NOTICE OF SPECIAL ELECTION
Pursuant to the provisions of a resolution adopted by the Board of Commissioners of Elizabeth Recreation District No. 3, Allen Parish, Louisiana (the “Governing Authority”), acting as the governing authority of Elizabeth Recreation District No. 3, Allen Parish, Louisiana (the “District”), on December 5, 2024, NOTICE IS HEREBY GIVEN that a special election will be held within the District on SATURDAY, MARCH 29, 2025, and that at the said election there will be submitted to all registered voters in the District qualified and entitled to vote at the said election under the Constitution and Laws of the State of Louisiana and the Constitution of the United States, the following proposition, to-wit:

Shall Elizabeth Recreation District No. 3, Allen Parish, Louisiana (the “District”), continue to levy a special tax of 11.28 mills on all the property subject to taxation in the District (an estimated $31,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of 10 years beginning with the year 2026 and ending with the year 2035, for the purpose of acquiring, constructing, improving, maintaining, and/or operating recreational facilities for the District?
The said special election shall be held at the polling places for the following precincts, which polls will open at seven o’clock (7:00) a.m. and close at eight o’clock (8:00) p.m., in accordance with the provisions of La. R.S. 18:541, to-wit:

The polling places for the precincts set forth above are hereby designated as the polling places at which to hold the said election, and the Commissioners-in-Charge and Commissioners, respectively, shall be those persons designated according to law.
The estimated cost of this election as determined by the Secretary of State based upon the provisions of Chapter 8-A of Title 18 and actual costs of similar elections is $12,400.
Notice is further given that a portion of the monies collected from the tax described in the Proposition shall be remitted to certain state and statewide retirement systems in the manner required by law.
The said special election will be held in accordance with the applicable provisions of Chapter 5 and Chapter 6-A of Title 18 of the Louisiana Revised Statutes of 1950, as amended, and other constitutional and statutory authority, and the officers appointed to hold the said election, as provided in this Notice of Special Election, or such substitutes therefor as may be selected and designated in accordance with La. R.S. 18:1287, will make due returns thereof to said Governing Authority, and NOTICE IS HEREBY FURTHER GIVEN that the Governing Authority will meet at its regular meeting place, the City Hall, 206 Poplar Street, Elizabeth, Louisiana, on THURSDAY, MAY 1, 2025, at 7:00 P.M., and shall then and there in open and public session proceed to examine and canvass the returns and declare the result of the said special election. All registered voters of the District are entitled to vote at said special election and voting machines will be used.

Meeting
December 3, 2024
Call to Order: A meeting was held at 225 East 5th Avenue.
The meeting was called to order at 6:04 p.m. by Dr. Thomas Davis.
Attendees: Members in attendance: Dr. Thomas Davis, President, Roy Gordon, Gwen Alsbury and Guy Arnold via phone.
New Business: A motion was made to accept the November meeting minutes by Roy Gordon and was seconded by Gwen Alsbury. Motion carried.
Financials for the month of November were presented to the Board. A motion was made to accept the financials was made by Guy Arnold and Roy Gordon. Motion carried.
Pam Pender stated it is time for the Annual Ethics and Sexual Harassment Training. Information was given to members on how to complete the training.
Old Business: Pam Pender gave an update on the swimming pool.
Dr. Davis stated a payment was made to Ewing Outdoor Supply in the amount of $549.00 for supplies for the boy’s baseball field. This matter had previously been approved at a prior meeting.
Adjournment: Gwen Alsbury made a motion to adjourn and was seconded by Roy Goron. Motion carried.

PUBLIC NOTICE FOR PUBLIC HEARING
Village of Elizabeth, Louisiana
The Village of Elizabeth will hold a public hearing at 4:00 p.m. on February 27, 2025 at the Elizabeth Town Hall located at 230 Poplar St., Elizabeth, LA. The purpose of the meeting is to obtain views on the housing and community development needs of the Village and to discuss the submission of an application for funding under the State of Louisiana FY 2026/2027 Community Development Block Grant (LCDBG) Program. The following items will be discussed at the hearing:
A. The amount of funds available for proposed community development and housing activities;
B. The range of activities available that may be undertaken, including the estimated amount of funds proposed to be used for activities that will benefit persons of low and moderate incomes;
C. The plans of the Village for minimizing displaced persons as a result of activities assisted with such funds and the benefits to be provided by the Village to persons actually displaced as a result of such activities; and,
D. The Village past performance on LCDBG projects funded by the State of Louisiana.
All residents, particularly those of low and moderate income and residents of slum and blighted areas of the Village are encouraged to attend this meeting.
Accommodations will be made for persons with disabilities and/or limited English proficiency provided that three (3) days’ notice are received by the Village.
Those citizens unable to attend this hearing may submit their views and proposals until February 27, 2025 in writing to:

On the 4th day of February, 2025 at 5:30p.m. commissioners met in a Special/Regular Session. The meeting was call to order and on roll call the following members of the body were presented:

The Chairman, Dr. Charles Vidrine, ordered that the following Waiver and Consent be spread upon the minutes.
WAIVER OF NOTICE OF AND CONSENT TO SPECIAL MEETING
We, the undersigned do hereby accept notice of this Regular/Special Meeting, waiving and all irregularities in the service of notice and do hereby consent and agree that the Board of Commissioners of the Housing Authority of the City of Oakdale, Louisiana shall meet at their regular meeting place at 5:30p.m. on the 4th day of February 2025, for the following purposes:
1. Amend resolution number 2054 to hire general contractor for the remediation for DR4570 disaster units.
2. Certificate of Deposit
To transact any other business that may come before the meeting.

RESOLUTION NO. 2084
WHEREAS THERE IS A NEED, for the Board of Commissioners to amend resolution 2054 dated May 11, 2023 related to DR4570 disaster units.
BE IT RESOLVED THAT, the Board of Commissioners has amended resolution 2054 dated May 11, 2023 related to DR4570 disaster units. Due to FEMA obligation timeframe beyond the control of the owner (Oakdale Housing Authority) the contract has been on hold through mutual consent between the general contractor, E.L. Habetz Builders, Inc. and owner, Oakdale Housing Authority until January 27, 2025. The base bid has not changed and has been accepted and FEMA funding has been obligated for remediation.
After discussion Commissioner Bacon moved that the resolution be adopted as introduced and read. The motion was seconded by Commissioner Johnson and on roll call the following vote was recorded:
AYES: Vidrine, Bacon, Rhines, Johnson
NAYS: None
The Chairman thereupon declared the motion carried.
RESOLUTION NO. 2085
WHEREAS THERE IS A NEED, for the Board of Commissioners to approve to withdraw certificate of deposits as needed for the 10% cost share for the DR4570 disaster units.
BE IT RESOLVED THAT, the Board of Commissioners has approved to withdraw the certificate of deposits as needed for the 10% cost share for the DR4570 disaster units by the board chairman and the executive director as two signatures are required.
After discussion Commissioner Johnson moved that the resolution be adopted as introduced and read. The motion was seconded by Commissioner Rhines and on roll call the following vote was recorded:
AYES: Vidrine, Johnson, Rhines, and Bacon
NAYS: None
The Chairman thereupon declared the motion carried.
There being no further business to come before the meeting Commissioner Johnson moved that the meeting be adjourn, which motion was duly seconded by Commissioner Rhines and carried by unanimous vote.
The Chairman thereupon declared the meeting adjourned.
