MEETING
September 2023
The meeting was called to order at approximately 6:00 p.m.
Members present: John Strother, II, Randy Welch, Bill Randolph, Bruce Wheat, and Adam Hussong.
Absentees:
Minutes from the last meeting on August 14, 2023, were given. A motion to accept minutes was made by Randy Welch, seconded by John Strother II, with no opposition.
Financial reports were given for the month of August 2023. A motion to accept financial reports was made by Bill Randolph, seconded by Bruce Wheat, with no opposition.
Old Business: A motion was made by Bruce Wheat to approve QuickBooks as the accounting software and seconded by Bill Randolph. After a brief discussion, it was put to a vote. The motion passed unanimously.
New Business: A report was presented on the benefits of using online banking, including its convenience and ability to monitor account activity quickly. The motion was made by Adam Hussong and seconded By John Strother II to approve online banking for the water district. The motion passed unanimously.

The Allen Parish School Board met in regular session at the Allen Parish School Board Office in Oberlin, Louisiana, on Monday, September 11, 2023, at 5:00 p.m. with the following members present:
Kevin Tyler, President; Cathy Farris, Vice-President; Pete Cavenah; Carleen Mahaffey; Carolyn Manuel; Gregory Monceaux; Sally Moreaux and Karen Reed
The meeting began with the invocation given by Carleen Mahaffey.
President Tyler called a public hearing on the Proposed Consolidated Budget for FYE 2024 to order. Lynnsey McClusky, Director of Finance, gave explanatory remarks and answered questions regarding the budget. Immediately following the hearing, the Board convened into regular session.
Judge Judi Abrusley administered the Oath of Office to Superintendent Brad Soileau.
President Tyler introduced Sheriff Doug Hebert to discuss the benefits of adding two additional school resource officers, which would provide a resource officer for each community in the parish.
Motion by Karen Reed, seconded by Sally Moreaux, unanimously carried to approve a joint service agreement between the Allen Parish School Board and the Allen Parish Sheriff’s Department to share in the expense of employing two additional school resource officers.
Motion by Cathy Farris, seconded by Pete Cavenah, unanimously carried to approve the minutes of the August 14, 2023, regular meeting.
Motion by Sally Moreaux, seconded by Gregory Monceaux, unanimously carried to approve the payment of bills authorized by the Finance Committee.
Motion by Karen Reed, seconded by Cathy Farris, unanimously carried to approve a resolution adopting the Consolidated Budget for FYE 2024.
Motion by Gregory Monceaux, seconded by Carolyn Manuel, unanimously carried to approve the budget revisions for the 2022-2023 fiscal year.
Motion by Cathy Farris, seconded by Pete Cavenah, unanimously carried to approve an out-of-state trip for Misty Alexander, Michelle Wagnon and Christy Patrick to attend the Texas Statewide Parent and Family Engagement Conference in Corpus Christi, Texas on October 4-6, 2023. This trip is funded by Title 1.
Motion by Carleen Mahaffey, seconded by Carolyn Manuel, unanimously carried to approve an out-of-state trip for Sponsors Stacy Stark and Shelly Dowies and Fairview High School Beta members to travel to Washington D.C. on June 24-27, 2024.

WHEREAS, the Allen Parish School Board is receiving monies from a 1% sales tax approved in July 2003 dedicated specifically to salaries and benefits for school board employees,
AND WHEREAS, the finance committee annually reviews the status of this revenue and associated salary and benefit expenditures to determine any accumulated surplus,
AND WHEREAS, it has been determined that a surplus did exist at June 30, 2023 sufficient enough to grant a salary supplement in the form of an additional check in conjunction with a Coushatta Tribe Gaming Compact funds supplement to the employees of the Allen Parish School Board for services rendered in the fiscal year 2023-2024, and is to be paid in December, 2023, on a date to be determined by the Superintendent of the Allen Parish School Board,
AND WHEREAS, an employee is defined as an individual working full-time or part-time in their respective position and employed by the Allen Parish School Board on December 1, 2023, and worked at least 1 day from July 1, 2023 to December 1, 2023, (excludes Board members, substitute labor is not considered to be part-time employees), An employee that is considered a half day employee will receive half of the supplement amount and an employee on sabbatical leave will receive 65% of the supplement amount,
AND WHEREAS, this supplement is being provided conditioned on employees completing their respective scheduled days to be worked for the 2023-2024 fiscal year and any employee not fulfilling this requirement is subject to having the supplement prorated by the Superintendent and surrendering any portion not earned,
THEREFORE BE IT RESOLVED that all degreed professionals shall be paid a gross supplement of $1,600 and all other personnel shall be paid a gross supplement of $1,600 and that any exceptions to the preceding definitions and rules will be resolved by the Superintendent and that said supplement is to be paid on a date to be determined by the Superintendent of the Allen Parish School Board after December 1, 2023, but not later than December 21, 2023.

WHEREAS, the Allen Parish School Board is receiving from the Coushatta Tribe of Louisiana monies derived from the operations of its casino in Allen Parish and is extremely grateful to the Coushatta Tribe of Louisiana for the monies received,
AND WHEREAS, these monies will hereinafter be referred to as the “Coushatta Tribe Gaming Compact Funds”,
AND WHEREAS, it is the desire of the Allen Parish School Board to use the Coushatta Tribe Gaming Compact Funds received in 2023 to provide a salary supplement in the form of an additional check in conjunction with a sales tax surplus funds supplement to the employees of the Allen Parish School Board for services rendered in the fiscal year 2023-2024, and is to be paid in December of 2023 on a date to be determined by the Superintendent of the Allen Parish School Board,
AND WHEREAS, an employee is defined as an individual working full-time or part-time in their respective position and employed by the Allen Parish School Board on December 1, 2023, and worked at least 1 day from July 1, 2023 to December 1, 2023, (excludes Board members, substitute labor is not considered to be part-time employees), An employee that is considered a half day employee will receive half of the supplement amount and an employee on sabbatical leave will receive 65% of the supplement amount,

AND WHEREAS, it has been determined to grant a salary supplement in the form of an additional check in conjunction with a sales tax surplus funds supplement to the employees of the Allen Parish School Board for services rendered in the fiscal year 2023-2024, and is to be paid in January, 2024, on a date to be determined by the Superintendent of the Allen Parish School Board,
AND WHEREAS, an employee is defined as an individual working full-time or part-time in their respective position and employed by the Allen Parish School Board on January 8, 2024, and worked at least 1 day from July 1, 2023 to January 8, 2024, (excludes Board members, substitute labor is not considered to be part-time employees). An employee that is considered a half day employee will receive half of the supplement amount and an employee on sabbatical leave will receive 65% of the supplement amount,

Motion by Carolyn Manuel, seconded by Cathy Farris, unanimously carried to approve the 2023-2024 state stipends to be paid to certificated and support staff including pre-k staff. $2,000 for all certificated staff and $1,000 for all support staff to be paid in October 2023.
Superintendent Brad Soileau included the following items in his report to the Board:
1. The Board was commended for their approval of employee stipends/supplements. Certificated employees will receive a total of $6,700 and support employees will receive a total of $4,450.
2. Sheriff Doug Hebert was thanked for his support in hiring additional school resource officers.
3. The first edition of the monthly Allen Parish Newsletter was recently released. This tool will be used to keep everyone informed and recognize the successes that are occurring within our district.
4. Two new Smartboards have been installed in the boardroom to better accommodate large group meetings.
5. Remaining ESSER funds will be used on new intercom systems for Oberlin Elementary School and Kinder High School, as well as, fire alarm improvements at Fairview High School, Oberlin Elementary School and Oberlin High School.
6. Allen Parish Schools participated in a “Service Day” for all first responders in the parish. Schools collected water, Powerade, liquid IV and cooling rags. Collected items will be distributed to police stations and fire departments throughout the parish.
7. Increased health insurance premiums were discussed. Office of Group Benefits and Gulf Guaranty supplemental insurance have once again increased, effective January 1, 2024. The increases are costing the Board approximately $700,000 more per year.
8. Joshua Sampey was introduced as the new principal at Fairview High School.
9. Personnel Supervisor Stephanie Perry updated the Board on current and upcoming position vacancies. She also congratulated Brianna Deason, Oakdale Middle School Teacher, for being chosen as a Teacher Leader Advisor for State.
10. Curriculum Supervisor LaDeisha George presented a review of data from school year 2022-2023.
Goal #1 Create and provide learning opportunities for all students to achieve individual success: Allen Parish School Board assessment index will be least 100 by 2025; and all students will be proficient in ELA, Math, Science, and Social Studies by 2025.
Goal #2 Ensure a strong foundation is established for all students: 100% of Grade 3 students reading on level by 2025. School indexes, proficiency percentages, goals met and ACT averages were outlined.

OCTOBER 9, 2023
Public Council meeting was held 10/9/23 at 6:30pm at the Elizabeth Community Center, 210 East Main Street, Elizabeth, LA. The notice of Meeting having been duly posted in accordance with requirements, the meeting was called to order by Mayor Green at 6:30pm. Opening prayer led by Ken Kelly, then Pledge of Allegiance and roll call by Mayor Green.

Council and Staff Absent: Brandon Sweat, Fire Chief; Steven Self, Asst Fire Chief; Stacy Weldon, Council; Shane Ware, Police Chief; Mike Holmes, Attorney;
1. Mayor Green asked if any public comments on agenda items. No comments. Mayor Green requested to add report of 509, 511 and 517 Pine Street Condemnation Inspections to the agenda.
2. Ken Kelly made a motion to approve the agenda with this addition. Mea Dillehay seconded. All in favor.
3. Mea Dillehay made a motion to approve minutes from 9/11/23 meeting. Ken Kelly seconded. All in favor.
4. Glenn Turner, Engineer from MMLH came forth and gave updated report for the ongoing grants.
5. The council at the September meeting gave Crystal Hunt-code compliance, permission to request a Condemnation Inspection to be done by Glenn Turner. She reported this had been done. Glenn Turner came forth and reported his findings. 509 Pine Street- Parcel No.0550015450 was not deemed dilapidated and dangerous but has several recommendations to get the property into compliance. 511 Pine Street, Parcel No.0550000707 was reported to be dilapidated and dangerous and should be demolished. 517 Pine Street, Parcel No.0550006540 was reported to be dilapidated and dangerous and should be demolished.
6. Ken Kelly made a motion to move forward with issuing a Certified notice to owner at last known mailing address as indicated on the tax rolls of Village of Elizabeth informing the date and time of a public hearing requiring the owner to show cause why the building or structure should not be condemned at 511 Pine Street. Mea Dillehay seconded. All in favor.
7. Ken Kelly made a motion to move forward with issuing a Certified notice to owner at last known mailing address as indicated on the tax rolls of Village of Elizabeth informing the date and time of a public hearing requiring the owner to show cause why the building or structure should not be condemned at 517 Pine Street. Mea Dillehay seconded. All in favor.
8. Crystal Hunt also reported that several notices have been mailed out requesting residents to fix their sewer leaks as reported by the smoke tests that are being done in the Village. Some have made repairs but some have not. Mayor Green stated that Village Utility Services will be disconnected if repairs are not made timely which is stated in the notices.
9. MAYOR’S REPORT
*Old Business
A. Reminder that bids are being accepted for 307 Cypress Street property. Bids to be opened at November 13, 2023 council meeting with a minimum bid of $7000.00. Bids to be marked with 307 Cypress Street Bid on front on envelope along with name and address. Actual Bid must consist of name, address, phone number and email address.
B. Public hearing held on amendment to increase sewer rates in Ordinance 14-18F Utility Rates to become Ordinance 14-18G Utility Rates. Mayor Green stated that these were recommended by the recent Sewer Rate Study by LRWA in order to be in compliance with the grant in which the village has applied. No further comments. Hearing closed.
C. Mea Dillehay made a motion to adopt Ordinance 14-18G Utility Rates increasing sewer rates to become effective November 1, 2023. Ken Kelly seconded. Mea Dillehay- yea; Ken Kelly-yea; Stacy Weldon-absent
D. Ken Kelly made a motion to adopt Resolution 95-2023 which sets a new minimum bid for 2012 Dodge Charger that was declared surplus property (Resolution 32-2020) to $3500. Mea Dillehay seconded. All in favor.
*New Business
A. Ken Kelly made a motion to add to handbook updated rule for employees working weekends. New rule states that there will be a minimum of 2 hours pay per day for normal work duties performed on Saturday, Sunday or Holidays for the Outside Work Employees. Mea Dillehay seconded. All in favor.
B. Ken Kelly made a motion to adopt Resolution 94-2023 in which the Board of Aldermen recognizes the small number of current Long Term Tenants at Lil Piney Park and provides for a method to memorialize such long term tenancy for the purpose of exemption of rental from certain hotel/motel/camping sales taxes. Resolution 94-2023 therefore authorizes Mayor and/or Mayor’s designee to enter into rental agreements with long term tenants which recognizes and confirms any retroactive period of tenancy so as to meet the requirements to exempt said rental from hotel/motel/camping sales taxes in Allen Parish. Mea Dillehay seconded. All in favor.
10. POLICE CHIEF
A. Chief not present. Mayor read monthly report.
B. At the September meeting the Chief requested to hire a full time officer Katelyn Cotton. The council agreed to the Chief’s recommendation. Since last meeting, Mrs. Cotton decided to stay at previous job. Chief Ware spoke with Mayor Green and requested the Mayor to provisionally hire another officer- Samantha Carroll- at same rate of pay & hours. Mayor Green agreed to this. Chief Ware was unable to make this council meeting, but spoke with Mayor Green and Ken Kelly, Mayor pro tem on the phone stating he is requesting to hire Samantha Carroll. He will have a letter to present to Mayor with this request. After brief discussion, Ken Kelly made a motion to allow Chief Ware to hire Samantha Carroll at $16.40/hr at 40hrs per week. Mea Dillehay seconded. All in favor.
C. Ken Kelly introduced an amendment to increase traffic fines in Ordinance 44-2023 Enforcement of Traffic Violations by Automated Means to become Ordinance 44-2023A. Public hearing to be held prior to adoption at the November 13, 2023 council meeting at 6:30pm at Community Center.
11. FIRE CHIEF
A. Fire Chief not present. No monthly report.
B. Ken Kelly made a motion to table discussion of radios requested by the Fire Department until the next meeting until Chief or Assistant is present. Mea Dillehay seconded. All in favor.
12. COUNCIL
A. After discussing an amendment to Ordinance 12-18 Property Maintenance, amending Section 4.F. to increase cost of preparation and filing of the lien fee from $200 to $250 and also add a section to do a Release by Obligee of Record and Request for Cancellation forms upon liens being paid, Ken Kelly made a motion to change the fee to $275 instead. Mea Dillehay seconded this change. All in favor. Ken Kelly introduced the amendment to Ordinance 12-18 as read above with the amended increase. Public hearing to be held prior to adoption at the November 13, 2023 council meeting at 6:30pm at Community Center.
B. Ken Kelly made a motion to adopt Resolution 93-2023 which allows Mayor Green the option to enter a Cooperative Endeavor Agreement between the Village of Elizabeth and Douglas L. Hebert II, Sheriff and Ex-Officio Tax Collector for Allen Parish which allows for the collection of ad valorem taxes for the Village of Elizabeth. Mea Dillehay seconded. All in favor.
13. Ken Kelly made a motion for Council to approve expenses for September and comparison of actual expenses to budget. Mea Dillehay seconded. All in favor.

RESOLUTION NO. 94-2023
A Resolution Authorizing Long Term Tenancy at Lil Piney Park
WHEREAS, there are a currently a small number of campers at Little Piney Park who have rented spaces long term;
WHEREAS, long term rental to campers would be exempt from payment of certain hotel/motel/camping sales taxes in Allen Parish;
WHEREAS, the Board of Alderman desire to recognize such long term tenancy and to provide for a method to memorialize such long term tenancy for the purpose of exemption of rental from certain hotel/motel/camping sales taxes;
NOW THEREFORE, be it resolved, the Board of Alderman to hereby authorize the Mayor and/or his/her designee to enter into rental agreements with said current small number of campers at Little Piney Park and, in doing so, to recognize and confirm any retroactive period of tenancy so as to meet the requirements to exempt said rental from hotel/motel/camping sales taxes in Allen Parish.
The above resolution was offered by Councilman Ken Kelly and seconded by Councilwoman Mea Dillehay.

A RESOLUTION OF THE VILLAGE OF ELIZABETH TO LOWER MINIMUM BID ON CERTAIN VEHICLE SURPLUS PROPERTY
WHEREAS, the Village of Elizabeth currently owns one 2012 Dodge Charger that was declared as movable surplus property in 2020 with minimum bid set at $5000. Placed up for bids and none received.
THEREFORE, Resolution 95-2023 declares to lower minimum bid to $3500.00 and advertise for sealed bids and award to highest minimum bidder.
THEREFORE, Village to accept bids until December 11, 2023 at 12noon. The bids to be opened and awarded to highest bidder at the December 11, 2023 council meeting. The Village of Elizabeth shall reserve the right to reject any and all bids and remove the item of movable property from sale prior to opening of bids.
THE ABOVE RESOLUTION was presented on the 9th day of October, 2023 in a regular meeting.
NOW THEREFORE BE IT RESOLVED that the Village of Elizabeth Board of Aldermen hereby adopts Resolution 95-2023 in a regular called meeting at the Elizabeth Community Center at 6:30 p.m. on October 9th, 2023.

VILLAGE OF ELIZABETH
Final Notice and Public Explanation of a Proposed Activity in a Floodplain.
This is to give notice that the Village of Elizabeth has conducted an evaluation as required by Executive Order 11988 and 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplains, to determine the potential affect that its activity in a wetland will have on the human environment for sewer improvements under the Louisiana Community Development Block Grant Program.
The funding will address deficiencies in the Village’s waste water treatment plant. The project includes replacing pumps and controls at the In-Plant Lift Station as well as the School and Eastern Heights Lift Stations, and upgrading Little Piney Park Lift Station.
The Village has reevaluated the alternatives to building in a floodplain and has determined that it has no practicable alternatives to the proposed action. Environmental files that document compliance with steps 3 through 6 of Executive Order 11988 and/or 11990, are available for public inspection, review and copying upon request at the times and location delineated in the last paragraph of this notice for receipt of comments. This activity will have no significant impact on the environment for the following reasons: (i) there are no historical or cultural deposits within the project, (ii) there are no man-made or natural hazards that will endanger the public, (iii) there are no activities that will adversely affect endangered species and/or scenic streams/rivers, (iv) the floodplain will not be adversely affected by any activity.
There are three primary purposes for this notice. First, people who may be affected by activities in the wetland. Those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information about the wetland can facilitate and enhance Federal efforts to reduce the risks associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in the wetland, it must inform those who may be put at greater or continued risk.
