1. A Public Hearing on the Consolidated Budget for the year 2025 will be conducted on December 02, 2024 at 6:00 p.m. at the Allen Parish Police Jury Administration Building Meeting Room, 602 Court Street, Oberlin, LA.
2. A detailed copy of the proposed budget is available for public inspection at the Allen Parish Police Jury Office in Oberlin on weekdays from 8:00 a.m. to 3:30 p.m.

NOTICE TO BIDDERS
The Allen Parish Police Jury, Oberlin, Louisiana, will receive sealed bids up to the hour of 4:00 P.M., December 2, 2024 at the Allen Parish Police Jury Administration Building, for the purchasing of the following materials:
1. Creosote bridge timbers/materials, and pilings, S1S1E, 10 lb treatment.
2. Round and arched pipe per foot, various sizes and coatings, delivered each barn.
3. Rock (washed- oversized road gravel, road gravel, & C-3, sand-clay-gravel, flume sand, red compaction sand, top soil/dirt)
4. Limestone- (30 lb rock 3×5 limestone, 2’/Ballast, #57, #67, #8, and #610) in both Kentucky Grey and tan or white Bahama limestone
5. Unscreened Cal-base 5-A, Cal-sorb Bed Ash and Portland for soil cement.
6. Liquid Asphalt- (CRS-2, CRS-2-P, CSS-1, (Quote to include delivery to each barn as well as demurrage charge rates.)
7. Hot Mix Asphalt and Cold Mix. Per ton FOB and delivered to various barns.
8. Furnish equipment and labor to lay hot mix asphalt for small projects.
All bids will be for a six month period beginning January 1st through May 31st, 2025 unless otherwise specified. Bids will be opened on December 2nd at 4:00 PM and announced at the public meeting at 6:00p.m.
Specification may be obtained upon request from the Allen Parish Police Jury office by calling between the hours of 7:00 am and 4:00pm 337-639-4328 and ask for Mr. Joel Johnson or Mrs. Angie Plante.
Bids may be withdrawn at any time prior to the bid closing time, bids received after the closing time will be returned unopened, otherwise all bids will be opened and accepted based on price and availability and will remain in affect until the six month period has ended.
All sealed bids must be identified as such on the envelope, along with the name of the bidding vendor. The Allen Parish Police Jury reserves the right reject any and all bids as it may elect for justified reasons.

TOWN OF KINDER
NOTICE OF CONDEMNATION
PUBLIC HEARING
The Public Hearing is scheduled for Monday, December 2, 2024 at the Kinder Town Hall at 333 N. 8th Street, Kinder, Louisiana 70648 at 6:00 p.m. This Public Hearing in accordance with Louisiana Revised Statutes 33:4762 et seq, the Town of Kinder “shall serve notice on the owner of the building or structure requiring him to show cause at a meeting of the governing authority, regular or special, why the building or structure should not be condemned.” Anyone wishing to comment on the condemnation and possible subsequent demolition of these structures is invited to attend.
The properties listed below are reported to be severely dilapidated and a risk to the health and well-being of the community. Further the structure’s conditions are reported to be in violation of the 2015 International Property Maintenance Code.
If condemned, the properties, in accordance with the State Statutes, LA R.S. 33:4761, 4765 and 4766 (removal of Dangerous Structures), shall be demolished and the lots cleared of debris. The properties are vacant and no tenant displacement will occur.
If a decision of condemnation for the structure is made, this publication shall also serve as notice for owners to remove all possessions and belongings within thirty (30) days from the date of the Condemnation Hearing decision.

The meeting was called to order by President Logan Hamilton at 6:02 p.m. He led the Board in prayer and Pledge of Allegiance was said by all.
Katrena motioned to accept the previous meeting minutes as read and Gary seconded the motion. Motion carried.
Adam informed the Board that the water district received the email late this afternoon on the Sanitary Survey. A few small discrepancies were found that will need to be addressed.
Adam updated the Board on the Wells. We are still waiting for Well 3 generator delivery. Griner Drilling completed everything with Well 4. The sample failed twice and then passed the 3rd time, it is back online. All the wells are back online.
Adam updated the Board on the property next to Little Mill Booster. He and Reggie went to Hebert, Holmes & Fontenot this afternoon to do final paperwork and finalize the purchase of the property for the water district.
The Board reviewed & discussed the Financial Report. Reggie made a motion to accept the Financial Report and pay all bills submitted and Katrena seconded the motion. Motion carried.
Adam reported on the water system. They have been catching up on normal operations, fixing leaks and changing out meters. The state wants to resample Well 5. Manganese levels are testing high.
Gary made a motion to adjourn the meeting at 6:37 p.m. and Reggie seconded the motion. Motion carried.

Allen Parish Ambulance Service Board of Directors met for monthly meeting at the Allen Parish Ambulance Service Office on Tuesday, October 8, 2024 at 4:30p.m.
Members Present: Al Ritter, Sarah Ryland, Chuck Welch, Sharon Grundy and Barney Doise.
Vice Chairman Al Ritter called the meeting to order promptly at 4:30 p.m. The Pledge of Allegiance was said by all.
Motion by Ryland, seconded by Grundy to approve and dispense with the reading of the minutes from the September 3, 2024 board meeting. Motion passed.

The Notice of Meeting/Agenda having been duly posted in accordance with requirements, and a quorum being present, the meeting was called to order by Mayor Wayland LaFargue at 6:00 p.m.

Approval of Minutes: Mayor LaFargue asked the council to consider approving the minutes for the regular council meeting of October 7, 2024.
Motion to dispense with the reading of the minutes from October 7, 2024, and approve them as distributed made by Councilwoman Van Norman, second by Councilwoman Sonnier. Vote: 5-0, passed.
Mayor’s Report: Mayor LaFargue invited Frances Cannon to brief the council on concerns about carbon sequestration and storage in and around Allen Parish. She shared information from the Louisiana CO2 Alliance about potential risks CO2 injections could pose to local water systems. Rusty Reeves, representing the Louisiana Rural Water Association, also discussed these potential risks.
Town Attorney Michael Holmes informed the council that he had prepared a resolution supporting the Allen Parish Police Jury’s efforts to gather information and assess the risks associated with the Carbon Dioxide Sequestration Project. He noted that the council would need to add the matter to the agenda for consideration. Following discussion, a motion was made.
Motion to add agenda item 8.a. “Consider adopting Resolution No. 2024-12” to the agenda under the Attorney’s Report made by Councilwoman Van Norman, second by Councilwoman DeWees. Vote: 5-0, passed.
Chief of Police Report: Chief Paul Courville presented a detailed report to the council on the police department’s activity for the month of October, including the volume of calls received and reports filed by officers. He also provided updates on properties that had been red-tagged.
Town Attorney Report: Town Attorney Michael Holmes read Resolution No. 2024-12 in its entirety and asked the council to consider adopting it.
Motion to adopt Resolution No. 2024-12, a resolution supporting the efforts of the Allen Parish Police Jury to obtain information and evaluate the risks of the Carbon Dioxide Sequestration Project made by Councilwoman Tunwar, second by Councilman Nevils. Vote: 5-0, passed.
Engineer’s Report: Mr. Roland presented the following items for council consideration:
1. Resolution No. 2024-10
Mr. Roland asked the council to consider the adoption of Resolution No. 2024-10, granting the mayor authority to notify property owners and schedule public hearings for the condemnation and demolition of dilapidated structures. Motion to adopt Resolution No. 2024-10 made by Councilwoman Van Norman, second: Councilwoman Sonnier. Vote: 5-0, passed.
2. Resolution No. 2024-11
Mr. Roland asked the council to consider the adoption of Resolution No. 2024-11, designating Pan American Engineers as the grant administrator for the FY 2024/2025 Louisiana Community Development Block Grants Clearance Program. Motion to adopt Resolution No. 2024-11 made by Councilwoman Sonnier, second by Councilman Nevils. Vote: 5-0, passed.
Public Works Report: Public Works Supervisor Eric Fontenot provided the following updates:
1. The town has been awarded two grants for the replacement of aged water lines.
2. The Lead and Copper Detection Survey, as required by the Louisiana Department of Health (LDH), has been completed and submitted.
3. Work at the wastewater treatment plant is nearly finished, with only a few remaining punch list items to be addressed.
