NOVEMBER 13, 2023
The Allen Parish School Board met in regular session at the Allen Parish School Board Office in Oberlin, Louisiana, on Monday, November 13, 2023, at 5:00p.m. with the following members present:
Cathy Farris, Vice-President; Carleen Mahaffey; Carolyn Manuel; Gregory Monceaux; and Karen Reed
Absent: Kevin Tyler, President; Pete Cavenah; and Sally Moreaux
The meeting began with the invocation given by Karen Reed.
Vice-President Farris introduced Jerrie Ledoux with Congressman Mike Johnson’s office to discuss ways to interact with schools. She discussed student opportunities such as: Academy Appointments, Congressional App Challenge, and Congressional Art Competition.
Vice-President Farris introduced Lori Marto and Patricia Hobbs with the LSU Ag Extension Office to discuss programs and events offered to students through the LSU Ag Center. Their main focus was to educate elementary students on nutrition and physical education activities. She offered to collaborate with elementary schools to implement these programs.
Motion by Gregory Monceaux, seconded by Carleen Mahaffey, unanimously carried to approve the minutes of the October 9, 2023, regular meeting.
Motion by Carolyn Manuel, seconded by Karen Reed, unanimously carried to approve the payment of bills authorized by the Finance Committee.
Motion by Karen Reed, seconded by Gregory Monceaux, unanimously carried to authorize the Superintendent to enter a Joint Service Agreement with the Elizabeth Recreation District for repairs and improvements to the Elizabeth Community swimming pool.
Motion by Carleen Mahaffey, seconded by Karen Reed, unanimously carried to adopt the following policy revisions:
a. IDDFB- Service Animals
b. KGA- Public Conduct on School Property
Motion by Karen Reed, seconded by Gregory Monceaux, unanimously carried to approve an agreement for non-certified teachers.

WHEREAS, the swimming pool is in need of repair and the District will receive approximately Thirty thousand and 00/100 ($30,000.00) Dollars to make said repairs.
Whereas, the School Board hereby waives the approximate Thirty thousand and 00/100 ($30,000) Dollars and allows the District to use the monies to repair the pool and make necessary repairs to the property.
Whereas, Louisiana law provides that local public bodies may enter into Joint Services agreements to jointly accomplish the purposes of their respective bodies; and
WHEREAS, the District AND SCHOOL BOARD have both resolved that it would appropriate and in the public interest to enter into a Joint Services Agreement to accomplish the purposes herein described;
THEREFORE, the District and SCHOOL BOARD hereby contract and agree with each other as follows:
WHEREAS, the swimming pool can be repaired and the property can have the necessary repairs and School Board hereby waives approximately Thirty thousand and 00/100 ($30,000) Dollars and allows the District to use the monies to repair the pool and make necessary repairs to the property.

Meeting called to order.
Present: Evan Earl, Lauren Gill, and Landie Greene
Motion made by Lauren Gill and seconded by Landie Greene to read and approve minutes.
All agreed.
Motion made by Evan Earl and seconded by Landie Greene to obtain Joint Service Agreement with Allen Parish School Board for use, maintenance, and up keep of Elizabeth City Pool.
Getting last minute details for Christmas in the Country. Deadline for sponsors is 10-23-23, calling for port a potty rentals, Santa, and Christmas shirts. Asking a few local businesses for candy donations. Calling Oakdale Journal for questions about interview someone for the 50th year.
Motion made by Evan Earl and seconded by Lauren Gill to have Mr. and Mrs. Dave Smith serve as grand marshal for parade.

Superintendent Soileau included the following in his report to the Board:
1. Child Welfare and Attendance Supervisor Kenney Courville gave an update on the hiring of two additional School Resource Officers.
2. Area veterans were recently honored at several Veteran’s Day programs throughout the district.
3. National Dibels Data was reviewed.
4. Secondary Supervisor of Instruction Jaimie Fontenot, gave an update on CLEP testing. Eighty-three students were tested on November 7-8, 2023. Over 90% of students completed the Modem States Study Course. This is an online course, which once completed, students get a voucher to test CLEP at no charge.
5. Supervisor of Instruction Grades K-8 Marla Sanders, gave a report on the 2022-2023 District and School Performance Scores. Allen Parish is currently ranked 22nd in the state. As a district, we gained .3 points going from 84.5 to 84.8. Our schools improved overall with 8 of 11 schools showing growth and three schools with a decline.
6. Early Childhood Supervisor Michelle Wagnon reported that Allen Parish Early Childhood Community Network grew from 7th in the state last year to 4th overall this year. All sites scored excellent or high proficient.

NW ALLEN PARISH WATERWORKS DISTRICT
MEETING
December 11, 2023
The regular meeting of the NW Allen Parish Waterworks District was called to order at 5:00pm, on Monday, December 11, 2023 at the Water District Office by Joy Williams. A prayer was given by Charles Morrow. The Pledge of Allegiance was repeated.
Present: Don Dowies, Charles Morrow, Shirley Stanton, Joy Williams, Dustin Kisting, and Penny Johnson

Guests: Glenn Turner, Meyers, Meyers, Lecroix, & Hixon
Operator’s Report: Dustin Kisting reported that Griner Drilling Company sent us an estimate of $4250 to repair the #2 booster pump.
He discussed the progress on the VDF for our north tower well.
He reported that he has the materials for Adam Johnson to start working on the office door facings and canopies.
Dustin suggested that the Board ask our substitute operator, David Briscoe, to come work for a week once a month when needed, to locate unused meters. The Board agreed.
Dustin said that Mike Smith Construction put in 8 radio-read meters on Route 01, on December 5, 2023. Mike charged $60.00 per meter.
He checked on the paint prices to paint our motors and pipes at both wells.
New Business: The Office Manager passed out the proposed 2024 Budget. Don Dowies made a motion to accept the budget. Charles Morrow seconded. All agreed.
The Office Manager wanted a clarification from last month’s meeting, that she can use a collection agency to recoup former customer’s unpaid water bills. The Board agreed.
Old Business: Glenn Turner gave an update on the Water Filter’s Project. A Joint Services Agreement, between Northwest Allen Parish Waterworks District and the Allen Parish School Board (APSB), will be presented and voted on, during the APSB Monthly Meeting, January 8, 2023. This concerns land to be used as a backwash pond, behind the Fairview High School ball park. We will possibly close on the Water Filter’s Project in March, 2024.
The Office Manager stated that only 24 Customers had opted out of the Servline Leak Protection.
The Office Manager stated that 42 Customers signed up for bank draft, before the cut-off date to apply for this month.

Public Council meeting was held 12/11/23 at 6:30pm at the Elizabeth Community Center, 210 East Main Street, Elizabeth, LA. The notice of Meeting having been duly posted in accordance with requirements, the meeting was called to order by Mayor Green at 6:30pm. Opening prayer led by Ken Kelly, then Pledge of Allegiance and roll call by Mayor Green.

1. Mayor Green requested to add discussion of property maintenance for Parcel 0550017360A, 156 Hwy 3206. Mayor asked for public comments, none given. Ken Kelly made a motion to add to the agenda. Stacy Weldon seconded. Unanimous vote to add to agenda.
2. Mayor Green requested to add to the agenda Resolution 105-2023 to declare as surplus property -2 Window A/C 220 Units and 4 Natural Gas Heaters to declare as surplus property. Mayor asked if any public comments on the addition, none given. Ken Kelly made a motion to add to the agenda. Stacy Weldon seconded. Unanimous vote to add to the agenda.
3. Mayor Green asked for any comments from the public on any agenda items. None given. Ken Kelly made a motion to adopt the agenda with additions. Stacy Weldon seconded. All in favor.
4. Stacy Weldon made a motion to approve minutes from 11/13/23 meeting. Mea Dillehay seconded. All in favor.
5. ENGINEER’S REPORT
a. Glenn Turner gave update on Grants in progress. He did state they have readvertised for bids for the Water Well project. Bids will be opened January 4, 2024 to be awarded at the January 8, 2024 council meeting.
b. Will continue to update on the grant projects.
6. SEWER PROJECT Revenue Bond
a. Mr. Hardy Andrews attended the meeting on behalf of Foley and Judell, LLP and briefed the council on the Sewer grant project.
b. Ken Kelly made a motion to pass Resolution 104-2023 giving preliminary approval to the issuance of not exceeding Six Hundred Sixty-Three Thousand Two Hundred Dollars ($663,200) Taxable Excess Revenue Bonds of the Village of Elizabeth, State of Louisiana; and providing for other matters in connection therewith. c. Ken Kelly Introduced Ordinance 46-2023 authorizing the incurring of debt and issuance of Taxable Excess Revenue Bond not to exceed $663,200. Public hearing to be held January 8, 2023 at 6:30pm prior to adoption.
7. CODE COMPLIANCE
a. Public hearing was to be held on 511 Pine Street, Parcel No.0550000707 for possible condemnation(D.Deshotel). Crystal stated that the notice had been rejected per tracking at the US Post Office. Council voted that the proper procedure was followed. Stacy Weldon-yea, Mea Dillehay-yea and Ken Kelly-yea. Council reviewed documents and decided to proceed forth with public hearing. Glenn Turner gave brief synopsis of condition of the home and it was deemed “Dangerous and Dilapidated”. The structure needs to be demolished. Stacy Weldon made a motion to move forward to condemn and demolish the house. Mea Dillehay seconded the motion. Stacy Weldon-yea, Mea Dillehay-yea, Ken Kelly-yea
b. Public hearing was to be held for 509 Pine Street, Parcel – 0550015450, M. Smith, to discuss recommendations of property compliance by engineer. Notice of such was returned to Sender, post office box was closed with no forwarding address, but property owner’s husband stated to Mayor Green they would be trying to sell the property. Mr. Mike stated that another letter can be issued to owner to sell property as is and also may sign off to voluntarily consent to condemn and demolish the home on the property if not sold. Code Compliance to try to locate a current address since address on tax roll no longer valid with no forwarding address. Ken Kelly motioned to reserve another notice with property compliance recommendations and Stacy Weldon seconded. All in favor.
c. Public hearing opened to discuss 907 Magnolia St- Parcel No. 0550002200, Carter, Lot 4, Blk 1 condemned property. This property was condemned in 2021. Family failed to proceed forth with cleaning the property as agreed. Mr. Billy Clark was present to represent the property. He formerly lived at property address and is married to deceased property owner’s granddaughter. Crystal stated that she has informed Mr. Clark of items to remove from property and then plan to move forth with coordinating demolition with the Elizabeth Fire Department to use as training exercise. Ken Kelly made a motion to reserve Mr. Clark with a list of types of items that must be removed within 30 days, along with the conditions to coordinate and proceed with the Fire Department. These conditions also include debris cleanup of property after burned by Fire Department and if not cleaned up, village would proceed forth with cleaning and invoice them. Stacy Weldon seconded. All in favor.
d. Mrs. Gordey was present to represent progress of demolition of 517 Pine St. Parcel No. 0550006540, (C.Gordey). She allowed John Brown, son in law, to speak on her behalf. He stated he is tearing down the house. He stated he has called about dumpsters for debris cleanup and they are very expensive. He did call the dump sites to bring items. Mrs. Dillehay spoke up and stated he is allowed to bring items to dump sites in Allen Parish since they are homeowners, not contractors. He also asked if he got most of the structure down, could the Fire Department burn the rest of it as training. Mayor Green stated she would ask the Fire Chief to evaluate for safety and report back if it could be done. Stacy Weldon made a motion to grant 30 more days extension to clean the property and coordinate with the Fire Department to burn structure if possible. Ken Kelly seconded. All in favor.
e. Owner of Parcel 055001736A, 156 Hwy 3206 was issued notice that he was out of compliance with property maintenance. According to tracking through USPS the notice issued was nondelivered.
Ken Kelly made a motion, due to noncompliance, to move forward with village employees to clean property and send invoice of services. Stacy Weldon seconded. All in favor.
8. POLICE CHIEF
a. Gave monthly report and also stated that Homecoming Week went well.
9. FIRE CHIEF
a. Not present to give monthly report.
b. Ken Kelly made a motion to move discussion of radios requested by Fire Department to January 8th council meeting when Chief may be present. Stacy Weldon seconded. All in favor.
c. Ken Kelly made a motion for council to pass Resolution 101-2023 authorizing the Mayor to accept donation of Fire Tanker from District 6 of Allen Parish and to sign all documents pertaining to such. Stacy Weldon seconded. All in favor.
10. MAYOR’S REPORT- Old Business
a. Mayor Green opened and read aloud the one bid received on 2012 Dodge Charge surplus property that was accepted until December 11, 2023 at 12noon. Minimum bid was set at $3500.00. The Village of Elizabeth reserved the right to reject any and all bids and remove the item of movable property from sale prior to opening of bids. Ken Kelly made a motion to reject the bid due to it was lower that the minimum price set. Stacy Weldon seconded. All in favor.
b. After discussion, Stacy Weldon made a motion to drop the minimum bid to $2500.00 and readvertise for bids to be opened at the January 8, 2024 meeting. Mea Dillehay seconded. All in favor.
11. MAYOR’S REPORT -New Business
a. Ken Kelly made a motion to pass Resolution 103-2023 which states that during Comment Periods, there will be a 2 minute time limit for each person to speak. Stacy Weldon seconded. All in favor.
b. Council discussed that the Village does need to require PERMITS to be issued at the Village Hall prior to tearing down structures that have or once had utilities with the Village due to possible water, gas or sewer connections may need to be marked prior to tearing down of structures to avoid causing possible leaks in the lines of the systems. This amendment to the permit ordinance will be introduced at the January council meeting.
c. Stacy Weldon made a motion to pass Resolution 105-2023 which allows for 2 Window A/C (220) Units and 4 Natural Gas heaters from the historical Village Hall of Elizabeth to be placed as surplus property with a minimum bid of $75 per item. Ken Kelly seconded. All in favor.
12. VILLAGE ATTORNEY REPORT
a. Mr. Mike gave update on Elizabeth Clinic- 1) Breech Notification. The Notice has been prepared. Mr. Mike will be sending the notice to the Oakdale Community Hospital office on December 12, 2023 via Certified Mail and he will notify the Mayor of the response of the Hospital.
b. Mr. Mike notified the council he will be resigning as Village Attorney as of December 31, 2023. He is willing to assist a new attorney on any current projects and is willing to assist the Village as needed with any later projects.
13. COUNCIL
a. Ken Kelly introduced Ordinance 45-2023 which allows the council to accept bid of surplus property 307 Cypress Street, parcel no. 0550016860 at sale price and authorizes the Mayor to sign all documents deemed reasonable and necessary to transfer title to high bidder by quitclaim deed.
b. Stacy Weldon made a motion for Council to approve expenses for November and comparison of actual expenses to budget. Ken Kelly seconded. All in favor.
14. Stacy made a motion to adjourn. Ken Kelly seconded. All in favor.

A Resolution Authorizing the Mayor of the Village to Accept Donation of Vehicle (fire truck) and equipment installed thereon from Allen Parish Fire Protection District No. 6
The Board of Alderman, being advised the Elizabeth Fire Department has been offered donation of a certain vehicle (fire truck) and equipment installed thereon owned by Allen Parish Fire Protection District No. 6, to wit: 2002 GMC fire truck and equipment installed thereon bearing VIN 1GDP7H1C62J501341 and desiring to authorize the Mayor of the Village to accept donation of said vehicle and equipment installed thereon to the Village for the express use of the Elizabeth Fire Department in accordance with the laws of the State of Louisiana;
NOW, THEREFORE, BE IT RESOLVED, by the Board of Aldermen of the Village of Elizabeth, Louisiana, acting as the governing authority of Village of Elizabeth, State of Louisiana, that:
The Mayor of the Village be and is hereby authorized to accept donation of said vehicle to the Village of Elizabeth, Louisiana and to sign all titles, acts of donation and other documents necessary to transfer ownership of said vehicle and equipment installed thereon from Allen Parish Fire Protection District No. 6 to Village of Elizabeth, Louisiana

A resolution giving preliminary approval to the issuance of not exceeding Six Hundred Sixty-Three Thousand Two Hundred Dollars ($663,200) Taxable Excess Revenue Bonds of the Village of Elizabeth, State of Louisiana; and providing for other matters in connection therewith.
WHEREAS, the Village of Elizabeth, State of Louisiana (the “Issuer”), now owns and operates a combined utilities system (the “System”) as a revenue-producing work of public improvement; and
WHEREAS, the Mayor and Council of the Village of Elizabeth, State of Louisiana (the “Governing Authority”), the governing authority of the Issuer, proposes that a bond or other evidence of indebtedness in the principal amount not exceeding $663,200 be issued by the Issuer for the purpose of paying costs of constructing and acquiring improvements, extensions and replacements to the sewerage component of the System, including equipment, fixtures and accessories therefor, a work of public improvement for the Issuer (the “Project”), and paying costs of issuance, all in the manner prescribed by and under the authority of R.S. 39:526 and Sub-Part A of Part II of Chapter 4 of Subtitle II of Title 39 of the Louisiana Revised Statutes of 1950, as amended, and other constitutional and statutory authority (collectively, the “Act”); and
WHEREAS, this Governing Authority now wishes to apply to the State Bond Commission for approval of the issuance of the Bond.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Village of Elizabeth, State of Louisiana, acting as the governing authority of the Issuer, that:
SECTION 1. Preliminary Approval of the Bonds.
SECTION 2. State Bond Commission.
SECTION 3. Employment of Bond Counsel. This Governing Authority finds and determines that a real necessity exists for the employment of special counsel in connection with the issuance of the Bond, and accordingly, Foley & Judell, L.L.P., of New Orleans, Louisiana, as Bond Counsel, is hereby employed to do and perform work of a traditional legal nature as bond counsel with respect to the issuance and sale of the Bond. The Mayor is hereby authorized and directed to execute, and this Governing Authority hereby agrees to and accepts the terms of, the engagement letter of Bond Counsel appended hereto. A certified copy of this resolution shall be submitted to the Attorney General of the State of Louisiana for his written approval of said employment and of the fees herein designated, and the Clerk is hereby empowered and directed to provide for payment of the work herein specified upon completion thereof and under the conditions herein enumerated without further approval of this Governing Authority.
