Seismic Public Meeting Notice
To the Citizens and Landowners of Allen Parish, Louisiana
Paragon Geophysical will be conducting a 67 square-mile 4D seismic survey, as well as a 55 linear-mile 2D seismic survey in portions of Townships 2S, 3S, and 4S, Ranges 4W and 5W. The surveys are tentatively scheduled to begin in March of 2025 and last until the end of July 2025.
The surveys require the deployment of motion sensing devices (geophones or receivers), which would be set at regular intervals along the receiver lines, and each project will incorporate a Vibroseis energy source (Vibrator trucks) on existing roads and trails. For the 2D seismic survey, source and receiver points would be located along the same lines, rather than in a grid pattern, with receivers and source points placed at intervals of 82.5 feet along the lines. For the 4D seismic survey, receivers would be placed at intervals of 82.5 feet along lines spaced 495 feet apart, and Vibroseis points would be spaced at intervals of 41.25 feet along existing roads and trails within the project area.
Existing trails, rights-of-way, and roads will be used to gain access to interior areas to the extent possible during all phases of operations; however, there will be off-road UTV travel along receiver lines for surveying operations and deployment and retrieval of recording equipment. Presence in any given area will be brief. No permanent access, structures, or features would result. All impacts would be minimal, temporary, and localized to source and receiver lines.
To provide the public with additional information regarding the seismic survey, Paragon Geophysical and LDWF will hold a public meeting at 6:00 pm on January 13, 2025. The meeting will be held at the Allen Parish Police Jury Building, 602 Court Street, Oberlin, LA 70655.

The Village of Reeves met in regular meeting at the Reeves City Hall on October 7, 2024. Mayor Chris Guillory called the meeting to order at 6:30 pm. All were present. The Pledge of Allegiance was recited and followed was a prayer led by Alderman Glenn Ducharme.

On November 2nd they are hosting the 10th Annual Community Pancake Breakfast Honoring Veterans. This is not only for veterans to attend, but also open for the community to join in and honor and eat breakfast with our local veterans. This will be held at The Grand Church in Kinder from 6:00 AM-10:00 AM. There will be free food for all and door prizes and gift bags for the veterans in attendance. On November 3rd there will be a Veterans Day program at the East Beauregard High School football stadium from 12:00 PM- 4:00 PM but the ceremony will be held at 1:15 PM. November 11th is Veterans Day and Mr. Thomas wanted to spread awareness about speaking to veterans in our community about reaching out to Mr. Eric Kuyper for any and all needs that they may need. Mr. Kuyper is serving as the Commissioner for the Louisiana Department of Veterans Affairs and wants to be there to help veterans in our community.

(GRID RESILIENCE)
NOTICE is hereby given, pursuant to Article IV, Section 21(D)(1) of the Louisiana Constitution, that on December 30, 2024, Cleco Power LLC (“Cleco Power”), an electric public utility supplying retail electric service to approximately 295,000 customers in twenty-four (24) parishes in the State of Louisiana through its retail business and supplying wholesale power in the State of Louisiana, filed with the Louisiana Public Service Commission (the “LPSC”), its Application for: (I) Authorization of Phase I of the Comprehensive Hardening Plan; (II) Related Rate Recovery; and (III) Expedited Treatment (the “Application”). The Application requests LPSC authorization of Phase I of the Cleco Power Comprehensive Hardening Plan (“Resilience Plan”), which includes approximately $257.6 million in resilience projects proposed to be implemented in the first five (5) years (2026-2030) of the Resilience Plan, and the proposed Grid Resilience Cost Recovery Rider (“Grid Resilience Rider” or “Rider”). The Resilience Plan is a multi-year plan of capital projects intended to enhance the resiliency of Cleco Power’s transmission and distribution infrastructure by reducing future restoration costs and outage impacts to Cleco Power’s customers and communities. Cleco Power’s Resilience Plan will not result in a change in rates unless approved by the LPSC and implemented by Cleco Power. The twenty-four parishes in which Cleco Power provides service are: Acadia, Allen, Avoyelles, Beauregard, Calcasieu, Catahoula, Desoto, Evangeline, Grant, Iberia, Jefferson Davis, Lasalle, Natchitoches, Rapides, Red River, Sabine, St. Landry, St. Martin, St. Mary, St. Tammany, Tangipahoa, Vermilion, Vernon, and Washington.
Cleco Power also seeks approval of the Grid Resilience Rider to permit timely recovery of the Resilience Plan’s revenue requirement. The proposed Rider would accomplish contemporaneous recovery of Resilience Plan costs through a forward-looking rate that would also include a true-up after a prudence review.
Cleco Power also requests authorization to create a regulatory asset for the remaining net book value associated with assets that must be retired and replaced with new assets as part of the Resilience Plan. Cleco Power would include the regulatory asset in rate base and amortize such retired plant costs at a rate consistent with the associated depreciation expense effective in Cleco Power’s most recent rate case (see LPSC Docket No. U-36923). With this ratemaking treatment, customers would not see an incremental increase in base rates while Cleco Power recovers its prudently incurred resilience costs through the Grid Resilience Rider, all else being equal.
Lastly, Cleco Power requests LPSC acknowledgement of Cleco Power’s seeking a waiver from the Federal Energy Regulatory Commission (“FERC”) to allow Cleco Power to capitalize certain one-time asset transfer costs incurred in conjunction with its Resilience Plan that would otherwise be expensed in the year the work was performed, as required by the FERC Uniform System of Accounts. This waiver would reduce the Resilience Plan’s immediate bill impacts to customers.
Notice of Cleco Power’s Application will be published in the January 17, 2025, Official Bulletin of the LPSC. The proposed rate change will affect all parishes served by Cleco Power.

Notice is hereby given, pursuant to Article IV, Section 21(D)(1) of the Louisiana Constitution and Louisiana Public Service Commission General Order 7/1/2019 (Docket R-34738), that on December 30, 2024, Entergy Louisiana, LLC (“ELL”), a public utility providing retail electric and gas service in various parishes throughout the State of Louisiana, filed with the Louisiana Public Service Commission (“LPSC”) an Application (“Application”) for recovery in rates of costs related to Hurricane Francine.
The Application requests that the LPSC, among other things: (1) find the costs incurred by ELL in restoring serving and repairing its facilities in the wake of Hurricane Francine, totaling $183,572,459, to be reasonable and necessary and, therefore, eligible for recovery from customers; (2) specify and approve the functionalization of the costs incurred by ELL in responding to Hurricane Francine; (3) as to the distribution-related capital costs incurred by ELL in responding to Hurricane Francine (the “Francine Distribution Capital Costs”), approve ELL’s authority to recover those costs pursuant to Section 3.A.1 or, alternatively, through Section 3.C of the Formula Rate Plan Rider Schedule FRP (“Rider FRP”), approve the recovery of the functionalized Francine Distribution Capital Costs pursuant to the terms (except the cap) of the Distribution Recovery Mechanism (“DRM”) of Rider FRP, and vote to take up, and approve, at the LPSC’s February 2025 Business and Executive Session recovery by ELL of the Francine Distribution Capital Costs through Rider FRP on an interim basis, subject to refund and true-up, with such interim rate adjustment beginning with the first billing cycle for March 2025 and pending such time as the LPSC completes its full prudency review and the LPSC’s Order becomes final; (4) authorize ELL to recover carrying costs on the Francine Distribution Capital Costs from the date on which the storm costs were incurred until the date ELL begins recovering its storm costs through rates; (5) as to the operations and maintenance costs incurred by ELL in responding to Hurricane Francine and the referenced carrying costs, affirm ELL is authorized to withdraw $30,000,000 from ELL’s previously funded storm escrow for those costs; and (6) grant such other relief to which ELL shows itself to be entitled.
The estimated bill effect of the costs sought by ELL in the Application for responding to Hurricane Francine is an estimated increase of $0.80 per month for a residential customer that receives 1,000 kWh of electric service per month, with an annualized typical monthly bill for such a customer increasing from $127.44 per month to an estimated $128.24 per month.

Granting to Entergy Louisiana, LLC (formerly Louisiana Power & Light Company), its successors and assigns, the franchise, right and privilege, for a period of Twenty-Five (25) years from the date of the adoption hereof, to supply, in such manner as it deems best, electric power and energy throughout the Parish of Allen Louisiana, and to the inhabitants thereof, or to any person, firm, or corporation, and the right to acquire, construct, operate, and maintain such plants, structures, transmission lines, distribution systems, and equipment as may be useful or necessary for the generation, production, transportation, distribution, and/or sale of electric power and energy throughout the Parish of Allen, Louisiana, and the right to erect, operate, and maintain poles, masts, supports, wires, cables, transmission lines, conduits, conductors, substations distribution systems, and any and all other appliances useful or necessary for the transportation and/or distribution and/or sale of electric power and energy on, over, under, along, upon, and across all of the present and/or future streets, roads, highways, alleys, and public places of the Parish of Allen, Louisiana, not within the limits of any incorporated city, town or village, and the right to repair, replace, or remove same, or any portion thereof, and the right to connect any such transmission line or distribution system to any other transmission line or distribution system for the purpose of transporting electric power and energy into, through, or beyond the boundaries of the Parish.
SECTION 1. Be it ordained by the Police Jury of the Parish of Allen, Louisiana, in regular session duly convened, that the Parish of Allen, Louisiana, hereinafter called the “Parish,” grants and there is hereby granted to Entergy Louisiana, LLC, its successors and assigns, hereinafter called “Company,” in addition to the rights and privileges presently in effect and enjoyed by the Company, a franchise, right, and privilege, from date of the adoption hereof, to supply electric power and energy throughout the Parish of Allen, Louisiana, and to the inhabitants thereof, or to any person, firm, or corporation, in such manner and from such sources as the said Company deems best, and the right to acquire, construct, operate, and maintain such plants, structures, transmission lines, distribution systems, and equipment as may be useful or necessary for the generation, production, transportation, distribution, and/or sale of electric power and energy throughout the Parish of Allen, Louisiana, and the right to erect, operate, and maintain poles, masts, supports, wires, cables, transmission lines, conduits, conductors, substations, distribution systems, and any and all other appliances useful or necessary for the transportation and/or distribution and/or sale of electric power and energy on, over, under, along, upon, and across all of the present and/or future streets, roads, highways, alleys, and public places of the Parish of Allen Louisiana, not within the limits of any incorporated city, town or village, and the right to repair, replace, or remove same, or any portion thereof, and the right to connect any such transmission line of distribution system to any other transmission line or distribution system for the purpose of transporting electric power and energy into, through, or beyond the boundaries of the Parish.
SECTION 2. Be it further ordained, etc., that this Franchise is granted upon and subject to the following provisions:
1. This Franchise, so far as it applies to the use of any state highway for the purposes herein specified, shall be without effect without the written consent and approval of the Louisiana State Highway Engineer, and no work shall be undertaken by the Company on any state highway without the written consent of the State Highway Engineer in accordance with the provisions of revised statute 33:4362.
2. In maintaining its properties the Company shall not unnecessarily or unreasonably impair or obstruct the streets, roads, highways, alleys, sidewalks, and public grounds, and the Company shall, at its own expense, without unreasonable delay, make all necessary repairs to remedy any damage or remove any obstruction caused by its operations hereunder.
3. The Company shall use reasonable precautions to avoid damage or injury to persons or property, and shall hold and save harmless the parish from all damages, losses, or expense caused by the negligence of the Company, its agents or employees, while exercising any of the rights herein granted.
SECTION 3. Be it further ordained, etc., that the Parish shall make, adopt, and enforce all ordinances necessary to protect the property and property rights of the Company owned and operated under this Franchise, and the Parish will not in any way interfere with the full legal use by the Company of the property which it now maintains or may hereafter maintain in the Parish.
SECTION 4. Be it further ordained, etc., that this Ordinance, the public health and welfare and the public necessity requiring it, shall take effect from and after its adoption.
SECTION 5. Be it further ordained, etc., that this Franchise shall be for a period of Twenty-Five (25) years from the date hereof, and upon exercise by the Company of any of the privileges granted by this Franchise, it shall be irrevocable.
SECTION 6. Be it further ordained, etc., that nothing in this Franchise shall be construed as superseding, repealing, canceling, modifying, or in any way affecting any of the rights enjoyed by Entergy Louisiana, LLC, under that certain franchise granted by Ordinance No. 6631, adopted by the Police Jury on the 7th day of October, 2024, and said franchise is hereby recognized as continuing in full force and effect in accordance with its terms.
SECTION 7. Be it further ordained, etc., that Entergy Louisiana, LLC shall file with the Parish of Allen, Entergy Louisiana, LLC’s written acceptance of this ordinance not later than three (3) months from the date of its passage.
WHEREUPON, in open session said Ordinance was read and considered section by section and as a whole.
Mr. Chad Sanders seconded the motion to adopt the Ordinance.
The President then ordered a vote of the yeas and nays on its final passage, and upon roll call such votes were as follows:
