Coach Bruce Williams and the Reeves High School Girls’ Track Team Class C State Champions were recognized by the Board. The students received a token as congratulations for their accomplishments.
Motion by Carolyn Manuel, seconded by Carleen Mahaffey, unanimously carried to approve the minutes of the May 8, 2023, regular meeting, May 11, 2023, special meeting, and May 24, 2023, special meeting.
Motion by Gregory Monceaux, seconded by Carolyn Manuel, unanimously carried to approve the payment of bills authorized by the Finance Committee.
Motion by Karen Reed, seconded by Carolyn Manuel, unanimously carried to adopt the 2023-2024 professional staff and support staff salary schedules, effective July 1, 2023.
Motion by Sally Moreaux, seconded by Karen Reed, unanimously carried to authorize the superintendent to advertise for an assistant principal for Oakdale High School.
Motion by Cathy Farris, seconded by Carleen Mahaffey, unanimously carried to a resolution authorizing the superintendent to execute a contract between the Rapides Foundation and the Allen Parish School Board to participate in the Healthy Behaviors Incentive Grant for the 2023-2024 school year.
Motion by Karen Reed, seconded by Gregory Monceaux, unanimously carried to adopt a resolution authorizing the superintendent to execute a contract between the Rapides Foundation and the Allen Parish School Board to participate in the Effective Schools Grant for the 2023-2024 school year.
Motion by Cathy Farris, seconded by Sally Moreaux, unanimously carried to accept a bid of $5.00 per column inch from the Oakdale Journal for the 2023-2024 Allen Parish School Board Official Journal.
Superintendent Kent Reed included the following items in his report to the Board:
1. PBIS District Coordinator Shea Barrett reviewed the PBIS annual data.
2. Allen Parish was well represented at the Teacher Leader Conference in New Orleans at the end of May. Allen Parish Literacy Program was highlighted with a video that was shown at the conference and was presented to the Board. Several administrators and teachers made presentations at the conference. Early Childhood Supervisor Michelle Wagnon and several teachers presented on T-S Gold Early Childhood Standards; Literacy Coordinator Stacy Weldon presented on literacy; and Oberlin Elementary School Principal Billie Bruchhaus’ presentation was titled “You Are a Warrior”.
3. Title 1 Coordinator Jaimie Fontenot gave an update on summer school.
4. Curriculum Supervisor LaDeisha George presented information on Allen Parish’s CKLA case study.
5. An update on school construction projects was given.
Motion by Cathy Farris, seconded by Gregory Monceaux, to enter executive session pursuant to La. R.S. 42:17(A)(1) to discuss the professional competency of the applicants for superintendent.

Property Cleanup Updates
A. Report on compliance of Parcel no.04500001500, 1020 Beech St, Murrill Willis. Ken Kelly made a motion to touch base with Mr. Murril Willis owner to discuss village cleaning property and the possible cost due to son living in his mobile home and unable to clean at the present due to health. Stacy Weldon seconded. All in favor.
B. The village has not received signed certified notice receipt on cleanup of 200 Poplar Street, parcel no. 0550003100, SW Eaves Construction, LLC. Owner will be sent another certified notice and a First Class notice. Ken Kelly made a motion to proceed with getting bids for cleanup and discuss at the August Meeting. Mea Dillehay seconded. All in favor.

C. Public hearing for Ordinance 01-2015(A-6) to amend Ordinance 01-2015(A-5) to provide for increase in Clerk salary from $3250.00 to $3450.00 per month beginning July 12, 2023. No comments. Public hearing closed.

E. Public hearing/comment period to discuss adoption of the 2023 Millage Rate of 6.71 Mills for Village of Elizabeth- Resolution 89-2023. One resident of village asked what this was. It was stated this for the ad valorem taxes collected on properties within the Village. No further comments. Public hearing/comment period closed.
F. Stacy Weldon made a motion to adopt the 2023 Millage Rate of 6.71 Mills- (Resolution 89-2023). Mea Dillehay seconded. All in favor.
G. Ken Kelly introduced amendment to Ordinance 06-17D Deposit and Tap Fees to become Ordinance 06-17E which will increase the 1” tap fee to $350 and also to add 2” meter or larger tap fee to be $850.
9. VILLAGE ATTORNEY REPORT
H. Mr. Holmes gave update on Elizabeth Clinic Lease. Council discussed. The village will give until the end of business day on July 17, 2023 to bring all payments up to date.
10. POLICE CHIEF
A. Chief Ware gave monthly report.
B. Requested for termination of part time officer Caleb Laborde due to unable to work for the village besides his other full time job. Stacy Weldon made a motion to terminate per Chief request. Mea Dillehay seconded. All in favor.
C. Chief made recommendation to hire a full time officer- Katelyn Cotton. Stacy Weldon made a motion to table until August council meeting pending Chief notifying her further of the importance of the representation of the Village. Mea Dillehay seconded. All in favor.
11. FIRE CHIEF
A. Not present.
12. Comments from the council. Mea Dillehay stated that school will begin on August 10, 2023. Stacy Weldon stated that there will be a Recreation District Meeting at the Elizabeth Swimming Pool on Monday, July 7, 2023 at 7:00pm to discuss the closing of the pool. All are invited to attend to voice concerns. State Rep. Dewith Carrier is planning to attend. Mayor Green stated that we are still waiting on the completion of the painting of the Village Hall. She also stated that the Ball Field lights have been replaced and waiting for inspection.
13. Ken Kelly made a motion for Council to approve expenses for June and comparison of actual expenses to budget. Mea Dillehay seconded. All in favor.
14. Mea Dillehay made a motion to adjourn. Stacy Weldon seconded. All in favor.

An Amendment to Ordinance 01-2015 (A-5) of the Village of Elizabeth
To Amend the Clerk Salary by increase and to Provide for Related Matters
BE IT ORDAINED, by the Mayor and the Board of Aldermen of the Village of Elizabeth, Louisiana, that the Code of Ordinance, Village of Elizabeth, is hereby enacting Amendment to Ordinance No. 01-2015 (A-5) of the Code of Ordinances, which shall read as follows:
SECTION 1: BE IT ORDAINED, that Ordinance 01-2015 (A5) is hereby amended with regard to the salary paid to the Village Clerk. Said salary shall be increased, from $3250 to $3450, effective July 12, 2023, as follows:
Clerk: monthly gross of $3450
Fire Chief: monthly gross of $500
Assistant Fire Chief: monthly gross of $150
Alderman: See Ordinance 01-2015(A4)
Mayor: See Ordinance 18-19(A1)
SECTION 2: BE IT FURTHER ORDAINED that this ordinance shall become effective July 12, 2023, upon signature of the Mayor; or, if not signed or vetoed by the Mayor, upon expiration of the time for ordinances to become law without signature by the Mayor.
SECTION 3: BE IT FURTHER ORDAINED that if any provision or item of this ordinance of the application thereof is held invalid, such invalidity shall not affect other provisions, items, or applications of this ordinance which can be given effect without the invalid provisions, items, or applications, and to this end the provisions of this ordinance are hereby declared severable.
SECTION 4: BE IT FINALLY ORDAINED that all ordinances or parts of ordinances in conflict herewith are hereby repealed.
THIS AMENDMENT TO ORDINANCE 01-2015 (A-5) was introduced on the 12th day of June, 2023.
Public hearing prior to Adoption of amendment to Ordinance No. 01-2015 (A-5) to become Ordinance No.01-2015(A-6) held on July 11, 2023.
The above and foregoing Ordinance 01-2015(A-6) was read and called for a vote by the Mayor at a meeting of the Board of Aldermen called for said purpose on the 11th day of July, 2023. The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over the surface of land or through the ground, it dissolves naturally-occurring minerals and, in some cases, radioactive material, and can pick up substances resulting from the presence of animals or from human activity. Contaminants that may be present in source water include:
Microbial Contaminants – such as viruses and bacteria, which may come from sewage treatment plants, septic systems, agricultural livestock operations, and wildlife.
Inorganic Contaminants – such as salts and metals, which can be naturally-occurring or result from urban stormwater runoff, industrial, or domestic wastewater discharges, oil and gas production, mining, or farming.
Pesticides and Herbicides – which may come from a variety of sources such as agriculture, urban stormwater runoff, and residential uses.
Organic Chemical Contaminants – including synthetic and volatile organic chemicals, which are by-products of industrial processes and petroleum production, and can also come from gas stations, urban stormwater runoff, and septic systems.
Radioactive Contaminants – which can be naturally-occurring or be the result of oil and gas production and mining activities.
A Source Water Assessment Plan (SWAP) is now available from our office. This plan is an assessment of a delineated area around our listed sources through which contaminants, if present, could migrate and reach our source water. It also includes an inventory of potential sources of contamination within the delineated area, and a determination of the water supply’s susceptibility to contamination by the identified potential sources. According to the Source Water Assessment Plan, our water system had a susceptibility rating of ‘MEDIUM’. If you would like to review the Source Water Assessment Plan, please feel free to contact our office.
In order to ensure that tap water is safe to drink, EPA prescribes regulations which limit the amount of certain contaminants in water provided by public water systems. Food and Drug Administration regulations establish limits for contaminants in bottled water which must provide the same protection for public health. We want our valued customers to be informed about their water utility. If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. Lead in drinking water is primarily from materials and components associated with service lines and home plumbing. Allen Parish WW District NO. 1 is responsible for providing high quality drinking water, but cannot control the variety of materials used in plumbing components. When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to 2 minutes before using water for drinking or cooking. If you are concerned about lead in your water, you may wish to have your water tested. Information on lead in drinking water, testing methods, and steps you can take to minimize exposure is available from the Safe Drinking Water Hotline or at http://www.epa.gov/safewater/lead.
The Louisiana Department of Health and Hospitals – Office of Public Health routinely monitors for constituents in your drinking water according to Federal and State laws. The tables that follow show the results of our monitoring during the period of January 1st to December 31st, 2022. Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The pre8ence of contaminants does not necessarily indicate that water poses a health risk.
In the tables below, you will find many terms and abbreviations you might not be familiar with. To help you better understand these terms, we’ve provided the following definitions:
Parts per million (ppm) or Milligrams per liter (mg/L) – one part per million corresponds to one minute in two years or a single penny in $10,000.
Parts per billion (ppb) or Micrograms per liter (ug/L) – one part per billion corresponds to one minute in 2,000 years, or a single penny in $10,000,000.
Picocuries per liter (pCi/L) – picocuries per liter is a measure of the radioactivity in water.
Treatment Technique (TT) – an enforceable procedure or level of technological performance which public water systems must follow to ensure control of a contaminant.
Action level (AL) – the concentration of a contaminant that, if exceeded, triggers treatment or other requirements that a water system must follow.
Maximum contaminant level (MCL) – the “Maximum Allowed” MCL is the highest level of a contaminant that is allowed in drinking water. MCL’s are set as close to the MCLG’s as feasible using the best available treatment technology.
Maximum contaminant level goal (MCLG) – the “Goal” is the level of a contaminant in drinking water below which there is no known or expected risk to human health. MCLG’s allow for a margin of safety.
Maximum residual disinfectant level (MRDL) – The highest level of a disinfectant allowed in drinking water. There is convincing evidence that addition of a disinfectant is necessary for control of microbial contaminants.
Maximum residual disinfectant level goal (MRDLG) – The level of a drinking water disinfectant below which there is no known or expected risk to health. MRDLGs do not reflect the benefits of the use of disinfectants to control microbial contaminants.
Level 1 assessment – A study of the water system to identify potential problems and determine (if possible) why total coliform bacteria have been found in our water system.
Level 2 Assessment – A very detailed study of the water system to identify potential problems and determine (if possible) why an E. coli MCL violation has occurred and/or why total coliform bacteria have been found in our water system on multiple occasions.
