(GO CLECO RIDER)
NOTICE is hereby given, pursuant to Article IV, Section 21(D)(1) of the Louisiana Constitution, that on March 26, 2024, Cleco Power LLC (“Cleco Power”), an electric public utility supplying retail electric service to approximately 295,000 customers in twenty-four (24) parishes in the State of Louisiana through its retail business and supplying wholesale power in the State of Louisiana, filed with the Louisiana Public Service Commission (the “LPSC”), its Application for (i) Approval of the First Amended and Restated Power Purchase Agreement between Cleco Power, as purchaser, and Dolet Hills Solar, LLC (“Dolet Hills Solar”), as seller, dated as of February 23, 2024, as amended by a Second Amendment thereof dated as of March 7, 2024 (the “Amended and Restated Solar PPA”); (ii) Approval of Cleco Power’s Rate Schedule Green Option Cleco (“GO Cleco Rider”); (iii) Approval to construct an approximately seven (7) mile 345 kV transmission tie line connecting the solar facility to Cleco Power’s substation (the “Tie Line”); and (iv) Related Relief (the “Application”). The Application requests LPSC approval for Cleco Power to purchase power, pursuant to the terms of the Amended and Restated Solar PPA, that would be generated by a solar photovoltaic electric generation project having an expected nameplate capacity of 240 MW that Dolet Hills Solar will develop, design, construct, own, and operate in DeSoto Parish, Louisiana (the “Solar Facility”), and that will connect to Cleco Power’s Dolet Hills Transmission Substation in DeSoto Parish, Louisiana, via the Tie Line. The Solar Facility and the Tie Line would be constructed upon the LPSC’s approval of the Application. Cleco Power’s Application also requests implementation of the GO Cleco Rider, which is a voluntary rate schedule that allows eligible customers to subscribe to the Solar Facility capacity on a first come, first served basis, subject to certain limitations.
Notice of Cleco Power’s Application has been published in the March 28, 2024, Official Bulletin of the LPSC. The Application was filed in LPSC Docket No. U-36502. The proposed rate change will affect all parishes served by Cleco Power.
Cleco Power’s Application may be viewed in the Office of the LPSC in Baton Rouge, Louisiana and on the LPSC’s website (www.lpsc.louisiana.gov), under Docket No. U-36502. Additionally, the LPSC may be contacted regarding questions or comments at (800) 256-2397.

PUBLIC WORKS REPORT: Eric Fontenot reported that the public works crew have been busy installing new water meter registers and that the sewer pump station panel upgrade and the water tower panel upgrade should both be completed and installed soon. He also reported that the railroad has been working on installing bigger drainage pipes in the Nixon Addition to help with drainage in that area of town.
TOWN CLERK REPORT: Traci Fontenot asked the council to consider Resolution No. 2024-05 relative to the acceptance of the Municipal Water Pollution Prevention (MWPP) annual report as prepared by C3 Environmental Services, LLC. After some discussion, a motion was made.
Motion to adopt Resolution No. 2024-05 to accept the Municipal Water Pollution Prevention (MWPP) annual report as prepared by C3 Environmental Services, LLC made by Councilman Nevils, second by Councilwoman Sonnier. Vote: 4-0, passed.

Garden of Eden- All documents were sent to the Mayor to verify all protocols were being followed. Anyone using the Community Building will be required to communicate with the City Hall to make sure it hasn’t been rented.

a. Maintenance-Water leaks with old lines are still being fixed all over town and takes away from the workers completing other work orders. The town is hoping to get back to digging ditches before the rain starts up again.

ii. Grants-Clearance Grant for Blighted Properties is in process, getting all paperwork taken care of and hoping to have it finished by next month.
The Road Project has a 25% match that Carl Capone is working on getting a waiver for the match and a possible reduction in the amount of the grant.

NOTICE
The Allen Parish Police Jury is hereby notifying its citizens that a public hearing will be held at 6:00 PM on May 6, 2024 at the Allen Parish Police Jury Office located at 605 Court Street, Oberlin, Louisiana. The purpose of the public hearing will be to inform the public on the recently completed FY 2020 LCDBG Public Facilities water improvements project.
The Parish will conduct a seminar during the public hearing to better inform its citizens of the Fair Housing program as a method of continually informing the public of Fair Housing in the Parish.
Those interested in submitting written comments, particularly those residents of slums and blighted areas, may do so to: Tony Hebert, President, Allen Parish Police Jury, P. O. Drawer G, Oberlin, Louisiana 70655. Any negative comments received will be forwarded to the State of Louisiana, Division of Administration.
All residents, particularly low and moderate income persons and residents of slum and blighted areas of the Parish are encouraged to attend this meeting.
