Meeting
October 1, 2024
Call to Order: A meeting was held at 225 East 5th Avenue.
The meeting was called to order at 6:05 p.m. by Dr. Thomas Davis.
Attendees: Members in attendance: Dr. Thomas Davis, President, Roy Gordon, Greg Strother, Gwen Alsbury & Rhonda Beard. Steven Richard was in attendance via phone. Also in attendance were Lynn Deville and Cathy Farris.
New Business: A motion was made to accept the September meeting minutes by Roy Gordon and was seconded by Greg Strother. Motion carried.
Financials for the month of September were presented to the Board. A motion was made to accept the financials was made by Steven Richard and seconded by Greg Strother. Motion carried.
Old Business: Lynn Deville gave an update on the OHS baseball field.
Pam Pender gave an update on the swimming pool.
Greg Strother gave an update on the tennis courts. Gwen Alsbury made a motion and was seconded by Roy Gordon for the Recreation Board to sponsor a tennis camp in the amount of $215.00 for OHS tennis players. Motion carried.
Cathy Farris spoke about new pickleball courts.
Adjournment: Roy Gordon made a motion to adjourn and was seconded by Greg Strother. Motion carried.

Called to Order at 6:15 p.m. was a Public Hearing held at City Hall Courtroom at 333 E 6th Ave, Oakdale, LA 71463, allowing citizens to comment on Ordinance No. 1525 pertaining to the sale of immovable property to a private individual at private sale in accordance with L.A.R.S. 33:4712.

b. Pass Resolution stating that Vapor Industries is substantially complete with the Sludge Removal Project. Motion: Cassandra Allison 2nd: Ervin Willis No Opp.
c. Pass a resolution for Financial Management for the Louisiana Community Development Block Grant. Motion: Jeremy Smith 2nd: Pos Douglas No Opp.
d. Pass a resolution to follow the Policies and Procedures for the LCDBG. Motion: Pos Douglas 2nd: Ervin Willis No Opp
8. City Attorney Ray Rush requested to adopt Ordinance No. 1525 pertaining to the sale of immovable property to a private individual. Motion: Ervin Willis 2nd: Cassandra Allison
a. 3/4 approval, 1 opposing vote (Jeremy Smith)
9. Police Chief Chad Doyle present monthly report.

a. Luke Miller with Meyer and Meyer gave updates on on-going projects. Also addressed the concerned citizens on the drainage projects and answered questions pertaining to the recent flood on November 9th
b. Mayor-elect, David Vidrine, requested to move January 2nd city council meeting to January 9th due to new administration coming in directly after the holidays. A motion was made by Councilwoman Allison, second by Councilman at Large Ashy. 5/5
7. Councilman at Large George Ashy introduced the new Chamber of Commerce President, Linda Whitley. She gave updates about the Chamber and informed the council of the upcoming Christmas festivities.
8. City Clerk Paul Abrusley presented the monthly report card.
9. Permit Clerk Jacinda Clark presented the businesses applying for alcohol/beer license for 2025. A motion to approve Gus Hayes Mini Mart was approved by Councilman at Large Ashy, second by Councilman Douglas. 3/5 Cassandra Allison recused herself from a vote due to family ownership of the business. A motion to approve Ned’s Hometown Fina Mart was made by Councilwoman Allison, second by Councilman Smith. 3/5 Councilman at Large Ashy recused himself due to family ownership of the business. The remaining businesses were approved by a motion made by Councilman Smith, second by Councilman at Large Ashy. 5/5

Seismic Public Meeting Notice
To the Citizens and Landowners of Allen Parish, Louisiana
Paragon Geophysical will be conducting a 67 square-mile 4D seismic survey, as well as a 55 linear-mile 2D seismic survey in portions of Townships 2S, 3S, and 4S, Ranges 4W and 5W. The surveys are tentatively scheduled to begin in March of 2025 and last until the end of July 2025.
The surveys require the deployment of motion sensing devices (geophones or receivers), which would be set at regular intervals along the receiver lines, and each project will incorporate a Vibroseis energy source (Vibrator trucks) on existing roads and trails. For the 2D seismic survey, source and receiver points would be located along the same lines, rather than in a grid pattern, with receivers and source points placed at intervals of 82.5 feet along the lines. For the 4D seismic survey, receivers would be placed at intervals of 82.5 feet along lines spaced 495 feet apart, and Vibroseis points would be spaced at intervals of 41.25 feet along existing roads and trails within the project area.
Existing trails, rights-of-way, and roads will be used to gain access to interior areas to the extent possible during all phases of operations; however, there will be off-road UTV travel along receiver lines for surveying operations and deployment and retrieval of recording equipment. Presence in any given area will be brief. No permanent access, structures, or features would result. All impacts would be minimal, temporary, and localized to source and receiver lines.
To provide the public with additional information regarding the seismic survey, Paragon Geophysical and LDWF will hold a public meeting at 6:00 pm on January 13, 2025. The meeting will be held at the Allen Parish Police Jury Building, 602 Court Street, Oberlin, LA 70655.
