The Allen Parish Fire Protection District #4 held its monthly board of directors meeting at 808 2nd Ave. Kinder, LA 70648. The meeting was held on January 25, 2024.

Voorhies Leger motioned to accept the minutes from the December meeting. Dianna Kelly seconded. Motion passed.
Public comment period was open to the general public, no one spoke during this period.
Chief LaCour presented the financial statement. Mike Smith motioned to approve the financial statement, seconded by Voorhies Leger. Motion passed.
Voorhies Leger motioned to add the opening of a Savings Account with JD Bank to the agenda. Robert Kibodeaux seconded. Motion passed.
Chief LaCour gave the Chief’s report.

The Allen Parish Police Jury met in regular session at the Police Jury Administration Building, Oberlin, Louisiana, February 5, 2024 at the hour of 6:00pm.

Motion seconded and carried to go into session.
The Lord’s Prayer was said followed by the Pledge of Allegiance.
Motion seconded and carried to accept the minutes of the meeting held on January 8, 2024.
The Finance Committee had the following recommendations:
1) Approve to pay Prestige Plumbing Repair LLC $7,400.00 to install a sump pump in the basement and the elevator at the Courthouse.
2) Approve to pay Cotton’s Heating & Cooling $13,723.00 for repairs to 3 units at the Oberlin Family Clinic to be paid from the Economic Development fund.
3) Approve to pay Cotton’s Heating & Cooling $5,231.00 to replace the 4 ton heat pump system in the meeting room to be paid from the general fund.
4) Approve to pay Service Lumber $4,032.00 for a scrap tire shed at the Kinder solid waste site.
5) Approve to pay Fontenot & Sons Roofing Company $51,750.00 to replace the roof on the DA building. This is partially funded by appropriation money through the state.
6) Approve to pay Phillip Mark Swinnea $2,500.00 for repairs to the roof at the Civic Center.
7) Approve to pay UNEEDA Shed $15,645.43 from Solid Waste for a building at the Leblanc Dumpsite.
8) Approve to pay Bayou Forest Products $26, 598.64 for materials to construct a ramp at the Oakdale Solid Waste site.
9) Approve to pay Abel’s Enterprises LLC $39,169.00 for labor to construct a ramp at the Oakdale Solid Waste site.

Recognized Mrs. Colleen Sonnier for the inmate report. Expenses for the month of January 2024 totaled $27,234.69. We are over budget $3,234.69 for the year. Currently there are 126 Parish and 3 DOC inmates.

CALL TO ORDER: A quorum being present, the meeting was called to order by Chairman Dr. Mike Karam. The prayer was led by Adagria Haddock, and all participated in the Pledge of Allegiance.

DISCUSSION OF CLOSING RECOVERY GRANT ACCOUNT: After discussion, a motion was made by Keith Guillory and seconded by Martha Turner, Director Adagria Haddock, to close the Recovery Grant account. A unanimous vote was had.
DISCUSSION OF ENGAGEMENT LETTER FROM GRAGSON, CASIDAY & GUILLORY: After discussion, a motion was made by Keith Guillory and seconded by Angela Hayward, to accept Gragson, Casiday & Guillory to do our annual audit review. A unanimous vote was had.
APPROVAL OF DIRECTOR’S REPORT: A motion was made by Martha Turner and seconded by Odessa House, to approve the Director’s report. A unanimous vote was had.
APPROVAL OF FINANCE REPORT: A motion was made by Angela Hayward and seconded by Wilma Hargrove, to accept the Finance Report as written. A unanimous vote was had.

Bidding documents on a USB flash drive may be obtained from the office of the Engineer at a cost per copy of $40.00, which represents the cost of reproduction and handling, and is nonrefundable. The meeting was called to order by President Logan Hamilton at 6:02 p.m. He led the Board in prayer and Pledge of Allegiance was said by all.
Reggie motioned to accept the previous meeting minutes as read and Katrena seconded the motion. Motion carried.
Adam updated the Board on the Wells. He stated that the Water District is currently receiving quotes for Well 3 generator. The District will go with the lowest bid to replace the generator.
Adam spoke with Griner Drilling on the status of Well 5 submersible pump. He reported that they are still inspecting the pump and the motor to determine if the motor needs to be replaced. He also stated that Griner will be here this week to pick up the information on Well 6 so they can figure out what needs to be done to repair it.
The Board reviewed & discussed the Financial Report. Katrena made a motion to accept the Financial Report and pay all bills submitted and Reggie seconded the motion. Motion carried.
Adam reported on the water system. LDH came and pulled samples to do a complete chemical analysis on our water supply.
ROV Tank Inspections have been completed. There are some issues that will need to be addressed. We are waiting to receive the results from the inspection.
The old generators from Buck Booster and Little Mill Booster will be delivered to auction.
Katrena made a motion to adjourn the meeting at 6:44 p.m. and Reggie seconded the motion. Motion carried.

Minutes of November 13, 2023, Council Meeting.
Notice is hereby given of a meeting of the Town of Oberlin, Louisiana to be held on Monday, November 13, 2023, at 6:00PM in the Community Center located at 205 Martin Luther King Dr., Oberlin, LA, 70655, for the purpose of considering the following agenda items:
1. Call meeting to order.
2. Pledge of Allegiance and prayer
3. Roll Call-Present: Mayor Larry W. Alexander, Ryan Rozas, Christopher Davis, Janice Simon
Absent: Abraham McCleon III, Gary Marcantel.
4. Hear from the public on any agenda item as per statue (3 MIN. LIMIT). No comment made.
5. Mayor’s Report
a. Maintenance
Big water leak just discovered by catholic church, it’s a big project and will take time to fix it.
b. Finance
i. Bills.
Funds are tight, but we are able to pay bills and payroll.
ii. Grants
Capital improvement and Water Sector out for bids. Completed the first round of KLB Grant (Clean up day). The next cleanup day will be in the spring. The town currently has 17 grants that are all different levels of completion. The Mural Grant was completed and can be viewed on Main Street, done by “Paint by Whitney”.
6. Consent Agenda
a. Approval of minutes from regular council meeting of October 9, 2023.
b. Approve payment of bills as approved by Mayor and finance committee. Motioned by Ryan Rozas, second by Christopher Davis.
7. Discussion of Water Rate study completed by LRWA.
Tony Sonnier and James Ryder will test meters, compliance issues, rate study, find water meters, assist in helping fix water meters and smoke survey. Won’t be able to use the Water Sector Grant for rate study.
8. Motion to add Special Beer and Liquor Permit for Jody Botley at the Civic Center on November 25, 2023. Motion to approve by Christopher Davis, seconded by Janice Simon.
9. Approve the hiring of Rozier, McKay, & Willis Certified Public Accountants. Motioned by Ryan Rozas, seconded by Christopher Davis.

Notice is hereby given of a meeting of the Town Council of Oberlin, Louisiana to be held on Monday, December 11, 2023, at 6:00P.M. in the Community Center at 205 Martin Luther King Dr. in Oberlin, La., for the purpose of considering the following agenda items:
1. Call meeting to order

3. Roll Call-All Council members were present
4. Hear from public on any agenda item as per statute (3 MIN. LIMIT) No comment was given.
5. Mayor’s Report
a. Maintenance
Leaks have been getting fixed and repairs are still to be made for other leaks that have not yet been able to be completely fixed within the month of November 2023.
b. Finance
i. Bills
Bills are being paid monthly, but it is a challenge due to the amount of bills that is incurred by the Town, verses the amount of revenue that is being generated.
ii. Grants
The Town is currently waiting for the Clearance Grant update that was submitted.
Bids went out on the 2.8 million Sewer Grant.
The grant for Veteran’s Park had to go back in front of the State committee for the funds to be released regarding the walking track.
6. Consent Agenda
a. Approval of minutes from regular council meeting of September 11 , 2023.
b. Approve payment of bills as approved by Mayor and finance committee. Motion by Janice Simon, seconded by Abraham McCleon III.
7. Auditors report
CPA Royce Scimemi went over the 2021-2022 Year Audit.
Accept Audit Report for 2021-2022.
Motion by Janice Simon, seconded by Christopher Davis.
8. Financial report
CPA Royce Scimemi went over the financial report
9. Approve renewal of liquor licenses. Motion by Christopher Davis, seconded by Gary Marcantel Sr. Approved unanimously.
10. Approve resolution for contractor for water sector project. Motion by Abraham McClean, seconded by Christopher Davis.
11. Approve ordinance for increase in water and sewer rate. Motion by Gary Marcantel Sr., seconded by Abraham McCleon III. Approved unanimously.
12. Motion to add resolution to approve street project. Motion approved to add to agenda.
13. Item to approve road project was tabled.
14. Executive session to discuss pending litigation of MPERS.
15. Adjourn-Motion by Abraham McCleon III, seconded by Ryan Rozas. Approved unanimously.

5. Approve The Law Office of Derrick Johnson & Associates for Magistrate Court & Town Attorney. Motion by Ryan Rozas, seconded by Gary Marcantel, Sr. Approved unanimously.
6. Mayor’s Report
a. Maintenance
Huge leaks have been repaired over the past month, along with more popping up to work on when parts arrive for completion. Three huge leaks were repaired on Sunday, January 7, 2024.
b. Finance
1. Bills
The Town stands in the same financial state as the month of December 2023 council meeting which was discussed.
ii. Grants
Demo grant has been approved by the State of Louisiana.
7. Consent agenda
a. Approval of minutes from regular council meeting of Monday, December 11, 2023.
b. Approve payment of bills as approved by Mayor and finance committee. Motion by Christoper Davis, seconded by Janice Simon. Approved unanimously.
8. Financial report-Previously covered.
9. LCDBG Clearance Grant Update-previously covered in Mayor’s Report.
10. Introduction of Employee Handbook for review by council. The employee handbook for 2024 will be emailed to council prior to the February 2024 Council meeting for council discussion and approval.
A policy for double time for overnight maintenance call outs to make emergency repairs needs to be drafted for council discussion and approval.
11. Discussion of 2024 Court and Council Meeting dates along with locations.
Magistrate Court will be moved to the Community Building, along with monthly court and council meetings being held on the same date for 2024 year.
12. Discussion of 2024 Legal Holiday Closures, LTF Dates & Cut Off Dates.
Dates will he emailed to council prior to the February 2024 Council meeting for council discussion and approval.
13. Approval of Water System & Wastewater Ordinance.
Motion by Gary Marcantel Sr. seconded by Christopher Davis. Approved unanimously.
14. Approval for Mayor to sign the Resolution listed below:
LGAP $35,000 to Renovate the Town Maintenance Shop & CWEF $35,000 to make repairs within the Water System

15. Approval of lowest bid submitted for Capital Outlay Street Improvement Project

5. Mayor’s Report
a. Maintenance
Sewer problems all over town taking a lot of time, infiltration problems, lift station work being done, waiting on parts to fix pumps.
A Pre-construction meeting for Sewer Improvement grant was held last week and set to start March 11, 2024 and was given 365 days to complete. This will vastly improve the Sewer system.
b. Finance
i. Bills
The possibility of a special meeting next week for the non-continuous of gaming funds from Coushatta, to adjust the budget.
ii. Grants
Update on the Capital Outlay for Street Improvements-Mayor suggests holding off on the grant and seeking extra assistance and lowering the scope of work for the project.
iii. Demolition Grant meeting is at the end of this week, the mayor will be attending this meeting.

c. Park
Community Center
Community center being used by a non-profit organization Garden of Eden (5013-C) to give food out to the community for free. Mayor approved for the group to use the center at no charge. Concerns have been raised about the use of the center without charge. Mayor suggests getting the 5013-C documentation, liability insurance and any health department qualifications.
Mayor says he needs to educate himself and everyone else on the rules and regulations. Janice Simon says we want to make sure it is done properly.
Ryans Rozas asked how often is the building being used? Janice Simon says maybe twice a week.
Mayor made a motion to have it added to the next meeting’s agenda. Motioned by Christopher Davis, seconded by Janice Simon. Approved unanimously.
c. Park
I. Update on progress for the walking trails in the Veteran’s Park for bridges and black top.
The bridges have been completed, town workers will get them stained and sealed. Frye construction is waiting for two weeks of good weather to lay down the asphalt.

8. Capital Outlay Sewer Control Panel Engineer Agreement Approval. Mayor says the match for the grant was waived. The paperwork is all done and if approved we will send all info in to get approved then get the bid up. Motioned by Christopher Davis, seconded by Abraham McCleon III. Approved unanimously.
