The Allen Parish Police Jury met for a public hearing at 6:00pm and in regular session at the Police Jury Administration Building, Oberlin, Louisiana, November 4, 2024 at the hour of 6:10pm.
Present: Anthony Hebert, Allen Courville, Chad Sanders, Adam Hussong, Roland Hollins, Joe Perkins and Ruffin George, Jr. Absent: Heath Ardoin
Motion seconded and carried to open public hearing.
Held a public hearing to consider levying additional or increased millage rates or adopting the adjusted millage rates and rolling forward to rates not to exceed prior year’s maximum rate. No comments from the public.
Motion seconded and carried to close public hearing.
Motion seconded and carried to go into session.
The Lord’s Prayer was said followed by the Pledge of Allegiance.
Held a public hearing to approve the Ricewood RV Resort.
Motion seconded and carried to adopt an ordinance approving the Ricewood RV Resort. Adam Hussong recused himself.
Motion seconded and carried to approve minutes of the meeting held October 7, 2024.
Mr. Hollins gave an update on the CO2 Alliance.
The Finance Committee had the following recommendations:
1) Approve to pay Oakdale Motors $17,219.18 for a new ZTR Mower for the Airport using CARES Act Grant funds.
Motion seconded and carried to accept the recommendations of the Finance Committee.
The Road Committee had the following recommendations:
1) Approve a JSA with the City of Oakdale for grass cutting, pothole patching and trash pick-up for the month of November, 2024.
Motion seconded and carried to accept the recommendations of the Road Committee.
Motion seconded and carried for the purchasing agent to take necessary action for fuel, materials, and supplies for the month.
Recognized Fastwyre to give an update. No representative present.
Recognized Kelli Self and Gene Ingram with the Allen Parish Community Healthcare to give an update.
Motion seconded and carried to adopt a resolution approving the 2024 reassessed millages.
Motion seconded and carried to adopt a resolution to roll forward millages.
Motion seconded and carried to call for a public hearing on adopting the 2025 budget.
Discussed the New Trust Land Acquisition Applications received and give a summary of impacts to date.
Motion seconded and carried to object the New Trust Land Acquisition Applications received.
Motion seconded and carried to adopt a resolution authorizing Tony Hebert to execute the Cooperative Endeavor Agreement for the Courthouse Roof Replacement Project.
Motion seconded and carried to approve to advertise for 6-month bids.
Motion seconded and carried to approve to advertise for adjudicated property parcels #0540090400 and #9540204290 in Ward 5.
Motion seconded and carried to approve to authorize the Police Jury President to sign a no objection document for Oberlin trailer Ordinance on adjudicated lot in the city limits adjacent to Carissa Cole.
Motion seconded and carried to adopt a resolution approving the annual certification of compliance with the State of La for the Off System Bridge Replacement Program.
Motion seconded and carried to appoint Elam Fontenot to the Fire District #2 Board to replace Luther Miller.
Motion seconded and carried to approve to reappoint Carolyn Deshotels, Charles Morrow and Joy Beth Williams to the Northwest Allen Water board.
Motion seconded and carried to approve to reappoint Francis Cannon to the Allen Parish Hospital Board for a 5-year term.
Motion seconded and carried to approve to hire Payton Guynes full time in RD#3 contingent upon meeting hiring requirements.
Recognized Mrs. Sonnier to present the monthly inmate report. Expenses for the month of October 2024 totaled $13,411.40. We are under budget $29,701.59 for the year. Currently there are 119 Parish and 16 DOC inmates.
Recognized Mr. Johnson for report on Airport.

October 28, 2024
Present, Earl Papillion, Tyler Tullier, Joe Pitre. Absent, Sherwin Carrier and Matt Hebert.
Earl Papillion called the meeting to order at 6:00 p.m.
Motion by Tyler Tullier, seconded by Joe Pitre and carried to approve the minutes from meeting on September 30, 2024.
Motion by Tyler Tullier, seconded by Joe Pitre and carried to approve the financial report.
Motion by Tyler Tullier, seconded by Joe Pitre and carried to pay bills.
A public comment period was allowed.
Old Business: Grant update.
Steve Manuel drainage issue. Needs larger culvert 62”. Will look again at the next rain event.
New Business: Opened bids for the Ben Leonard ditch, Vergie Monceaux ditch, and Hoffpauir ditch. Motion by Tyler Tullier, seconded by Joe Pitre and carried to award the bid for Ben Leonard ditch to Frye Magee $6,097.00, bid for Vergie Monceaux ditch to Crawcon $$12,000.00 and the bid for Hoffpauir ditch to Emerald $5,400.00.
Motion by Tyler Tullier, seconded by Joe Pitre to add item for advertising more bids on ditches to agenda.
Motion by Matt Hebert, seconded by Tyler Tullier to advertise for bids for Ben Leonard ditch, Vergie Monceaux, and Hoffpauir Ditch.

The Town of Kinder announces that an application for FY 2025 Louisiana Community Development Block Grant (LCDBG) Clearance Program funds will be submitted for the following:
ACTIVITY: LCDBG funds will be used to eliminate slum and blight through the demolition of condemned buildings.
OBJECTIVE: To improve living conditions for low-moderate income residents within the corporate limits of the Town of Kinder.
LOCATION: The Corporate Limits of the Town of Kinder.
AMOUNT: $250,000 for Clearance and Demolition (LCDBG Funds).
