Seismic Public Meeting Notice
To the Citizens and Landowners of Allen Parish, Louisiana
Paragon Geophysical will be conducting a 67 square-mile 4D seismic survey, as well as a 55 linear-mile 2D seismic survey in portions of Townships 2S, 3S, and 4S, Ranges 4W and 5W. The surveys are tentatively scheduled to begin in March of 2025 and last until the end of July 2025.
The surveys require the deployment of motion sensing devices (geophones or receivers), which would be set at regular intervals along the receiver lines, and each project will incorporate a Vibroseis energy source (Vibrator trucks) on existing roads and trails. For the 2D seismic survey, source and receiver points would be located along the same lines, rather than in a grid pattern, with receivers and source points placed at intervals of 82.5 feet along the lines. For the 4D seismic survey, receivers would be placed at intervals of 82.5 feet along lines spaced 495 feet apart, and Vibroseis points would be spaced at intervals of 41.25 feet along existing roads and trails within the project area.
Existing trails, rights-of-way, and roads will be used to gain access to interior areas to the extent possible during all phases of operations; however, there will be off-road UTV travel along receiver lines for surveying operations and deployment and retrieval of recording equipment. Presence in any given area will be brief. No permanent access, structures, or features would result. All impacts would be minimal, temporary, and localized to source and receiver lines.
To provide the public with additional information regarding the seismic survey, Paragon Geophysical and LDWF will hold a public meeting at 6:00 pm on January 13, 2025. The meeting will be held at the Allen Parish Police Jury Building, 602 Court Street, Oberlin, LA 70655.

The meeting was called to order at approximately 6:00 p.m., November 18, 2024

The minutes from the last meeting, held on October 14, 2024, were given. With no opposition, Randy Welch motioned to accept the minutes, seconded by Bill Randolph.

Old Business: All violations/deficiencies cited on the sanitary survey on June 26, 2024, by Rory Dobb of the Louisiana Department of Health, have been corrected. All issues that were currently reflected in the water system have been corrected.
A motion to approve the audit engagement for the year ended in June 2024, not exceeding $11,500 was approved, with no opposition.
New Business: An overview of the 2023-2024 Annual Audit with Steven Derouen & Associates was presented. To review the audit report online go to www.apwd1.com.

AND WHEREAS, the finance committee annually reviews the status of this revenue and associated salary and benefit expenditures to determine any accumulated surplus,
AND WHEREAS, it has been determined that a surplus did exist at June 30, 2024 sufficient enough to grant a salary supplement in the form of an additional check in conjunction with the 2024-2025 State Stipend to the employees of the Allen Parish School Board for services rendered in the fiscal year 2024-2025, and is to be paid in December, 2024, on a date to be determined by the Superintendent of the Allen Parish School Board,
AND WHEREAS, an employee is defined as an individual working full-time or part-time in their respective position and employed by the Allen Parish School Board on December 2, 2024, and worked at least 1 day from July 1, 2024 to December 2, 2024, (excludes Board members, substitute labor is not considered to be part-time employees). An employee that is considered a half day employee will receive half of the supplement amount and an employee on sabbatical leave will receive 65% of the supplement amount,
AND WHEREAS, this supplement is being provided conditioned on employees completing their respective scheduled days to be worked for the 2024-2025 fiscal year and any employee not fulfilling this requirement is subject to having the supplement prorated by the Superintendent and surrendering any portion not earned,
THEREFORE BE IT RESOLVED that all degreed professionals shall be paid a gross supplement of $1,500 and all other personnel shall be paid a gross supplement of $1,500 and that any exceptions to the preceding definitions and rules will be resolved by the Superintendent and that said supplement is to be paid on a date to be determined by the Superintendent of the Allen Parish School Board after December 2, 2024, but not later than December 20, 2024.

Motion by Gregory Monceaux, seconded by Pete Cavenah, unanimously carried to approve an out-of-state trip for district leaders to attend the “Get Your Teach On L.E.A.D On Conference” in Las Vegas, Nevada, January 18-20,2025.
Motion by Carleen Mahaffey, seconded by Carolyn Manuel, unanimously carried to approve an out-of-state trip for Elizabeth Faulk, Coordinator of Data and Technology, to attend the TCEA Convention and Exposition in Austin, Texas, January 31, 2025 through February 6, 2025.
Superintendent Soileau included the following items in his report to the board:
• Attended the Veteran’s Day program at Oberlin Elementary this morning. It was a great turnout and program.
• Thanksgiving break will be November 25th-29th. 12 month employees will work Monday and Tuesday.
• Oakdale High School sustained flooding from the recent torrential rains. A company from Church Point was hired to help with the clean-up. Many members from the community and staff members were there to help and school resumed on Monday.
• School Performance Scores for schools and parish should release this month. The results will be based off the old formula. Changes will be made to the formula for next year.
• The Virtual/Parent/Teacher Conference day that took place on October 25th was a success. 788 families signed in either in person or by phone. 253 families completed the postconference survey with 100% positive responses.
• LSBA Conference will take place February 25-27, 2025 at the Golden Nugget in Lake Charles, La.
• Our finance committee meetings for the remaining of the year will take place November 20th, December 4th, and December 18th.
• Our next board meeting will take place on December 9th at 11:00. We will have a Christmas meal immediately following.
• Kenny Courville, Supervisor of Child Welfare & Attendance, Transportation and Special Services, gave an update on New Pathways. The second part of the expansion is near completion. The new addition will allow for short term K-4 students. New Pathways currently houses 5th-12th grade students. The new teacher and paraprofessional who will be housed at New Pathways have been working in schools through-out the district in preparation for the opening.
• Marla Sanders, Supervisor of Instructional Support, gave an update on CLEP testing. Testing will take place on November 12th and November 14th. 44 students will be testing. The Dibels testing schedule was presented to the board. Our IT Department has been working hard to make sure that all upcoming testing goes smoothly. An update on the recent New Teacher Fellowship was given. The teachers were trained on Google Drive, Go Guardian, J Campus, Kami and email.
• Dr. Scott Lejeune, Supervisor of Special Education & Pupil Appraisal Services, announced that the Sped Law Workshop will take place November 18-19, 2024. Members of his staff, himself, three board members will be attending. The Special Education Community meeting will take place on November 21,2024, it will begin at 5:30pm and will be held in the APSB board room. The 2024-2025 Special Education Advisory Committee was also announced.
• Stacy Weldon, Literacy Coordinator, gave an update on the recent Dyslexia Conference she attended. Highlights of the conference were evaluations and data, 10 rules for data usage, and communication.

Public Council meeting was held 12/9/24 at 6:30pm at the Elizabeth Village Hall, 230 Poplar Street, Elizabeth, LA. The notice of Meeting having been duly posted in accordance with requirements, the meeting was called to order by Mayor Mandy Green at 6:30pm. Opening prayer led by Mr. Ken Kelly, then Pledge of Allegiance and roll call by Mayor Green.

4. ENGINEER’S REPORT- Glen Turner gave update on grants. They still must drain the ground storage tank for the Water Well Project. The PHMSA project will soon be in progress.
5. CODE COMPLIANCE- Mayor Green stated there have been notices sent to some residents concerning properties and waiting on responses.
6. POLICE CHIEF – Chief Ware gave monthly report. He stated that overall Homecoming Week and Christmas in the Country went well.
7. FIRE CHIEF- Chief Sweat gave monthly report. He gave an update on Christmas in the Country Fundraiser. He also stated that they would like to send some of the volunteer firefighters for EMR classes and later get training for AED/CPR as well. He spoke on the PIAL rating for Elizabeth went down to a 5. They would also, in the future, like to classify their other engine as in service to help with the PIAL rating. The fire department would like to sell T-shirts to the public with Supporter written on the shirts as a fundraiser.

I. Mayor Green led the discussion of Zoning Ordinance 26 and the amendments. Copies were handed out to the council to review. They will be discussing over the next few council meetings to make any necessary revisions.
9. VILLAGE ATTORNEY- Heather Sutton gave update on Police Department Grant. She stated that Denise Lee, Clerk did send information to the state regarding the payment of the equipment ordered for a police unit. Waiting for a response.

WHEREAS, the Village of Elizabeth, LA has completed a proposed budget placed on file with the Village Clerk with the estimate of the amount of monies required to meet the public expenses, bond retirement and interest, reserve funds, and expenses of government of the Village of Elizabeth for the fiscal year ending June 30, 2025; and
WHEREAS, a notice was published that the Board of Aldermen would meet on June 10, 2024 at 6:30 p.m., in the official meeting room of the Village Hall for the purpose of making and adopting a proposed budget for the fiscal year ending June 30, 2025, and giving taxpayers within the limits of the Village an opportunity to be heard in a public hearing upon said budgets; and
WHEREAS, the proposed budget does not exceed the lawful limit of taxation allowed by law to be levied on the property within the Village for the purposes set forth in the budget, estimated expenditures set forth in the budget are all necessary to carry on the governmental activities of the Village for the fiscal year 2024 and 2025 and are sufficient to meet the various needs of the Village during that period; and
WHEREAS an amendment to Ordinance 48-2024 was adopted by the Board of Aldermen the 9th day of December, 2024 to include as listed below the funds previously appropriated to the police budget.

Public hearing having been held, title having been read and Ordinance considered on motion by Councilman Ken Kelly and seconded by Councilwoman Mea Dillehay to adopt said amendment and to become Ordinance 48-2024.1.

The following resolution was offered by Charles Earl and seconded by Mike O’Quin:
RESOLUTION
A resolution providing for canvassing the returns and declaring the results of the special election held in Fire Protection District No. 3 of the Parish of Allen, State of Louisiana, on Tuesday, November 5, 2024, to authorize the issuance of general obligation bonds therein.
BE IT RESOLVED by Board of Commissioners of Fire Protection District No.3 of the Parish of Allen, State of Louisiana (the “Governing Authority”), acting as the governing authority of Fire Protection District No. 3 of the Parish of Allen, State of Louisiana (the “District”), that:
SECTION l. Canvass. This Governing Authority does now proceed in open and public session to examine the official tabulations of votes cast at the special election held in Fire Protection District No. 3 of the Parish of Allen, State of Louisiana, on Tuesday, November 5, 2024 (the “Election”), to authorize the issuance of general obligation bonds therein pursuant to the following proposition (the “Proposition”):
PROPOSITION
(BOND)
Shall Fire Protection District No. 3 of the Parish of Allen, State of Louisiana (the “District”), incur debt and issue bonds to the amount of not exceeding $1,000,000, in one or more series, to run not exceeding 15 years from date thereof; with interest at rates not exceeding 7% per annum, for the purpose of acquiring, constructing and improving buildings, machinery and equipment to be used in giving fire protection to the property in the District, title to which shall be in the public; which bonds will be general obligations of the District and will be payable from ad valorem taxes to be levied and collected in the manner provided by Article VI, Section 33 of the Constitution of the State of Louisiana of l974, and statutory authority supplemental thereto, with an estimated 16 mills to be levied in the first year of issue to pay said Bonds of the District?
This Governing Authority does further proceed to examine and canvass the returns of the Election thereof
SECTION 2. Election Results. According to the official certified tabulation of votes cast at said Election, there was a total of 566 votes cast IN FAVOR OF the Proposition and a total of 389 votes cast AGAINST the Proposition, resulting in a majority of 177 votes cast IN FAVOR OF the Proposition. The Proposition was therefore duly CARRIED by a majority of the votes cast by the qualified electors voting at the Election.
SECTION 3. Promulgation of Election Result. The results of said election shall be promulgated by publication in the manner provided by law, after receipt from the Secretary of State’s office of the actual costs of the election, as required by §18:1292 of the Louisiana Revised Statutes of 1950, as amended.
SECTION 4. Declaration. The foregoing results of the Election are hereby declared by this Governing Authority and shall be published as required by law.
PROCES VERBAL OF THE CANVASS OF THE VOTES CAST AT THE SPECIAL ELECTION HELD IN FIRE PROTECTION DISTRICT NO. 3 OF THE PARISH OF ALLEN, STATE OF LOUISIANA, ON TUESDAY, NOVEMBER 5, 2024.
BE IT KNOWN AND REMEMBERED that on Monday, December 9, 2024, at 6:00 p.m., at its regular meeting place, the Allen Parish Fire District 3 Training-Center, 4357 Hwy. 377, Grant, Louisiana, the Board of Commissioners of Fire Protection District No. 3 of the Parish of Allen, State of Louisiana (the “Governing Authority”), acting as the governing authority of Fire Protection District No. 3 of the Parish of Allen, State of Louisiana (the “District”), and being the authority ordering the special election held therein on Tuesday, November 5, 2024, with a quorum of the Governing Authority present and did, in open and public session, examine the official certified tabulations of votes cast at the said election, and did examine and canvass the returns of the said election, there having been submitted at said election the following proposition, to wit:

Therefore, the Governing Authority did declare and proclaim and does hereby declare and proclaim in open and public session that the Proposition as hereinabove set forth was duly CARRIED by a majority of the votes cast by the qualified electors voting at the said special election held in the District on Tuesday, November 5, 2024.
Results by precinct are available from the Secretary of this Governing Authority during regular business hours or via the Louisiana Secretary of State’s website (voterportal.sos.la.gov).
Exhibit “A” attached hereto and made a part of this Proces Verbal is a copy of the Notice of Special Election and proof of publication thereof.

SECTION 5. Proces Verbal. A Proces Verbal of the canvass of the returns of the Election shall be made and a certified copy thereof shall be forwarded to the Secretary of State, Baton Rouge, Louisiana, who shall record the same in her office; another certified copy thereof shall be forwarded to the Clerk of Court and Ex-Officio Recorder of Mortgages in and for the Parish of Allen, who shall record the same in the Mortgage Records of said Parish; and another copy thereof shall be retained in the archives of this Governing Authority.

Pursuant to the provisions of a resolution adopted by the Board of Commissioners of Fire Protection District No. 3 of the Parish of Allen, State of Louisiana (the “Governing Authority”), acting as the governing authority of Fire Protection District No. 3 of the Parish of Allen, State of Louisiana (the “District”), on April 8, 2024, NOTICE IS HEREBY GIVEN that a special election will be held within the District on TUESDAY, NOVEMBER 5, 2024, and that at the said election there will be submitted to all registered voters in the District qualified and entitled to vote at the said election under the Constitution and Laws of the State of Louisiana and the Constitution of the United States, the following proposition, to-wit:

Notice is further given that a portion of the monies collected from the tax described in the Proposition shall be remitted to certain state and statewide retirement systems in the manner required by law.
The said special election will be held in accordance with the applicable provisions of Chapter 5 and Chapter 6-A of Title 18 of the Louisiana Revised Statutes of 1950, as amended, and other constitutional and statutory authority, and the officers appointed to hold the said election, as provided in this Notice of Special Election, or such substitutes therefor as may be selected and designated in accordance with La.
