NOTICE OF SPECIAL ELECTION
Pursuant to the provisions of a resolution adopted by the Police Jury of the Parish of Allen, State of Louisiana (the “Governing Authority”), acting as the governing authority of the Parish of Allen, State of Louisiana (the “Parish”), on April 3, 2023, NOTICE IS HEREBY GIVEN that a special election will be held within the Parish on SATURDAY, OCTOBER 14, 2023, and that at the said election there will be submitted to all registered voters in the Parish qualified and entitled to vote at the said election under the Constitution and Laws of the State of Louisiana and the Constitution of the United States, the following proposition, to-wit:

Shall the Parish of Allen, State of Louisiana (the “Parish”), be authorized to continue to levy a special tax of four (4) mills on all the property subject to taxation in the Parish (an estimated $516,200 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years beginning with the year 2023 and ending with the year 2032, for the purpose of improving, maintaining and supporting the Courthouse and Jail of the Parish?
Said special election will be held at each and every polling place in the Parish of Allen, which polls will open at seven o’clock (7:00) a.m. and close at eight o’clock (8:00) p.m., in accordance with the provisions of La. R.S. 18:541.
The polling places at the precincts in the Parish are hereby designated as the polling places at which to hold the said election, and the Commissioners-in-Charge and Commissioners, respectively, shall be those persons designated according to law.
The estimated cost of this election as determined by the Secretary of State based upon the provisions of Chapter 8-A of Title 18 and actual costs of similar elections is $3,700.
Notice is further given that a portion of the monies collected from the tax described in the Proposition shall be remitted to certain state and statewide retirement systems in the manner required by law.
The said special election will be held in accordance with the applicable provisions of Chapter 5 and Chapter 6-A of Title 18 of the Louisiana Revised Statutes of 1950, as amended, and other constitutional and statutory authority, and the officers appointed to hold the said election, as provided in this Notice of Special Election, or such substitutes therefor as may be selected and designated in accordance with La. R.S. 18:1287, will make due returns thereof to said Governing Authority, and NOTICE IS HEREBY FURTHER GIVEN that the Governing Authority will meet at its regular meeting place, the Police Jury Room of the Courthouse, 602 Court Street, Oberlin, Louisiana, on MONDAY, NOVEMBER 6, 2023, at SIX-THIRTY O’CLOCK (6:30) P.M., and shall then and there in open and public session proceed to examine and canvass the returns and declare the results of the said special election. The meeting was called to order by President Logan Hamilton at 6:01 p.m. He led the Board in prayer and Pledge of Allegiance was said by all.
April motioned to accept the previous meeting minutes as read and Katrena seconded the motion. Motion carried.
Adam updated the Board on Well 6. He spoke with Griner Drilling and there is no change as to the new motor being ready.
The Board reviewed & discussed the Financial Report. Katrena made a motion to accept the Financial Report and pay all bills submitted and Reggie seconded the motion. Motion carried.
Adam reported on the water system. After attending LRWA Annual Water Conference last week and attending a Workshop with LDH on Lead Service Line Inventory topic. The EPA set forth new guidelines for lead service lines. Water systems will have to provide documentation or proof that they don’t have lead lines. The lead service line inventory will have to be completed and documented with LDH by October 2024.
After assistance with programming, Buck booster station is back online.
Several leaks have been repaired along the system, including the main line coming out of the main water plant. After shutting the main wells down to repair it the entire system was under a boil advisory.
Reggie made a motion to adjourn the meeting at 6:37 p.m. and April seconded the motion. Motion carried.

Coushatta Tribe of Indians
Final Notice and Public Explanation of a Proposed Activity in a Floodplain
This is to give notice that the Coushatta Tribe of Indians has conducted an evaluation as required by Executive Order 11988 and 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplains, to determine the potential affect that its activity in a 100-year floodplain will have on the human environment for building improvements under the Louisiana Community Development Block Grant Program.
The funding will be used to construct a new Education Center that will provide the Tribe with a facility that can provide the following but not limited to K-12 Education Programs, kids tutoring, college student research opportunities, elderly programs, and medical services, if necessary. The proposed construction will consist of land development, necessary utility connections, 17,000 square foot education facility inclusive of all necessary activities associated with a new building, an emergency back-up generator and fuel supply, and all other ancillary activities including parking, landscaping, lighting, security system, and signage.
The Tribe has reevaluated the alternatives to building in a floodplain has determined that it has no practicable alternatives to the proposed action. Environmental files that document compliance with steps 3 through 6 of Executive Order 11988 and/or 11990, are available for public inspection, review and copying upon request at the times and location delineated in the last paragraph of this notice for receipt of comments. This activity will have no significant impact on the environment for the following reasons: (i) there are no historical or cultural deposits within the project, (ii) there are no man-made or natural hazards that will endanger the public, (iii) there are no activities that will adversely affect endangered species and/or scenic streams/rivers, (iv) the floodplain and wetlands will not be adversely affected by any activity.
There are three primary purposes for this notice. First, people who may be affected by activities in the floodplain. Those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information about the floodplain can facilitate and enhance Federal efforts to reduce the risks associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in the floodplain, it must inform those who may be put at greater or continued risk.

The Village of Reeves met in regular meeting at the Reeves City Hall on June 5, 2023. Mayor Chris Guillory called the meeting to order at 6:30 pm. All were present except attorney Chad Guidry. The Pledge of Allegiance was recited and followed was a prayer led by Alderman Glenn Ducharme.

Nikki Cole with the Allen Parish Library was on the agenda but did not attend.
Josh Reeves wanted to discuss with the council and the mayor regarding the overweight permit that is required within the city limits and the1process of applying for one. He expressed his concerns about securing a driver because of the permit needed and the council and mayor were able to explain the process as well as the reasoning the overweight permit is enforced. The council and mayor then told Mr. Reeves that he would be able to come to city hall to receive a list of current drivers that have already obtained an overweight permit to avoid this issue in the future.
Discussed the alternate sewer plans for the hospital’s clinic as well as the new city hall.
