POLICE JURY
NOTICE TO BIDDERS
The Allen Parish Police Jury, Oberlin, Louisiana will receive sealed bids up to the hour of 4:00 PM on June 2nd, 2025, at the Allen Parish Police Jury Administration building, for the purchase of the following materials.
1. Creosote bridge timbers/materials, and pilings, S1S1E, 10lb treatment.
2. Round and arched pipe per foot, various sizes and coatings, delivered each barn.
3. Rock (washed- oversized road gravel, road gravel, & C-3, sand-clay-gravel, flume sand, red compaction sand, top soil/dirt)
4. Limestone- (30 lb rock, 3×5 limestone, 2’/Ballast, #57, #67, #8, and #610) in both Kentucky Grey and tan or white Bahama limestone
5. Unscreened Cal-base 5-A, Cal-sorb Bed Ash and Portland for soil cement.
6. Liquid Asphalt- (CRS-2, CRS-2-P, CSS -1, (Quote to include delivery to each barn as well as demurrage charge rates.)
7. Hot Mix Asphalt and Cold Mix. Per ton FOB and delivered to various barns.
8. Furnish equipment and labor to lay hot mix asphalt for small projects.
All bids will be for a six month period beginning July 1st through December 31st, 2025 unless otherwise specified. Bids will be opened on June 2nd at 4:00 PM and announced at the public meeting at 6:30.
Specification may be obtained upon request form the Allen Parish Police Jury office by calling between the hours of 7:00 am and 4:00pm. 337-639-4328 and ask for Mr. Joel Johnson or Mrs. Angie Plante.
Bids may be withdrawn at any time prior to the bid closing time, bids received after the closing time will be returned unopened, otherwise all bids will be opened and accepted based on price and availability and will remain in affect until the six month period has ended.
All sealed bids must be identified as such on the envelope, along with the name of the bidding vendor. The Allen Parish Police Jury reserves the right reject any and all bids as it may elect for justified reasons.

The Notice of Special Meeting/Agenda having been duly posted in accordance with requirements, and a quorum being present, the meeting was called to order by Mayor Wayland LaFargue at 10:00 a.m.

Mayor LaFargue called the meeting to order and asked council to consider adopting Resolution No. 2025-08 to submit an FY 2026/2027 Application for funding under the Louisiana Community Development Block Grant for Public Facilities. Mayor Lafargue explained that the resolution would authorize the overlay of roads that weren’t included in the previous overlay project. After some discussion, a motion was made.
Motion to adopt Resolution No. 2025-08 Application for funding under the Louisiana Community Development Block Grant made by Councilwoman Van Norman, second by Councilman Nevils. Vote: 4-0, passed.

With no further business to discuss, the meeting was adjourned.

ACTIVITY IN A 100-YEAR FLOODPLAIN AND WETLANDS

Clearance Demonstration/Demolition
Louisiana Community Development Block Grant
Issue Date: May 29, 2025
To: All Interested Federal, State, and Local Agencies, Groups and Individuals
This is to give notice that the Town of Kinder has determined that the following proposed action under the State of Louisiana Community Development Block Grant (Grant No. B-23-DC-22-0001) is located in or adjacent to a 100-year floodplain and wetlands, and the Town of Kinder will be identifying and evaluating practicable alternatives to locating the action in the floodplain and wetlands and the potential impacts on the floodplain and wetlands from the proposed action, as requested by Executive Order 11988 and 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands. The proposed project will include the demolition/clearance of various residential properties located throughout the Town. The Town of Kinder has determined that some sites for demolition and clearance are located in or adjacent to the floodplain and/or wetlands.
There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and/or wetlands and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain and/or wetlands, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts. Second, an adequate public notice program can be an important public educational tool. The dissemination of information about floodplains and wetlands can facilitate and enhance Federal efforts to reduce the risks associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains or wetlands, it must inform those who may be put at greater or continued risk.

NOTICE OF PUBLIC HEARING
The Town of Kinder will conduct an amended budget hearing on Monday, June 2, 2025, at 6:00 PM in the Council Chambers at the Fred A. Ashy Municipal Building, 333 8th St., Kinder, Louisiana. The Council will consider for final adoption Ordinance No. 883 officially adopting the AMENDED BUDGET for the fiscal year ending June 30, 2025. The purpose of the hearing is to invite public comment and participation in the Town budget process.
The following report is a summary only. Detailed budget statements are available and on file for public inspection at City Hall. Interested persons may examine budget documents between the hours of 8:00 AM and 4:00 PM, Monday through Thursday and between 8:00 AM and 11:00 AM on Friday.
