SOUTHWEST ALLEN PARISH WATER DISTRICT
Meeting June 17, 2025
PRESENT: Logan Hamilton, Reggie Bertrand, Katrena Rosas, April Aguillard
OTHERS PRESENT: Adam Sonnier, Jill LeDoux
ABSENT: Gary Savant
The meeting was called to order by President Logan Hamilton at 6:00 p.m. He led the Board in prayer and Pledge of Allegiance was said by all.
April motioned to accept the previous meeting minutes as read and Katrena seconded the motion. Motion carried.
Adam stated there is no update on the next step with the grant program for Little Mill Booster Site.
Adam reviewed through the Annual Water Quality Report for 2024 and the Water Grade from Louisiana Department of Health. The Water District received a 99/A.
The Board reviewed & discussed the Financial Report. Katrena made a motion to accept the Financial Report and pay all bills submitted and Reggie seconded the motion. Motion carried.
Adam reported on the water system. The Auditors completed the 2024 Annual Audit and will be presenting it to the Board at a later date. He informed the Board that Ronald’s truck is currently in the shop at Navarre Chevrolet and also stated that some leaks have been repaired along the system.
Adam updated the Board on the progress of the service line inventory. He stated that Kasey is doing really well and the job is moving along as planned.
July monthly meeting will fall during the Annual LRWA Conference so the Board agreed to move July’s meeting to the following week, July 22nd.
April made a motion to adjourn the meeting at 6:36 p.m. and Reggie seconded the motion. Motion carried.

MEETING JUNE 23, 2025
Meeting was called to order by Waylin Bertrand. Roll call was as follows: Present was Waylin Bertrand, Rusty Reeves, Emma Young and Guests Glen Bruce, Pete Cavenah and Heydan Freeman. Absent were Brandi Croxdale and Mick Estay.
Motion by Sissy Young second by Rusty Reeves to dispense with the reading of minutes. Motion carried.
Motion to accept financial report as presented made by Rusty Reeves second by Mick Estay. Motion carried.
Motion by Sissy Young second by Rusty Reeves to pay invoices presented. Motion carried.
Motion by Rusty Reeves second by Sissy Young to vote on Resolution to set 2025 Tax Milage. Motion carried. Vote was 3 yays 0 nays. 2 absent
Motion by Rusty Reeves second by Sissy Young to declare excess weight equipment surplus/condemned and sell as salvage. Motion carried.

MEETING JUNE 24, 2025
CALL TO ORDER: A quorum being present, the meeting was called to order by Chairman, Dr. Mike Karam. The prayer was led by Adagria Haddock, and all participated in the Pledge of Allegiance.
ROLL CALL: Those present for the meeting were: Dr. Mike Karam, Martha Turner, Keith Guillory, Odessa House, Wilma Hargrove and Angela Hayward. Stevie Barnett was absent.
APPROVAL OF MAY 27, 2025 MINUTES: A motion was made by Angela Hayward and seconded by Keith Guillory, to accept the minutes as written. A unanimous vote was had.
APPROVAL OF DIRECTOR’S REPORT: A motion was made by Martha Turner and seconded by Wilma Hargrove, to approve the Director’s report. A unanimous vote was had.
APPROVAL OF FINANCE REPORT: A motion was made by Martha Turner and seconded by Angela Hayward, to accept the Finance Report as written. A unanimous vote was had.
ADJOURNMENT: There being no more business to come before the Board, a motion was made by Martha Turner and was seconded by Wilma Hargrove, to adjourn the meeting. A unanimous vote was had.

MEETING MARCH 17, 2025
The Village of Reeves met in regular meeting at the Reeves City Hall on March 17, 2025.
Mayor Chris Guillory called the meeting to order at 5:00 pm. All were present except attorney Chad Guidry and Police Chief Waylin Bertrand
The Pledge of Allegiance was recited and followed was a prayer led by Alderman Glenn Ducharme.
Motion by Jeffcoats, second by Estay, and carried to dispense with the reading of the February 3, 2025 meeting and accept as written.
A public meeting was opened to discuss the financials. No comments were made. The public meeting was closed.
Motion by Estay, second by Ducharme, and carried to accept all of the financial reports.
Motion by Ducharme, second by Jeffcoats, and carried authorizing Police Chief Waylin Bertrand to replace Kamela Kingrey as a signer on the TED account.
Discussed CO2 questions and how it will affect the community.
Discussed possible drainage grants to apply for the village.
Motion by Ducharme, second by Jeffcoats, and carried at 5:14 PM to adjourn the meeting.

MEETING APRIL 7, 2025
The Village of Reeves met in regular meeting at the Reeves City Hall on April 7, 2025.
Mayor Chris Guillory called the meeting to order at 6:30 PM. Police Chief Bertrand and Alderman Jeffcoats were not in attendance. The remaining were present.
The Pledge of Allegiance was recited and followed was a prayer led by Alderman Ducharme.
Motion by Estay, second by Ducharme, and carried to dispense with the reading of the March 17, 2025 meeting and accept as written.
A public meeting was opened to discuss the financials. No comments were made. The public meeting was closed.
Motion by Ducharme, second by Estay, and carried to accept all the financial reports.
Discussed the Allen Parish Rural Health Clinic still waiting for a license from the state before officially opening.
Discussed scheduling a smoke test for the sewer plant.
Discussed the estimated time frame for the completion of the new town hall/police department being about 8 weeks.

Mike Smith motioned to approve the financial statement. Voorhies seconded. Motion carried.
Voorhies Leger made a motion to adopt the following millage, hereby levied on the 2025 tax roll on all property subject to taxation by Allen Parish Fire District #4 with the current Millage of 6.88. Mike Smith seconded the motion. A vote was called and as followed.

Motion Passed.
New Business: The June board meeting/annual review is moved to June 19, 2025.
