Motion to pay bills made by Randy McCullough, second by Leonard Pitre. Vote: unanimous.
FEMA is still pending wire transfer. RKS no activity. Charles Harrison and Randy McCullough need to do ethics and sexual harassment training.
Next monthly meeting date, December 19, 2023.

MEETING
December 4, 2023
The Allen Parish Police Jury met in regular session at the Police Jury Administration Building, Oberlin, Louisiana, December 4, 2023 at the hour of 6:30 p.m.
Present: Anthony Hebert, Ruffin George, John Strother and Allen Courville. Absent: Heath Ardoin, Chad Sanders and Creig Vizena.
Motion seconded and carried to go into session.
The Lord’s Prayer was said followed by the Pledge of Allegiance.
Held a Public Hearing for the 2024 Budget.
Motion seconded and carried to adopt an ordinance approving the 2024 Budget.
Held a public hearing to abandon a portion of Shorty Odom and George Turner Road.
Motion seconded and carried to adopt an ordinance to abandon a portion of Shorty Odom and George Turner Road.
Motion seconded and carried to accept the minutes of the meeting held on November 6, 2023.
The Finance Committee had the following recommendations:
1. Approve to pay Structure X $2,157.99 for computer for audio upgrades for the meeting room.
2. Approve to pay Lafayette Music Company $4,249.98 for audio upgrades for the meeting room.
3. Approve to pay O’Reilly Auto Parts $5,064.40 for an engine for a flatbed truck in RD1.
4. Approve to pay Louisiana Hydrostatics $2,749.82 for repairs to the dump truck in RD3.
Motion seconded and carried to accept the recommendations of the Finance Committee.
The Road Committee had the following recommendations:
1. Approve a JSA with the City of Oakdale for grass cutting, pothole patching and trash pick up for the month of December, 2023.
2. Approve a JSA with the Allen Parish School Board for material, labor and equipment to repair the following bus turnaround:
933 Garcille Road in Oberlin
Motion seconded and carried to accept the recommendations of the Road Committee.
Motion seconded and carried for the purchasing agent to take necessary action for fuel, materials, and supplies for the month.
Recognized Kimberly Caldarera with the Allen Parish Hospital.
Opened sealed bids for 6-month materials. Bids were received from the following vendors. Coastal Culverts, Wilson Culverts, Kedco, LLC., Colburns Supply, Diamond B. Construction Co., Ergon Asphalt & Emulsions, Inc., Larry Grayson & Son Trucking, Jody Cloud Trucking and L. Fontenot’s Trucking, LLC.
Motion seconded and carried to accept all bids based on pricing and availability of materials.

Motion seconded and carried to approve to authorize Allen Parish to participate in the Enterprise Zone Program.
Motion seconded and carried to approve the resignation of Clarice Papillion from the Allen Parish Ambulance Board.
Motion seconded and carried to reappoint Don Dowies to the Northwest Allen Parish Water Board for a 1-year term.
Motion seconded and carried to amend the 2023 Budget, 2023 Capital Outlay and the 2023 Equipment Outlay.
Motion seconded and carried to adopt the 2024 Capital Outlay and the 2024 Equipment Outlay.
Recognized Mr. Jacob Dillehay to discuss the 2023 Year in Review. He presented an overview of the work done by the Allen Parish Police Jury for the year.
Recognized Ms. Sonnier to present the monthly inmate report. Expenses for the month of November 2023 totaled $9,078.72. We are over budget $31,063.62 for the year. Currently there are 99 Parish and 5 DOC inmates.
