Shall Road District No. 1 of the Parish of Allen, State of Louisiana (the “District”), continue to levy a special tax of 22.03 mills on all property subject to taxation in the District (an estimated $253,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of 10 years, beginning with the year 2026 and ending with the year 2035, for the purpose of constructing, improving, operating and maintaining Parish roads and bridges within the District?

Shall Road District No. 3 of the Parish of Allen, State of Louisiana (the “District”), continue to levy a special tax of 37.62 mills on all property subject to taxation in the District (an estimated $592,500 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of 10 years, beginning with the year 2026 and ending with the year 2035, for the purpose of constructing, improving, operating and maintaining Parish roads and bridges within the District, said millage to represent a 1.83 mills increase (due to reappraisal) over the 35.79 mills tax authorized to be levied through the year 2025 pursuant to an election held on March 28, 2015?

Shall Sub-Road District No. 5A of the Parish of Allen, State of Louisiana (the “District”), continue to levy a special tax of 2.79 mills on all property subject to taxation in the District (an estimated $195,600 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of 10 years, beginning with the year 2026 and ending with the year 2035, for the purpose of constructing, operating and maintaining Parish roads and bridges within the District?
There was found by said count and canvass that (i) there was a total of 104 votes cast IN FAVOR OF Road District No. 1 Proposition and a total of 44 votes cast AGAINST Road District No. 1 Proposition, as hereinabove set forth, and that there was a majority of 60 votes cast IN FAVOR OF Road District No. 1 Proposition as hereinabove set forth, (ii) there was a total of 35 votes cast IN FAVOR OF Sub-Road District No. 1 of Road District No. 1 Proposition and a total of 12 votes cast AGAINST Sub-Road District No. 1 of Road District No. 1 Proposition, as hereinabove set forth, and that there was a majority of 23 votes cast IN FAVOR OF Sub-Road District No. 1 of Road District No. 1 Proposition as hereinabove set forth, (iii) there was a total of 61 votes cast IN FAVOR OF Road District No. 3 Proposition and a total of 46 votes cast AGAINST Road District No. 3 Proposition, as hereinabove set forth, and that there was a majority of 15 votes cast IN FAVOR OF Road District No. 3 Proposition as hereinabove set forth, (iv) there was a total of 58 votes cast IN FAVOR OF Road District No. 4 Proposition No. 1 and a total of 39 votes cast AGAINST Road District No. 4 Proposition No. 1, as hereinabove set forth, and that there was a majority of 19 votes cast IN FAVOR OF Road District No. 4 Proposition No. 1 as hereinabove set forth, (v) there was a total of 62 votes cast IN FAVOR OF Road District No. 4 Proposition No. 2 and a total of 33 votes cast AGAINST Road District No. 4 Proposition No. 2, as hereinabove set forth, and that there was a majority of 29 votes cast IN FAVOR OF Road District No. 4 Proposition No. 2 as hereinabove set forth and (vi) there was a total of 304 votes cast IN FAVOR OF Sub-Road District No. 5A Proposition and a total of 237 votes cast AGAINST Sub-Road District No. 5A Proposition, as hereinabove set forth, and that there was a majority of 67 votes cast IN FAVOR OF Sub-Road District No. 5A Proposition as hereinabove set forth. Therefore, it has been declared by the governing authority of the Districts that the Propositions as hereinabove set forth were duly CARRIED by a majority of the votes cast by the qualified electors voting at the said special elections held in the Districts on Saturday, December 7, 2024. Results by precinct are available from the Secretary-Treasurer of the Police Jury during regular business hours or via the Louisiana Secretary of State’s website (voterportal.sos.la.gov). The actual cost of the elections as determined by the Louisiana Secretary of State in accordance with the provisions of Chapter 8-A of Title 18 of the Louisiana Revised Statutes of 1950, as amended, is $4,354.81.

Despite acceptance of this payment, JD Bank has failed to process it correctly, misrepresenting the account status and violating federal and contractual obligations.
JD Bank was formally notified and given 14 days to comply. Due to their failure to act, legal action is now being pursued to enforce full discharge of the debt and seek damages for wrongful debt collection practices.
This notice serves as public record of JD Bank’s non-compliance and will be followed by formal legal proceedings. Any further collection attempts will be deemed unlawful and subject to additional legal consequences.

The Coushatta Tribe of Louisiana Seeks Public Comments on Long-Range Transportation Plan
The Coushatta Tribe of Louisiana’s Department of Transportation (DOT) is developing a Long-Range Transportation Plan (LRTP) for the Tribal community. The DOT initiated the study to identify both short- and long-range improvement opportunities to improve connectivity, mobility, and safety on roadways and other transportation facilities serving the Tribe and the surrounding community.
Now, we are looking for your input.
The LRTP examines existing and future transportation needs to define investment priorities over the next 20+ years. The goal of the study is to improve transportation safety and travel efficiency while planning for long-term economic growth. The draft document is available online at Coushatta.org under Public Notice and is available for public comment. Review the Plan, which presents the Tribe’s planned priority transportation projects, and share your comments. The meeting was called to order by President Logan Hamilton at 6:00 p.m. He led the Board in prayer and Pledge of Allegiance was said by all.
Katrena motioned to accept the previous meeting minutes as read and Gary seconded the motion. Motion carried.
Adam reported that we are still waiting on Well 3 generator. He said the weather has put a halt on everything. He also stated that he hasn’t heard anything back on Little Mill Booster Site. Meyers is still waiting to hear if we will receive any funds applied for from the Grant Program.
Adam updated the Board on the completion of the Sanitary Survey documentation. He said they took pictures of the completed discrepancies and sent them in to the Department of Health. The water district received an official letter from the state saying that all issues have been resolved.
The Board reviewed & discussed the Financial Report. Katrena made a motion to accept the Financial Report and pay all bills submitted and Gary seconded the motion. Motion carried.
Reggie brought to the Boards attention about a cost of living raise for the water district employees. The last cost of living raise for employees was four years ago on April 1, 2021. The Board agreed to a 3% cost of living raise effective immediately. Gary made a motion to accept the 3% cost of living raise and Reggie seconded the motion. Motion carried.
Adam informed the Board that the water district received a letter from the current insurance company informing us that they will not be renewing our policy. They are currently looking into another company to cover the water district. He also stated that the premium will more than likely be higher.
Katrena made a motion to adjourn the meeting at 6:43 p.m. and Gary seconded the motion. Motion carried.
