MEETING APRIL 7, 2025
The Allen Parish School Board met in regular session at the Allen Parish School Board Office in Oberlin, Louisiana, on Monday, April 7, 2025, at 5:00p.m. with the following members present:
Karen Reed, President; Gregory Monceaux, Vice-President; Carleen Mahaffey; Carolyn Manuel; Pete Cavenah; and Kristina LaBuff.
Absent: Sally Moreaux and Cathy Farris
The meeting began with the invocation given by Carolyn Manuel.
Motion by Kristina LaBuff, seconded by Gregory Monceaux, unanimously carried to appoint the superintendent as the Allen Parish school Board Representative to the Allen Parish ITEP Committee.
President Reed acknowledged that the Fairview Lady Panthers and the Oakdale Lady Warriors were scheduled for recognition during the meeting; however, both teams were unable to attend due to prior commitments.
President Reed acknowledged that Easton Chamberlain was to be recognized at the meeting for successfully completing his internship at Allen Oaks Nursing Home; however, he was unable to attend.
Student of the Year Director, Christy Patrick, announced the school level Student of the Year winners. Eighteen students were recognized for their achievement. Only seven students were able to attend. Superintendent Soileau presented the students with a certificate and trophy.
The Allen Parish Student of the Year winners were also recognized at the meeting. Each winner received a $50 check and an engraved, crystal award, presented by Superintendent Soileau. The winners are as follows:
a. Paley Sweat, Elementary Student of the Year, Reeves High School
b. Ellie Goleman, Middle School Student of the Year, Fairview High School (unable to attend)
c. Riley Theriot, High School Student of the Year, Kinder High School.
Principal of the Year Director, Marla Sanders, announced the Allen Parish Principal of the Year, Oberlin Elementary Principal, Pamela Leboeuf. Mrs. Sanders read letters from faculty and students who praised Mrs. Lebouef for her hard work, dedication and how she treats everyone with kindness and respect. Positivity, dedication, and seeing the potential in everyone was the theme of all letters. Mrs. Leboeuf. Superintendent Soileau presented Mrs. Leboeuf with a gift and certificate.
Motion by Carleen Mahaffey, seconded by Pete Cavenah, unanimously carried to approve the minutes of the March 10, 2025, regular meeting.
Motion by Gregory Monceaux, seconded by Carolyn Manuel, unanimously carried to approve the payment of bills authorized by the Finance Committee.
General Fund financial statement for the month ending January 31, 2024 was presented to the board.
Semi-annual General Fund and Special Revenue Funds statement presented to the board.
Motion by Gregory Monceaux, seconded by Pete Cavenah, unanimously carried to approve the engagement letter with Kolder, Slaven and Company, LLC for $38,000 for the annual financial audit and $11,500 for the single audit.
Motion by Carleen Mahaffey, seconded by Carolyn Manuel, unanimously carried to approve the addendum to the engagement letter with Kolder, Slaven and Company, LLC for $9,500 for agreed upon procedures.
Motion by Kristina LaBuff, seconded by Gregory Monceaux, unanimously carried to approve the engagement letter with Kolder, Slaven and Company, LLC for $15,000 for the additional statewide agreed-upon procedures.
Motion by Kristina LaBuff, seconded by Carleen Mahaffey, unanimously carried to approve an out-of-state trip for ten Special Education staff members to attend the Get Your Teach On conference in Dallas, Texas, from June 28 to July 3, 2025.
Motion by Carolyn Manuel, seconded by Kristina LaBuff, unanimously carried to approve an out-of-state trip for Kinder Elementary Principal Jennifer Doucet, Miranda Stanley, Valerie Granger, Taylor Hebert, Laken Buck, Monica Courville, and Jessica Cavenah to attend the Get Your Teach On conference in Dallas, Texas, from June 29 to July 2, 2025.
Motion by Kristina LaBuff, seconded by Gregory Monceaux, unanimously carried to approve an out-of-state trip for Reeves High School Principal Megan Lafargue, Blair Credeur, Zoe Hennigan, and Penny Sweat to attend the Get Your Teach On conference in Dallas, Texas, from June 29 to July 2, 2025.
Motion by Carolyn Manuel, seconded by Gregory Monceaux, unanimously carried to approve an out-of-state trip for IT Support Specialist, Grady Fontenot, to attend the 2025 TCEA Elementary Technology Conference in Galveston, Texas, on June 15-17, 2025.
Motion by Carleen Mahaffey, seconded by Pete Cavenah, unanimously carried to approve an out-of-state trip for Cheer Sponsor Kalee Craver and the Elizabeth High School cheerleaders to attend SCA Cheer Camp in Miramar, Florida on June 10-13,2025.
Motion by Kristina LaBuff, seconded by Gregory Monceaux, unanimously carried to approve an out-of-state trip for District Literacy Coordinator, Stacy Weldon, to attend the Frog Street SPLASH Early Learning Conference in Grapevine, Texas, on July 9-12, 2025.
Superintendent Soileau included the following items in his report to the board:
• District Testing- Supervisor of Instructional Support, Marla Sanders, briefed the board on the district’s upcoming testing. Testing dates were discussed and the progress of testing to date.
• Summer Feeding Program- Supervisor of School Food Service, April Hall, briefed the board on the Summer Feeding Program. The program will be held for eight weeks this summer. Pick-up locations will be at OKES, OBHS, and KHS. Registration for the program will be online only. Beginning date to be announced.
• 3rd Grade Retention/Literacy Spotlight- Federal Programs Director, Misty Alexander and District Literacy Coordinator, Stacy Weldon. The board was updated on the EOY Dibels screening process and expectations. The first Family and Community Engagement district meeting will take place on April 9, 2025. The board was invited to attend.
