certified copy of that individual’s authority to bind the surety.
Bidders may not withdraw their bid within forty-five (45) days after the actual date of opening thereof. The Owner reserves the right to reject any and all bids for just cause in accordance with Louisiana R.S. 38:2214B.
The contract is to be financed in whole or in part by bonds which are required to be sold after receipt of bids, or by federal or other funds which will not be readily available at the time bids are received. In accordance with R.S. 38:2215D, Bidders may not withdraw their bid within one hundred twenty (120) days after the actual date of opening thereof. The Owner reserves the right to reject any and all bids for just cause in accordance with Louisiana R.S. 38:2214B.
Successful bidder must have an active Unique Entity ID (UEI), as verified on www.sam.gov, prior to award of contract.
This project is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (“IIJA”), Pub. L. 177-58. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States, as further outlined by the Office of Management and Budget’s Memorandum M-22-11, Initial Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure, April 18, 2022.
This contract is subject to the requirements of the Davis-Bacon Act (DOL 29 CFR Part 5), as amended. The Contractor is required to comply with wage and labor provisions and to pay minimum wages in accordance with the schedule of wage rates established by the United States Department of Labor.

Minutes from the last meeting held on February 12, 2024, were given. A motion to accept minutes was made by Bruce Wheat, seconded by Bill Randolph, with no opposition.
The financial report was given for February 2024. A motion to accept the financial report was made by Caleb Hussong, seconded by Bruce Wheat, with no opposition.

New Business: Insurance renewal for Allen Parish Water District was approved. The motion was made by Caleb Hussong and seconded by Bill Randolph.

MEETING MARCH 7, 2024
Oakdale City Council Meeting minutes, Thursday, March 7, 2024 at 6:15 PM.
Called to order at 6:15 was a Public Hearing. The purpose of this public hearing is to allow citizens to provide comments or opinions on the Introduction of Ordinance No. 1516 amendment to code of ordinances. An ordinance to ratify the sale of adjudicated property within the corporate limits of the City of Oakdale, LA. This hearing must be repeated once the ordinance is advertised for 3 weeks. This will be repeated next month. No comments were made.

a. Request to Pass a resolution for The Municipal Water Pollution Prevention Plan (Wastewater Plant Environmental Audit) required by the LA Department of Environmental Quality. A motion was made to pass by Councilman at Large Ashy, second by Councilman Smith. 5/5
8. Chris Oaks- Request to pass a resolution to adopt the Allen Parish Mitigation Plan. A motion to approve was made by Councilman at Large Ashy, second by Councilman Douglas. 5/5
9. Lizz Todd with the South-Central Planning and Development Commission provided Information pertaining to the extension of the “Restore Louisiana Small Business Loan Program”
10. Councilman Jeremy Smith opened a discussion about street signs and improvement ideas. Mayor stated that we have applied for a grant to upgrade city signage and were approved to be receiving in a couple of weeks.
11. Police Chief Chad Doyle
Status Change for Colton Gilbert to be moved from Full Time Patrolman to Part Time Patrolman. A motion was made by Councilman Smith, second by Councilwoman Allison. 5/5

Allen Action Agency, Inc. will hold a public hearing on April 24, 2024 at 10:00 a.m. at the main office, 8838 Hwy 165 in Oberlin, LA.
The purpose of the meeting will be to discuss the distribution of funds awarded to Allen Action Agency by the Emergency Food and Shelter National Board Program (United Way) for Phase 41.
