The Coushatta Tribe of Louisiana seeks statements of qualifications from licensed engineering firms to provide design and construction oversight for a new 60’x100’ Recycling Center at the Coushatta Casino Resort. Funded by the SWIFR Grant, this $350,000 project includes utility coordination, permitting, bid documents, and Davis-Bacon Act compliance.
KEY DETAILS:
SCOPE: Metal building design, utilities, traffic control, and full construction administration.
FEE CAP: Engineering costs must not exceed 12% of total project cost ($42,000).

The Notice of Meeting/Agenda having been duly posted in accordance with requirements, and a quorum being present, the meeting was called to order by Mayor Pro Tempore Angie Van Norman at 6:00 p.m.

Approval of Minutes: Mayor Pro Tempore asked the council to consider approving the minutes for the regular council meeting of April 7, 2025
Motion to approve minutes as presented made by Councilman Nevils, second by Councilwoman DeWees. Discussion: None. Vote: 4-0, passed.
Mayor Pro Tempore advised the council Councilwoman Tunwar requested that approval of the amended minutes of the special meeting of March 18, 2025 as presented be considered at a later date because Tunwar wished to present additional amendments to those minutes.
Motion to table and continue discussions re: amendments to minutes of the special meeting of March 18, 2025 at the June council meeting made by Councilwoman Sonnier, second by Councilman Nevils. Discussion: None. Vote: 4-0 passed.
Mayor’s Report: NoneChief of Police Report
Chief Courville had nothing to report
Town Attorney Report: Mr. Holmes presented the council with a copy of the current version of the noise regulation ordinance in Article 8.8 of the Kinder Uniform Development Code and explained the relevant sections of thereof, particularly those sections related to defining Daytime Hours and Nighttime Hours; Sound Measurement distances; and permittable decibel levels within Residential zoned areas. Mr. Holmes also presented a draft ordinance to amend such sections should the council so desire.
The council heard from citizen Leonard Marcantel who had previously addressed his concerns to the council earlier in the year. The council sought the input from Chief Courville regarding police department experiences and procedures responding to noise complaints. Chief Courville advised historically the overwhelming majority of noise complaints have been related to commercial bar/lounge businesses in commercial areas.
The council discussed the definitions of Daytime and Nighttime hours, measurement procedures, and permitted noise levels in residential zone areas under the current ordinance and the pros and cons of amending the current ordinance. A consensus was reached concerning amendments including amending the definitions of Daytime and Nighttime hours in section 8.8.2 to commence Nighttime hours at 9:00 p.m., making no changes to the measurement procedures, and reducing the maximum Nighttime noise level in residential areas from 45 dB(A) to 35 dB(A)
Mr. Holmes presented Councilman Nevils a copy of the draft Ordinance to amend several sections of Article 8.8 of the Kinder Uniform Development Ordinance with Holmes’ hand-written notes memorializing the consensus reached by council members regarding amendments. The draft ordinance as revised by the hand-written notes was introduced by Councilman Nevils.
Engineer’s Report: Rhett Deselle of Pan American Engineers (PAE) reported: on the wastewater treatment plan project, PAE continues to work with general contractor to complete two or three items remaining on the punch list for the wastewater treatment plan; on the Nixon Addition drainage improvement project, PAE has completed modeling, has commenced preparing conceptual design for the project concentrating on improving the main drainage ditch serving that area, and anticipated the project could go out for bid by late summer. Councilwoman Sonnier inquired about the necessity to clear all ditches in the Nixon Addition; Deselle advised yes in general, but also depended upon how much funds would be available for the project. Deselle additionally reported on the status of grants: CDGB clearance grant: applied for and expecting announcement soon re: approval; grant to improve local streets: pre-application submitted under local transportation assistance program to improve street signage and pavement markings; grant from USDOT Pipeline Safety and Hazardous Materials Administration to improve natural gas distribution system: waiting for grant opportunity to be opened by the USDOT, anticipate submitting an application later this month for funding to improve/replace gas meters; grant under Office of Community Development CDBG for public facilities: PAE preparing grant for funding to repair streets.
Councilwoman Van Norman inquired about the status of the Park Road bridge project. Deselle advised PAE is not managing that project.
