Request for Statements of Qualifications A/E Services
The Oakdale Housing Authority is accepting proposals from architects/engineers for services required in its 2023 CFP grant funded by HUD until noon, February 2, 2024.
The work will be funded by HUD. Work includes preparation of plans, specifications, contract documents, and construction inspection, etc. on improvements of dwelling units.
The statement of qualifications should contain a letter of interest and resume addressing the firm’s ability to perform work, firm’s staff, firm’s prior experience and references.
The Oakdale Housing Authority Commissioners will evaluate responses on basis of these criteria and rank in numerical order: (1) evidence of firm’s ability to perform work: 0-10, (2) capability to provide services in a timely manner: 0-10, (3) A/E registered in state to do work: 0-10, (4) prior experience with the Oakdale Housing Authority: 0-10, (5) ability to meet schedules: 0-10, (6) knowledge of local codes: 0-10, (7) statement that firm is not debarred by HUD or other federal agency: 0-10.

Bidding documents on a USB flash drive may be obtained from the office of the Engineer at a cost per copy of $40.00, which represents the cost of reproduction and handling, and is nonrefundable. Any requests for bid documents must be accompanied by payment in full. Prime Bidders must obtain Bidding Documents from the Engineer. Bids received from Contractors utilizing any other Bidding Document source will be returned unopened. Each bidder must have an active Unique Entity ID (UEI) (SAM), as verified on www.sam.gov, prior to the beginning of construction.
Each bid must be accompanied by bid security made payable to Owner in an amount of 5 percent of bidder’s maximum bid price and in the form of a certified check, cashier’s check or a bid bond. The successful bidder will be required to obtain a Performance Bond and a Payment Bond each in the amount of 100% of the contract amount. All bonds shall be executed by such sureties as are named in U.S. Department of the Treasury Circular 570. A bond signed by an agent or attorney-in-fact must be accompanied by a certified copy of that individual’s authority to bind the surety.
Bidders may not withdraw their bid within forty-five (45) days after the actual date of opening thereof. The Owner reserves the right to reject any and all bids for just cause in accordance with Louisiana R.S. 38:2214B.
The Contractor shall begin mobilization and procurement of materials within ten (10) working days of the receipt of the Notice to Proceed.
This contract is subject to the requirements of the Davis-Bacon Act (DOL 29 CFR Part 5), as amended. The Contractor is required to comply with wage and labor provisions and to pay minimum wages in accordance with the schedule of wage rates established by the United States Department of Labor. The attention of Bidders is called particularly to the requirements for conditions of employment to be observed and minimum wage rates to be paid under the Contract, Section 3, Segregated Facilities, Section 109, Executive Order 11246, and all applicable laws and regulations of the Federal government and State of Louisiana and bonding and insurance requirements.

Public Council meeting was held 11/13/23 at 6:30pm at the Elizabeth Community Center, 210 East Main Street, Elizabeth, LA. The notice of Meeting having been duly posted in accordance with requirements, the meeting was called to order by Mayor Green at 6:30pm. Opening prayer led by Ken Kelly, then Pledge of Allegiance and roll call by Mayor Green.

3. ENGINEER’S REPORT
A. In reference to Resolution 96-2023- Council to award bid for Water Well Rehabilitation project, only one bid received and opened at MMLH October 24, 2023.The bid was extensively higher than the amount approved for the grant. Mayor Green recommended for the council to reject the bid due to significantly over amount of grant and readvertise for bids. Stacy Weldon made a motion to reject bid. Mea Dillehay seconded. All in favor.
B. Glenn Turner, village engineer, gave update on grants in process for the village.
C. Ken Kelly made a motion to pass Resolution 100-2023 which allows the MMLH to advertise for bids on the Wastewater Treatment Plant Improvements. Stacy Weldon seconded. All in favor.
4. CODE COMPLIANCE
A. Public hearing 511 Pine Street, Parcel No.0550000707 for possible condemnation(D.Deshotel) not held due to no receipt of signed certified notice. Ken Kelly made a motion to move the public hearing to December 11, 2023 meeting at 6:30pm. Stacy Weldon seconded. All in favor. Certified notice will be reissued.
B. Public hearing 517 Pine Street, Parcel No.0550006540 for possible condemnation(C.Gordey & B.Gordey) opened. Billie J.Gordey came forth and stated that she and her husband was the owner of this community property. She stated that Mr. Gordey had passed away. She also had 2 daughters present. The daughters spoke up and stated they did not want this property, but it was stated by council and the attorney that Ms.Gordey was the owner and was responsible for the property. Ms. Gordey stated she has no plans for the property. Attorney stated that council could proceed with condemning the house on the property due to condemnation report by engineer. Ken Kelly made a motion to condemn the property and give owner 30 days have a plan for removal of the condemned property. Ms. Gordey will come back before the council at the December 11, 2023 meeting. She may ask for an extension as needed. Council stated that if plans were not put into place in a reasonable time and property brought into compliance, the Village would proceed to clean the property at the expense of the property owner. Owner will be mailed a Notice of Condemnation, a copy filed at the Allen Parish Clerk of Court and a Notice placed on front door of condemned home.
C. No public hearing held on 509 Pine Street, Parcel – 0550015450, on recommendations of property compliance by engineer. No receipt of signed certified notice that was issued. Public hearing to be held December 11, 2023 at 6:30pm council meeting. A Certified notice will be reissued.
D. Properties to clean requesting council approval:

5. MAYOR’S REPORT

A. There was one bid for 307 Cypress Street property received. Bids was marked with 307 Cypress Street Bid on front on envelope and consisted of name, address, phone number and email address. Mayor read the bid aloud for the amount of $8,610.99. Ken Kelly made a motion to pass Resolution 99-2023 to award bid to Jeb and Diana Moore. Stacy Weldon seconded. All in favor.
B. Public hearing held on amendment to Ordinance 12-18 Property Maintenance which amends section 4.F. to $275 preparation and filing fee and add a section that requires a Release by Obligee of Record and Request for Cancellation to be filed upon liens being paid. No comments. Hearing closed.
C. Stacy Weldon made a motion to adopt amendments to Ordinance 12-18 to become Ordinance 12-18A. Mea Dillehay seconded. Mea Dillehay- yea Stacy Weldon- yea Ken Kelly-yea
*New Business
A. Bids on 2012 Dodge Charge surplus property to be accepted until December 11, 2023 at 12noon. Minimum bid set at $3500.00 Post name and “Dodge Charger” on front of bid. The Village of Elizabeth shall reserve the right to reject any and all bids and remove the item of movable property from sale prior to opening of bids. B. Ken Kelly made a motion to pass Resolution 97-2023 Sewer rates for Elizabeth Recreation District for the Pool which allows the village to charge the Elizabeth Recreation District the new base commercial rate for sewer. Stacy Weldon seconded. All in favor.
6. VILLAGE ATTORNEY REPORT
A. Mr. Mike gave update on Elizabeth Clinic- 1) Breech Notification and 2) Approval of New Terms for the Lease. Mr. Mike went over the proposed term sheet for lease amendments. Council discussed and made changes as recommended. Ken Kelly made a motion to issue the letter of decision to terminate the lease between the Village of Elizabeth and Oakdale Community Hospital with option to negotiate an amendment to the existing lease to avoid having to quit the premises. Stacy Weldon seconded. All in favor.
B. Ken Kelly made a motion for council to enter Executive Session to discuss MPERS threatened litigation and settlement of same. Mea Dillehay seconded. All in favor. Session held and closed. After session held, Ken Kelly made a motion to pass Resolution 98-2023 allowing Mayor and Village Attorney to negotiate and enter into a settlement with LA Municipal Police Retirement System(MPERS) to resolve alleged outstanding liability for past due contributions allegedly owned by Village of Elizabeth to MPERS. Stacy Weldon seconded. All in favor.
7. POLICE CHIEF
A. Chief Ware gave monthly report. He stated he would like to speak at the school grades 7th-12th on homecoming and the safety of it. Chief Ware stated that he would like to impose a revised village-wide curfew 10pm – 5am during homecoming week -November 27 – December 3, 2023. Curfew shall be enforced by the Elizabeth Police Department and Allen Parish Sheriff Department.
B. Public hearing held on amendment to increase traffic fines in Ordinance 44-2023 Enforcement of Traffic Violations by Automated Means. No comments. Hearing closed.

8. FIRE CHIEF
A. Chief Sweat gave monthly report.
B. He stated he would like to order the Fire Department tshirts. Previously only one quote was received. Council members stated to bring other quotes and see the best deal prior to ordering shirts.
C. Council discussed purchasing 15 handheld digital radios. Chief is waiting to receive another quote. Will decide at December 11, 2023 council meeting.
D. Chief Sweat also stated that the Fire Department would like to sell BBQ baskets at Christmas in the Country as a fundraiser.
9. COUNCIL
A. Ken Kelly made a motion for Council to approve expenses for October and comparison of actual expenses to budget. Mea Dillehay seconded. All in favor.

The following ordinance, having been previously introduced on December 11, 2023, Notice of Introduction having been published, and a public hearing held thereon on the date hereof, was offered for final adoption by Kenneth Kelly and seconded by Stacy Weldon.
ORDINANCE NO. 46-2023
An ordinance authorizing the incurring of debt and issuance of a Taxable Excess Revenue Bond, Series 2024, in an amount not to exceed $663,200, by the Village of Elizabeth, State of Louisiana; and providing for other matters in connection therewith.
WHEREAS, the Village of Elizabeth, State of Louisiana (the “Village”), now owns and operates a combined utilities system (the “System”) as a revenue-producing work of public improvement; and
WHEREAS, the Mayor and Council of the Village, the governing authority thereof, now propose to issue indebtedness of the Village in the amount of $663,200 for the System for the purposes and under the statutory authority set forth below:
BE IT ORDAINED by the Mayor and Council of the Village of Elizabeth, State of Louisiana (the “Governing Authority”), acting as the governing authority of the Village of Elizabeth, State of Louisiana, that:
SECTION 1. Authorization and Sale of Bond. Pursuant to La. R.S. 39:526 and Sub-Part A of Part II of Chapter 4 of Subtitle II of Title 39 of the Louisiana Revised Statutes of 1950, as amended, and other constitutional and statutory authority (collectively, the “Act”), the Village of Elizabeth, State of Louisiana (the “Village”), is hereby authorized to incur debt for the purpose of paying costs of constructing and acquiring improvements, extensions and replacements to the sewerage component of the System, including equipment, fixtures and accessories therefor, a work of public improvement for the Village, and paying costs of issuance, and to represent said indebtedness, the Issuer shall issue its Taxable Excess Revenue Bond, Series 2024, in an amount not exceeding Six Hundred Sixty-Three Thousand Two Hundred Dollars ($663,200) (the “Bond”). The Bond shall be issued in the form of a single fully registered bond, dated the date of delivery thereof and numbered R-1. The Bond shall be non-interest bearing and shall mature not later than ten (10) years from date thereof. The principal of the Bond will be subject to forgiveness as provided in Section 3 below. The Mayor may approve a different series designation if the Bond is not delivered in the calendar year 2024.
Pursuant to the Act and La. R.S. 39:505(B), the Village has determined to sell the Bond at a private sale without the necessity of publishing any notice of sale. Accordingly, the Bond is hereby sold to the Clean Water State Revolving Fund in the custody of the Louisiana Department of Environmental Quality (the “Department”). The purchase price of the Bond shall be paid to the Issuer by the Department in installments on an “as-needed” basis, and the date and amount of each installment of the purchase price shall be noted on the Bond and the obligation of the Village to repay the principal of the Bond shall only accrue to the extent of the purchase price of the Bond theretofore paid by the Department.
SECTION 2. Form and Execution of Bond. The Bond shall be in substantially the form attached hereto as Exhibit A, and the Mayor and the Clerk of the Village are authorized and directed on behalf of the Village to execute, seal and deliver the Bond to the Department, and, are further authorized and directed on behalf of the Village to execute the Commitment Agreement and the Loan and Pledge Agreement by and between the Department and the Village.
SECTION 3. Security for Bond; Principal Forgiveness. As provided by the Act, the Bond will be secured by and payable from the revenues of the Village of subsequent years, after the payment from such revenues of (1) all charges required by law or regulation, (2) all contractual obligations, (3) all necessary and usual charges provided for by ordinance or resolution, excluding depreciation and (4) all payments in respect of bonds for which a pledge or dedication of specified taxes or revenues has been provided by law or in proceedings authorizing such bonds, regardless of the date of issue of such bonds, all in accordance with the provisions of the Act. The Governing Authority shall budget and set aside from time to time as necessary sufficient revenues, subject to the foregoing, to pay the principal of the Bond when due.
However, it is understood that the terms of the purchase of the Bond by the Department provide that the Village’s obligation to repay the principal of the Bond will be forgiven simultaneously with the payment by the Department of each installment of the purchase price of the Bond. Accordingly, it is anticipated that no payments of principal, interest or administrative fees to the Department will ever be due and payable on the Bond. Notwithstanding any law or contractual provision to the contrary, the forgiveness at any time of any or all of the principal of the Bond theretofore advanced by the Department shall in no way extinguish the Bond or the obligation thereof with respect to the yet-to-be advanced portion of the principal thereof.
SECTION 4. Recital of Regularity. This Governing Authority, having investigated the regularity of the proceedings had in connection with the Bond, and having determined the same to be regular, the Bond shall contain the following recital authorized by and having the effect set forth in R.S. 39:507, to wit:
“It is certified that this indebtedness is authorized by and is issued in conformity with the requirements of the Constitution and statutes of Louisiana.”
SECTION 5. Loan Documents. The Commitment Agreement and the Loan and Pledge Agreement, to be executed by and between the Department and the Issuer, are hereby approved. The Mayor and the Clerk of the Village are authorized to execute and deliver the Commitment Agreement and the Loan and Pledge Agreement on behalf of the Village, with such changes as may be deemed necessary, upon the advice of bond counsel, in connection with the Bond.
SECTION 6. Authorization of Officers. The Mayor and the Clerk of the Village are hereby further authorized and directed, for and on behalf of the Village, to accept, receive, execute, seal, attest and deliver all such additional documents, certificates and other instruments as are required in connection with the authorization, issuance, sale and delivery of the Bond and to take such further action as may be appropriate or required by law or advised by bond counsel in connection with the authorization, issuance, sale and delivery of the Bond.
SECTION 7. Publication; Peremption. A copy of this ordinance shall be published immediately after its adoption in one issue of the official journal of the Village, provided that as provided by La. R.S. 39:509, the exhibit to this ordinance (the form of Bond) need not be published but will instead be available for public inspection at the office of the Governing Authority during regular business hours on weekdays.
For thirty (30) days after the date of such publication any person in interest may contest the legality of this ordinance and of any provision herein made for the security and payment of the Bond. After that time, no one shall have any cause of action to test the regularity, formality, legality, or effectiveness of this ordinance, and provisions thereof for any cause whatsoever. Thereafter, it shall be conclusively presumed that every legal requirement for the issuance of the Bond, has been complied with. No court shall have authority to inquire into any of these matters after the thirty days.
SECTION 8. No Recourse on the Bond. No recourse shall be had for the payment of the Bond or for any claim based thereon or on this ordinance against any member of the Governing Authority or officer of the Village or any person executing the Bond.
SECTION 9. Effective Date. This ordinance shall take effect immediately.

The Allen Parish School Board met in regular session at the Allen Parish School Board Office in Oberlin, Louisiana, on Monday, December 11, 2023, at 11:00 a.m. with the following members present:

The meeting began with the invocation given by Karen Reed.
Motion by Carolyn Manuel, seconded by Karen Reed, unanimously carried to approve the minutes of the November 13, 2023, regular meeting.
President Kevin Tyler, introduced Supervisor of Special Education Dr. Scott LeJeune, to discuss the Allen Parish School Board SEAC Handbook, which provides operational guidance for the Allen Parish School Board’s local Special Education Advisory Council. The vision of the council is that all learners, including students with disabilities, are respected and provided equitable opportunities to meet challenging educational expectations.
Motion by Gregory Monceaux, seconded by Carolyn Manuel, unanimously carried to approve the bid for the Oberlin High School Reroofing Project.

Superintendent Soileau included the following in his report to the Board:
1. The 2nd 9-weeks and 1st semester will end on December 21, 2023. Christmas break for students will begin on December 22, 2023. Students will return from the Christmas holiday on January 9, 2024.
2. Fall High School testing is currently taking place. Block Schools are doing initial testing at this time.
3. The business department issued the Coushatta and sales tax supplement checks to employees on December 8, 2023.
4. The Board was updated on completed construction projects as well as projects to be completed in the near future.
5. Reminder: LSBA Conference will be held in Baton Rouge on March 10-12, 2024.
6. The Fairview Water District is in need of a filtering plant that may need to be placed partially on Fairview High School property. A joint service agreement will be discussed during the January board meeting.
7. Samples of social media policies are being reviewed for possible adoption. More information will be available for the January board meeting.

Move Item 11.A.New Business- Annual Financial Report to February 12, 2024 meeting. Also to remove Item 12.B. Public hearing on ordinance 45-2023 from the agenda due to unnecessary ordinance.

6. ENGINEER’S REPORT
A. Resolution 106-2024 will be adopted at the February 12, 2023 meeting to award Water Well bid.
B. Mr. Brad Rachal gave the updates on the grants still in progress.
7. SEWER PROJECT
A. Public hearing opened on Ordinance 46-2023 which authorizes the incurring of debt and issuance of Taxable Excess Revenue bond not to exceed $663,200. No comments. Hearing closed.

8. CODE COMPLIANCE
A. Crystal Hunt- Code Compliance reported the status of demolition of 511 Pine Street, Parcel No.0550000707, D.Deshotel. Owner has not responded to the notices that has been sent to him pertaining to the condemnation of this property. The property was condemned at the December 11, 2023 meeting. A Condemnation notice was sent to owner on December 12, 2023 and also filed at the Allen Parish Courthouse. Stacy Weldon made a motion to proceed forth with the demolition process which requires bids to be obtained for demolition and cleanup. Ken Kelly seconded. All in favor.
B. Mary Strother and husband Brian Strother attended and stated that they have begun tearing the home down to get property into compliance for 509 Pine Street, Parcel 0550015450. Mr. Strother reported that they had not received notices that was sent to the address on the tax roll, but have since changed the address to their address and Mrs. Mary received the notice about the recommendations for compliance. Mayor Green and Crystal- Code compliance stated to them that the home had not been condemned, but only needed repairs. Mr. Strother stated they do not want the house and will be selling the property. He asked if the home could be burned by the Fire Department for practice. Steven Self- Asst Fire Chief stated they could look at the situation and let him know. Ken Kelly made a motion to table any further discussion on the property until the February 12, 2024 meeting to allow more time to sell the property. Stacy Weldon seconded. All in favor.
C. In reference to the status of property compliance 907 Magnolia Street, Parcel No.0550002200,Carter, a notice was sent to Billy Clark and Stacy Freeman that the structure could be burned by the Fire Department for training purposes. Asst Fire Chief Self stated that one power line would have to be let down prior to burning. Crystal stated that the camper was removed from the property and placed at Mrs. Freeman’s. Crystal stated that a Succession had not been done on the property and there is approximately 10 heirs to give permission to proceed forth. Attorney will investigate this situation further prior to further progress. Stacy Weldon made a motion to table proceeding forth until further information gathered. Ken Kelly seconded. All in favor.
D. Ken Kelly made a motion to proceed with getting bids from contractors to finish cleaning the condemned property being demolished at 517 Pine Street, Parcel No.05500006540, C.Gordey. Stacy Weldon seconded. All in favor.
9. POLICE CHIEF
A. Chief Ware gave monthly report. Ken Kelly made a motion to terminate Luke Parker as an officer per Chief Ware’s recommendation. Stacy Weldon seconded. All in favor.
10. FIRE CHIEF
A. Asst Fire Chief Self gave monthly fire report.
B. Council discussed the digital radios requested by Fire Department. Asst Chief Self stated that the Parish would be transitioning to digital radios over time. He said that officers and entry level fire fighters would receive the radios first. They would sign them out and be responsible for them. After further discussion, Mayor Green looked at roster and then recommended getting 13 radios and a base unit and discuss again before next year’s budget. Ken Kelly made a motion to purchase the 13 radios and base unit. Stacy Weldon seconded. All in favor.
C. Ken Kelly made a motion to pass Resolution 107-2024 which states that council will amend budget to reflect the purchase of the radios. Stacy Weldon seconded. All in favor.
11. MAYOR’S REPORT
*Old Business
A. Mayor Green opened one bid received on 2012 Dodge Charger movable surplus property with minimum bid of $2500.00. The Village of Elizabeth reserved the right to reject any and all bids and remove the item of movable property from sale prior to opening of bids. The bid was for $2,777.77 from J.J. Merchant. Ken Kelly made a motion to pass Resolution 108-2024 to award the highest bid of $2,777.77 to J.J. Merchant. Stacy Weldon seconded. All in favor.

A. Ken Kelly made a motion to unappoint Mr. Mike Holmes as Mayor’s Court Magistrate. Stacy Weldon seconded. All in favor.

12. COUNCIL
A. Ken Kelly introduced amendment to Ordinance 10-18-A1 which requires anyone tearing down structures that have or once had utilities with the Village due to possible water, gas or sewer connections may need to be marked prior to tearing down of structures to avoid causing possible leaks in the lines of the systems. To become Ordinance 10-18-A2.
B. Ken Kelly made a motion to accept the resignation of Mr. Mike Holmes, attorney for the village. Stacy Weldon seconded. All in favor.
C. Stacy Weldon made a motion to appoint Heather Sutton as new attorney for the village of Elizabeth. Ken Kelly seconded. All in favor.
13. VILLAGE ATTORNEY REPORT
A. Update on Elizabeth Clinic – Mr. Mike Holmes prepared the addendum to the Clinic Lease. Ken Kelly made a motion for Heather Sutton, Attorney to issue to the Clinic counsel. Stacy Weldon seconded. All in favor.
B. Ms. Sutton spoke in terms of the exterior paint job on the city hall. No further action will be taken at this time. Mayor Green will proceed forth with getting new bids on the correction and paint job for the City Hall.
14. Ken Kelly made a motion for Council to approve expenses for December 2023 and comparison of actual expenses to budget. Stacy Weldon seconded. All in favor.

Public Council meeting was held 1/11/24 at 6:00pm at the Elizabeth Community Center, 210 East Main Street, Elizabeth, LA. The notice of Meeting having been duly posted in accordance with requirements, the meeting was called to order by Mayor Green at 6:00pm. Opening prayer led by Ken Kelly, then Pledge of Allegiance and roll call by Mayor Green.

2. Mayor Green requested to add to the agenda the discussion of previous contractor’s City Hall paint job and the new quotes received. She requested public comments. None given.
3. Ken Kelly made a motion to add this to the agenda. Mea Dillehay seconded. All in favor. Ken Kelly- yea, Mea Dillehay- yea for a unanimous vote to add to agenda.
4. Ken Kelly made a motion to accept the agenda with addition. Mea Dillehay seconded. All in favor.
5. POLICE CHIEF
A. Chief Ware recommended to hire a part time officer- Jeb Moore at $15.00/hr for 25hours a month.
B. After discussion, Ken Kelly made a motion to hire Jeb Moore for a probation period until March 11, 2024 meeting and revisit at that time. Mea Dillehay seconded. All in favor.
6. After discussion of City Hall, the Mayor and Ken Kelly stated the previous contractor stated he will not pursue further correction of the paint peeling and such. Therefore, Council looked at new quotes and discussed the qualifications of the new bidders and decided to pursue forth with the lowest bidder.

At a regular meeting of the Mayor and Village Council of the Village of Elizabeth, Louisiana, held on January 8, 2024, at which meeting a quorum was present, due notice of same having been made according to law, the following Resolution was made:
WHEREAS, this resolution states that the village council will amend the budget for the Fire Department budget prior to ending of FY2023-2024 to allow the purchase of 13 digital radios and a base unit.
THEREFORE, BE IT RESOLVED that council will amend budget for purchase of digital radios and base unit.

A Resolution Accepting Bid and Authorizing the Mayor to Transfer Title of Surplus Motor Vehicle
The Board of Alderman, having opened, reviewed and evaluated all timely submitted bids for purchase of the surplus motor vehicle, to wit: 2012 DODGE CHARGER bearing VIN 2C3CDXATOCH142016, and having determined the highest responsive and responsible bid for the surplus motor vehicle was submitted by J.J. Merchant, 57 Aycock Road, Purvis, MS 39475 ;
NOW, THEREFORE, BE IT RESOLVED, the Board of Aldermen, acting in its capacity of Governing Authority of the Village of Elizabeth, Louisiana, accepts the bid submitted by J.J. Merchant in the amount of $2,777.77 (two thousand, seven hundred seventy-seven dollars and seventy-seven cents) for purchase of said surplus motor vehicle; and
BE IT FURTHER RESOLVED the Mayor of the Village is authorized to notify said bidder of the acceptance of such bid and to execute all transfers of title and all other documents necessary to transfer ownership of said surplus motor vehicle to J.J. Merchant in accordance with the terms of the bid advertisement and accepted bid.
