These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Coushatta Tribe of Louisiana.
REQUEST FOR RELEASE OF FUNDS
On or about February 26, 2024 the Coushatta Tribe of Louisiana will submit a request to the Department of Housing and Urban Development (HUD) for the release of Indian Community Development Block Grant Funds under Title 1 of the Housing and Community Development Act of 1974, as amended, to undertake a project known as Education Center (22RP220380), the Coushatta Tribe of Louisiana proposes to construct an Education Center and ancillary improvements adjacent to the Tribe’s Administration Building.
An 8-step process was conducted by the Coushatta Tribe of Louisiana for determination for activities located in wetlands. In reevaluating the Alternatives, it has been determined that there are no practical alternatives to the proposed action. The proposed action has been identified as the preferred action and will be implemented.
FINDING OF NO SIGNIFICANT IMPACT
The Coushatta Tribe of Louisiana has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file to the Coushatta Tribe of Louisiana and may be examined or copied weekdays 9:00 A.M. to 4:00 P.M.
PUBLIC COMMENTS
Any individual, group, or agency disagreeing with this determination or wishing to comment on the project may submit written comments to the Coushatta Tribe of Louisiana. All comments received by February 23, 2024 will be considered by the Coushatta Tribe of Louisiana prior to authorizing submission of a request for release of funds. Commentors should specify which part of this Notice they are addressing.
RELEASE OF FUNDS
The Coushatta Tribe of Louisiana certifies to the HUD that Jonathan Cernek in his capacity as Tribal Chairman consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The HUD approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Coushatta Tribe of Louisiana to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
The HUD will consider objections to its release of funds and the Coushatta Tribe of Louisiana certification received by March 12, 2024 or a period of fifteen days from its receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer or other officer of the Coushatta Tribe of Louisiana approved by the HUD; (b) the Coushatta Tribe of Louisiana has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the project have committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to the HUD. Potential objectors should contact the HUD at 301 N.W. 6th Street, Suite 200, Oklahoma City, OK 73102 to verify the actual last day of the objection period.

Mr. David Deshotels, 33rd Judicial District Court Judge, administered the Oath of Office for the Allen Parish Police Jurors.

3) Approve to pay Smitty’s Supply Inc. $1,548.55 for a drum of motor oil and a drum of hydraulic oil for RD2.
4) Approve to pay AG-CON $22,870.64 for limestone to chip seal Guidry Road in RD1.
5) Approve to pay MIP Fund Accounting $5,004.33 for the annual maintenance contract.
6) Approve to pay CCMSI $124,414.00 for the Workers Compensation renewal for 2024.
7) Approve to pay $3,762.22 to Homeland Safety Systems, LLC for the 2024 Service Agreement for the Courthouse Security System.

NO PREBID CONFERENCE WILL BE HELD
Bids shall be accepted from Contractors who are licensed under LA. R.S. 37:2150-2192 for the classification of HIGHWAY, STREET, AND BRIDGE CONSTRUCTION or PERMANENT OR PAVED HIGHWAYS AND STREETS. Bidder is required to comply with provisions and requirements of LA R.S. 38:2212(B)(5). No bid may be withdrawn for a period of forty-five (45) days after receipt of bids, except under the provisions of LA. R.S. 38:2214.
The Owner reserves the right to reject any and all bids for just cause. In accordance with La. R.S. 38:2212(B)(1), the provisions and requirements of this Section; and those stated in the bidding documents shall not be waived by any entity.
When this project is financed either partially or entirely with State Bonds or financed in whole or in part by federal or other funds which are not readily available at the time bids are received, the award of this Contract is contingent upon the granting of lines of credit, or the sale of bonds by the Bond Commission or the availability of federal or other funds. The State shall incur no obligation to the Contractor until the Contract Between Owner and Contractor is fully executed.

DECLARATION OF ELECTION RESULTS
Be it known and declared that the governing authority of the Parish of Allen, State of Louisiana (the “Parish”), did meet in open and public session to examine the official certified tabulations of votes cast at the special election held in the Parish on Saturday, October 14, 2023, and did examine and canvass the returns of the said election, there having been submitted at said election the following proposition, to wit:

Shall the Parish of Allen, State of Louisiana (the “Parish”), be authorized to continue to levy a special tax of four (4) mills on all the property subject to taxation in the Parish (an estimated $516,200 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years beginning with the year 2023 and ending with the year 2032, for the purpose of improving, maintaining and supporting the Courthouse and Jail of the Parish?
There was found by said count and canvass that there was a total of 2,527 votes cast IN FAVOR OF Proposition and a total of 1,668 votes cast AGAINST Proposition, as hereinabove set forth, and that there was a majority of 859 votes cast IN FAVOR OF Proposition as hereinabove set forth. Therefore, it has been declared by the governing authority of the Parish that the proposition as hereinabove set forth was duly CARRIED by a majority of the votes cast by the qualified electors voting at the said special election held in the Parish on Saturday, October 14, 2023. Results by precinct are available from the Secretary-Treasurer of the Parish during regular business hours or via the Louisiana Secretary of State’s website (voterportal.sos.la.gov). The actual cost of the election as determined by the Louisiana Secretary of State in accordance with the provisions of Chapter 8-A of Title 18 of the Louisiana Revised Statutes of 1950, as amended, is $1,765.88.
