SPECIAL MEETING
November 29, 2023
The special meeting of the NW Allen Parish Waterworks District was called to order at 9.00 AM, on Friday November 29, 2023 at the Water District Office by Joy Williams. A prayer was given by Charles Morrow, and the Pledge of Allegiance was repeated.

Guests: Brad Soileau, Superintendent of Allen Parish School Board; Kenney Courville, Supervisor of Child Welfare and Attendance, Transportation, and Special Services; Eric Cole, Supervisor: Maintenance; Joshua Sampey, Principal of Fairview High School; Carleen Mahaffey, School Board Member, District 8; Steve Durio, Fairview High School; Glenn Turner, CEO/President, Meyers, Meyers, Lecroix, & Hixson, Inc.
Glenn Turner explained to our guests that we are in the process of obtaining funds for a new filter project at both of our wells through the Drinking Water Revolving Loan Fund Program (DWRLF). A backwash pond will be needed for each filter. He presented 2 options: a backwash pond, or a much large concrete drying area. Glenn Turner and our Water District thought we owned the strip of land behind the ball park at Fairview High School, because our name was on the land, as owner, on the Tax Assessor’s Website. We had the Tax Assessor’s Office research the land, and they discovered that we did not own the land. The Allen Parish School Board owns the land. He described the size of the pond needed.
Brad Soileau asked if we could do a Joint Service Agreement with the Allen Parish School Board, and the School Board retain ownership of the land? Glenn Turner said he would find out if it is allowed through the DWRLF Program.
Kenney Courville was concerned with the aesthetics of the pond. Glenn Turner assured him that there would be no smell. The pond will hold the residuals of iron and manganese which will settle out. Clear water will then be discharged down grade from the pond.
A question was asked about the discharge. Glenn Turner said the discharge will be piped. He explained that this is the drinking water that has been treated that will go into the ponds.
Joshua Sampey asked about the fence diameter. He also asked about the height of the fence. He said that Fairview High School has plans to build a baseball/softball complex in the future. Everyone agreed that the pond would not affect the future baseball/softball complex.
Carleen Mahaffey asked if the fence will have a gate, and will the gate be locked. Glenn Turner said yes on both.
Charles Morrow asked who would be responsible for the upkeep inside the fenced area. Glenn Turner said the Water District would be responsible.
Joshua Sampey asked about the other option, how expensive it would be, and where would it go. Glenn Turner explained that the larger concrete area would cost considerably higher than a pond.
Carleen Mahaffey asked when the proposed project would start. Glenn Turner said if all goes well, bids could start in the spring, with construction starting in the summer.
Joshua Sampey said his main concern was for the student’s safety, and how it would affect the school. He doesn’t foresee any issues.
The School Board Attendees said they would discuss the Proposed Joint Services Agreement at their next meeting, Monday, December 4, 2023.
The Northwest Allen Parish Waterworks District next scheduled meeting will be held at 6:00 pm on December 11, 2023.

Separate sealed bids for the construction of the ARPA/WSP Water Well Improvements project will be received by the Village of Elizabeth, at the office of the Engineer, Meyer, Meyer, LaCroix & Hixson, Inc., located at 100 Engineer Place, Alexandria, LA 71303 until 10:00 a.m. local time on Thursday, January 4, 2024, and then at said location publicly opened and read aloud.
If forwarded by mail, the sealed envelope containing the bid must be enclosed in another envelope addressed to the Village of Elizabeth, c/o Meyer, Meyer, LaCroix & Hixson, Inc., 100 Engineer Place, Alexandria, LA 71303.

Bidding documents on a USB flash drive for the project may be obtained from the office of the Engineer at a cost per copy of $40.00, which represents the cost of reproduction and handling, and is nonrefundable. Any requests for bid documents must be accompanied by payment in full. Prime Bidders must obtain Bidding Documents from the Engineer. Bids received from Contractors utilizing any other Bidding Document source will be returned unopened.
Each bid must be accompanied by bid security made payable to Owner in an amount of five (5) percent of bidder’s maximum bid price and in the form of a certified check, cashier’s check or a bid bond. The successful bidder will be required to obtain a Performance Bond and a Payment Bond each in the amount of 100% of the contract amount. All bonds shall be executed by such sureties as are named in U.S. Department of the Treasury Circular 570. A bond signed by an agent or attorney-in-fact must be accompanied by a certified copy of that individual’s authority to bind the surety.
Successful bidder must have an active Unique Entity ID (UEI), as verified on www.sam.gov, prior to award of contract.
Bidders may not withdraw their bid within forty-five (45) days after the actual date of opening thereof. The Owner reserves the right to reject any and all bids for just cause in accordance with Louisiana R.S. 38:2214B.

Discuss water disconnection for nonpayment customers on the cut-off list. The motion was made by Adam Hussong to cut off all customers who are 30 days late and charge a $50 disconnect fee, seconded by Randy Welch.
Adam Hussong motioned to remove himself from the Allen Parish Water District 1 checking accounts and add Bill Randolph and John Strother II, seconded by Randy Welch.
Adam Hussong resigns from President of the Board. A motion was made by Adam Hussong to appoint John Strother II as President of the Board, seconded by Randy Welch.
