Call to Order
A meeting was held at 225 East 5th Avenue.
The meeting was called to order at 6:04 p.m. by Dr. Thomas Davis.
Attendees: Members in attendance: Dr. Thomas Davis, President and Roy Gordon. Greg Strother and Guy Arnold were present via phone.
New Business: A motion was made to accept the October meeting minutes by Roy Gordon and was seconded by Guy Arnold. Motion carried.
Financials for the month of October were presented to the Board. A motion was made to accept the financials was made by Guy Arnold and Roy Gordon. Motion carried.
Old Business: Pam Pender gave an update on the swimming pool.
The Budget for 2025 was presented to the Board. A motion was made to approve the 2025 budget by Roy Gordan and seconded by Guy Arnold. Motion Carried.
Adjournment: Roy Gordon made a motion to adjourn and was seconded by Greg Strother. Motion carried.

Notice is hereby given that at its meeting to be held on Monday, February 10, 2025 at 6:30 p.m. at its regular meeting place, the Village Hall, 230 Poplar Street, Elizabeth, Louisiana, the Mayor and Council of the Village of Elizabeth, State of Louisiana, plans to consider adopting a resolution ordering and calling an election to be held in the Village of Elizabeth, State of Louisiana to authorize the levy of a sales and use tax therein.

VILLAGE OF ELIZABETH
REQUEST FOR PROPOSALS FOR GRANT MANAGEMENT SERVICES
The Village of Elizabeth is seeking the services of a qualified firm or individual to provide grant management services pertaining to the Village’s Natural Gas Distribution Infrastructure Safety and Modernization Project funded through the U.S. Department of Transportation Pipeline and Hazardous Materials Safety Administration (PHMSA). The Village is requesting Proposals from qualified firms or individuals to provide grant management services for the eligible project funded through the PHMSA Program.
The project includes the replacement of an 8-mile long 6” steel distribution line between Calcasieu River and the Village’s check meter with a 4” high density polyethylene pipe.
The scope of services include, but are not limited to, federal program compliance, preparation of request for payment preparation of the Phase II Environmental Review Record, and project implementation in compliance with PHMSA requirements. The agreement will be on a lump sum, fixed price basis, with payment terms to be negotiated with the selected offeror.
The Village of Elizabeth shall evaluate each respondent based on the written materials submitted and according to the following selection criteria:
1. Price Consideration (Maximum of 10 points) Provide a lump sum fixed fee proposal based upon the project funding of $2,330,843.
The lowest priced proposal will receive the maximum points for price. Other, more expensive proposals will receive reduced amounts of points awarded for price based on the following formula with rounding to the nearest tenth.

2. Qualifications of personnel to be assigned to the project – Maximum of 30 points

4. Capability of the Firm (total personnel, ability to meet time schedule, etc.) – Maximum of 30 points
