Separate sealed bids for the TOWN OF OBERLIN, SANITARY SEWER SYSTEM IMPROVEMENTS INFLOW/INFILTRATION REMEDIATION, will be received by the Town of Oberlin at Pan American Engineers, 1717 Jackson Street, Alexandria, Louisiana 71301 until 2:00 P.M. on Wednesday, November 29, 2023, and then at said office publicly opened and read aloud. Any bid received after the specified time and date will not be considered.

The work is generally described as follows: Work includes smoke testing of approximately 100,000 linear feet of sanitary sewer mains, and 322 manholes and television inspection of approximately 100,000 linear feet of sanitary sewer mains, followed by sewer main and manhole rehabilitation to reduce inflow and infiltration.
Copies of the bidding documents shall be obtained from the office of Pan American Engineers, LLC upon deposit of $150.00 for each set of documents; or from the electronic bid submittal option as noted in the Advertisement. The deposit on the first set of documents furnished to bonafide prime bidders will be fully refunded upon return of the documents, in good condition, no later than ten (10) days after receipt of bids. On other sets of documents furnished to bidders, the deposit less actual cost of reproduction will be refunded upon return of the documents, in good condition, no later than ten (10) days after receipt of bids.
The OWNER reserves the right to reject any or all bids for just cause. Such actions will be in accordance with Title 38 of Public Bid Law.
In accordance with L.R.S. 38:2212.B.(1), the provisions and requirements stated in the Bidding Documents shall not be considered as informalities and shall not be waived.
Each Bidder must deposit with the bid, security in the amount of at least five percent (5%) of the total bid price, as described in the Instructions to Bidders. Bid bonds shall be written by a surety or insurance company meeting the requirements noted in L.R.S. 38:2218.
The successful Bidder shall be required to furnish a Performance Bond and Payment Bond, in an amount equal to 100% of the Contract amount, written by a surety or insurance company meeting the requirements noted in L.R.S. 38:2219 A.(1)(a), (b) and (c), or for Federally funded projects, must be listed as acceptable on the U.S. Department of Treasury Circular 570.

Asphalt patching, asphalt overlay and roadway reconstruction on streets or segments of streets within the Town of Oberlin’s corporate limits.
Copies of the bidding documents shall be obtained from the office of Pan American Engineers, LLC upon deposit of $150.00 for each set of documents. CALL TO ORDER: A quorum being present, the meeting was called to order by Chairman Dr. Mike Karam. The prayer was led by Adagria Haddock, and all participated in the Pledge of Allegiance.
ROLL CALL: Those present for the meeting were: Dr. Mike Karam, Odessa House, Wilma Hargrove, Angela Hayward, and Keith Guillory. Bettye Clement and Martha Turner was absent.
APPROVAL OF SEPTEMBER 26, 2023 MINUTES: A motion was made by Keith Guillory and seconded by Wilma Hargrove, to accept the minutes as written. A unanimous vote was had.
DISCUSSION TO CHOOSE A LICENSED AUCTIONEER: After discussion, a motion was made by Keith Guillory and seconded by Angela Hayward to choose L. C. Lambright, of Oakdale, LA. A unanimous vote was had.
DISCUSSION TO CHOOSE A REALTOR: After discussion, a motion was made by Keith Guillory and seconded by Angela Hayward, to choose Jessica Landry with Exit Bayou Realty. A unanimous vote was had.
DISCUSSION OF CHANGES TO THE RE-THUNK JUNK EVENT: After discussion, a motion was made by Keith Guillory and seconded by Angela Hayward, to add Sunday, making it a three day event and to add five dollars to each Vendor fee. A unanimous vote was had.
DISCUSSION TO CHANGE DATE OF DECEMBER MEETING/VOLUNTEER BANQUET: After discussion, a motion was made by Angela Hayward and seconded by Wilma Hargrove, to change the date to December 12th to be held at the Oberlin Administrative Office as a potluck in lieu of restaurant. A unanimous vote was had.
APPROVAL OF DIRECTOR’S REPORT: A motion was made by Angela Hayward and seconded by Keith Guillory, to approve the Director’s report. A unanimous vote was had.
APPROVAL OF FINANCE REPORT: A motion was made by Keith Guillory and seconded Wilma Hargrove,, to accept the Finance Report as written. A unanimous vote was had.
ADJOURNMENT: There being no more business to come before the Board, a motion was made by Keith Guillory and was seconded by Wilma Hargrove, to adjourn the meeting. A unanimous vote was had.

A Public Hearing of The Town of Oberlin, Mayor, Board of Alderman and Town Attorney was called to order by Mayor Larry Alexander at 6:00 p.m. on Monday, August 14, 2023, in the Community Center on Martin Luther King Dr. in Oberlin, LA. Bidding documents on a USB flash drive may be obtained from the office of the Engineer at a cost per copy of $40.00, which represents the cost of reproduction and handling, and is nonrefundable. Any requests for bid documents must be accompanied by payment in full. Prime Bidders must obtain Bidding Documents from the Engineer. Bids received from Contractors utilizing any other Bidding Document source will be returned unopened. Successful proposer must have an active Unique Entity ID (UEI) (SAM), as verified on www.sam.gov, prior to the beginning of construction.
Each bid must be accompanied by bid security made payable to Owner in an amount of 5 percent of bidder’s maximum bid price and in the form of a certified check, cashier’s check or a bid bond. The successful bidder will be required to obtain a Performance Bond and a Payment Bond each in the amount of 100% of the contract amount. All bonds shall be executed by such sureties as are named in U.S. Department of the Treasury Circular 570. A bond signed by an agent or attorney-in-fact must be accompanied by a certified copy of that individual’s authority to bind the surety.
Bidders may not withdraw their bid within forty-five (45) days after the actual date of opening thereof. The Owner reserves the right to reject any and all bids for just cause in accordance with Louisiana R.S. 38:2214B.
The Contractor shall begin mobilization and procurement of materials within ten (10) working days of the receipt of the Notice to Proceed.
Attention of Bidders is called particularly to the requirements for conditions of employment to be observed and minimum wage rates to be paid under the Contract (Davis-Bacon Act), Section 3 (Low Income Resident Participation) of the Housing and Urban Development Act of 1968, Section 109 (Non-Discrimination) of the Housing and Community Development Act of 1974, Section 503 (Non-Discrimination Against Employees with Disabilities) and Section 504 (Non-Discrimination Against Individuals with Disabilities) of the Rehabilitation Act of 1973, Segregated Facilities, Executive Order 11246, and all applicable laws and regulations of the Federal government and State of Louisiana and bonding and insurance requirements.
