NW ALLEN PARISH WATERWORKS DISTRICT
MEETING
October 14, 2024
The regular meeting of the NW Allen Parish Waterworks District was called to order at 6.00pm, on Monday, October 14, 2024, at the Water District Office by Charles Morrow. A prayer was given by Joshua Thompson. The Pledge of Allegiance was repeated.
Board Members Present: Carolyn Deshotels, Charles Morrow, Shirley Stanton, Joshua Thompson; Operators: Dustin Kisting, Adam Johnson, and Office Manager: Penny Johnson

Guest: Glenn Turner, Meyers, Meyers, Lecroix, & Hixson; and Mike Oquinn
Operator’s Report: Dustin Kisting said that the 811 markings for the fiber optic lines have finally come to an end. He explained about the many leaks that occurred as the contractors bored and put down the fiber optic lines.
He also stated that we should get paid for some of the bulk water used by the contractors this week. We also may receive reimbursement from the flushed and lost water, and the expenses tied to repairing a couple of the leaks when the contractors hit our water lines.
He explained that the pump is now on at the Fairview Well. The motor will be put on as soon as a coupling comes in.
He said that we have one motor left that needs to be repaired or replaced at the Fairview Well. The price to get it worked on, is close to the price of a new motor. Joshua Thompson made a motion to buy a new motor, instead of getting the old motor repaired. Shirley Stanton 2nd, All agreed.
Dustin told the Board that the bore was completed across Hwy 377 for a customer, and another bore was completed on Simmons Rd.
He said that the truck was repaired. After extensive repairs, it is driving smoothly.
He also stated that the backhoe has new seals now.
New Business: Meyers, Meyers, Lecroix, & Hixson requested that we appoint an Interim Board President. Several documents will need to be signed in the coming weeks. Carolyn Deshotels made a motion to appoint Charles Morrow as Interim Board President. Joshua Thompson 2nd. All agreed.
Dustin Kisting told the Board that we are losing money on putting in new meters. He presented a spreadsheet with the prices. After discussion Shirley Stanton made a motion to raise the price of a new meter to $900.00. Joshua Thompson 2nd. All agreed. The Board requested that the breakdown be included in our application given to the customer.
Old Business: Glenn Turner gave us an update on the Filter’s Project. The bids will be opened in his office on October 23, 2024. He explained that the bidding project was put back one month because our newspaper of record, failed to advertise the request for bids. The newspaper acknowledged the mistake. He also answered several questions about the filters that will be put in.
Glenn Turner will also let us know who puts in the lowest bid on Wednesday. He also told us that the emergency bore project under Whiskey Chitto has been completed.
Office Manager Report: There were 590 active customers during the month of September.
One claim was made to Servline Leak Insurance during the month of September. It was approved.
The September, 2024, ending bank balance for the Operating Account was $27,107.23.

The Allen Parish School Board met in regular session at the Allen Parish School Board Office in Oberlin, Louisiana, on Monday, September 9, 2024, at 5:00 p.m. with the following members present:

The meeting began with the invocation given by Carolyn Manuel.
President Reed called a public hearing on the Proposed Consolidated Budget for FYE 2025 and setting 2024 Millage Rates to order. Lynnsey McClusky, Director of Finance, gave explanatory remarks and answered questions regarding the budget and setting millage rates. Immediately following the hearing, the Board convened into regular session.
Motion by Carolyn Manuel, seconded by Gregory Monceaux, unanimously carried to accept a resignation from Kevin Tyler, School Board Member representing District 7, effective August 20, 2024.
Cathy Farris nominated Kristina LaBuff as interim Allen Parish Board member for District 7.
Motion by Cathy Farris, seconded by Carleen Mahaffey, unanimously carried that Kristina LaBuff be appointed interim Allen Parish School Board member for District 7.
Judge E. David Deshotels administered the Oath of Office to Kristina LaBuff, newly appointed interim School Board Member representing District 7.
Motion by Carolyn Manuel, seconded by Carleen Mahaffey, unanimously carried to adopt a resolution for a special election to fill vacancy for unexpired term for District 7.

RESOLUTION OF THE ALLEN PARISH SCHOOL BOARD
WHEREAS, due to the resignation of Kevin Tyler, a vacancy exists in the office of School Board Member, District 7, Allen Parish School Board.
WHEREAS, the Allen Parish School Board is given the authority and responsibility under the provisions of La. R.S. 18:602 to appoint a person to fill the vacancy who meets the qualifications of the office and to call a special election to fill the vacancy.
BE IT RESOLVED THAT, a special election be called and held with the primary election date set for March 29, 2025, and the general election date set for May 3, 2025, with qualifying dates set for January 29, 30, and 31, 2025.
BE IT FURTHER RESOLVED THAT, Kristina LaBuff be and is hereby appointed to serve as the District 7 representative to the Allen Parish School Board, pending the election of a member for said district at the special election referenced herein.

President Reed introduced Jacob Dillehay, Parish Administrator/Engineer, with the Allen Parish Police Jury, who was there to speak to the board in regards to an ITEP renewal for Air Liquide.
President Reed introduced Kevin Thompson with Med Plus, who went over the options for insurance coverage for employees for 2025.
The board discussed the coverage options for employees.

RESOLUTION
A RESOLUTION OF THE ALLEN PARISH SCHOOL BOARD APPROVING AIR LIQUIDE ADVANCED TECHNOLOGIES, U.S., LLC FOR PARTICIPATION IN THE INDUSTRIAL TAX EXEMPTION PROGRAM AT 1123 LANDFILL ROAD, OAKDALE, ALLEN PARISH, LOUISIANA
WHEREAS, Article 7, Section 21 (F) of the Louisiana Constitution provides for the Board of Commerce and Industry (“BCI”), with the approval of the Governor, to approve contracts for the exemption of ad valorem taxes of a new manufacturing establishment or an addition to an existing manufacturing establishment, on such terms and conditions as the board, with the approval of the Governor, deems in the best interest of the state; and
WHEREAS, Air Liquide Advanced Technologies, U.S., LLC has applied for an Industrial Tax Exemption (“ITE”) and seeks approval of the BCI and the Governor for a contract granting that exemption; and
WHEREAS, Governor Edwards, through Executive Order JBE 16-73, has set forth the conditions for his approval of ITE contracts, and affirmed that those conditions are in the best interest of the state of Louisiana; and
WHEREAS, Executive Order JBE 16-73 provides that ITE contracts should be premised upon job and payroll creation at new or expanded manufacturing plants or establishments, and that the percentage of exemption from ad valorem taxes, and length of the contract for such exemption, may vary depending upon the nature of the project and its economic development benefit in accordance with guidance received from the Secretary of Economic Development and concurred in by the appropriate parish and/or municipal council, school board, and sheriff; and
WHEREAS, Executive Order JBE 16-73 mandates that each exemption contract approved by the Governor shall include as Exhibit “A” a Cooperative Endeavor Agreement for the ITE between the State of Louisiana, the Louisiana Department of Economic Development, and the applicant for the ITE contract, which provides for the creation or retention of jobs, and provides for the exercise of the option in the Louisiana Constitution for the term or percentage of the parish ad valorem tax exemption granted in the contract, and provides for the reduction or loss of the exemption based upon the applicant’s compliance with the contract, and
WHEREAS, Executive Order JBE 16-73 further requires that this board, together with the other required local governmental entities signify consent to the terms of the exemption by resolution and the sheriff of this parish shall signify consent to the terms of the exemption by letter. Executive Order JBE 16-73 further provides that the resolutions of approval and the sheriff’s approval shall be attached as Exhibit “B” to the ITE contract between the BCI and Air Liquide Advanced Technologies, U.S., LLC, and
WHEREAS, Air Liquide Advanced Technologies, U.S., LLC and the Louisiana Department of Economic Development have advised that certain terms and conditions forming Exhibit “A” to the Industrial Tax Exemption Contract pending approval before the Louisiana Board of Commerce and Industry have been reached and have conveyed the same to this board, and thus this matter is now ready for a determination of approval of this board as required by Executive Order JBE 16-73, THEREFORE, BE IT RESOLVED, upon consideration of the foregoing and the public discussion held this day, that this board approves the terms of the Industrial Tax Exemption contract based on the inclusion of the following terms and conditions into Exhibit “A” (the Cooperative Endeavor Agreement between the State of Louisiana, the Louisiana Department of Economic Development, and Air Liquide Advanced Technologies, U.S., LLC) to the Industrial Tax Exemption contract between the Board of Commerce and Industry and Air Liquide Advanced Technologies, U.S., LLC with respect to its manufacturing plant located at 1123 Landfill Road, Oakdale, Allen Parish, Louisiana:

RESOLUTION
WHEREAS, the Allen Parish School Board is receiving monies from the ESSER III Formula Grant where a portion has been dedicated specifically to a salary supplement for school board employees,
AND WHEREAS, it has been determined to grant a salary supplement in the form of a 13th check to the employees of the Allen Parish School Board for services rendered in the fiscal year 2024-2025, and is to be paid in September, 2024, on a date to be determined by the Superintendent of the Allen Parish School Board,
AND WHEREAS, an employee is defined as an individual working full-time or part-time in their respective position and employed by the Allen Parish School Board on September 3, 2024, and worked at least I day from July 1, 2024 to September 3, 2024, (excludes Board members, substitute labor is not considered to be part-time employees). An employee that is considered a half day employee will receive half of the supplement amount and an employee on sabbatical leave will receive 65% of the supplement amount,
AND WHEREAS, this supplement is being provided conditioned on employees completing their respective scheduled days to be worked for the 2024-2025 fiscal year and any employee not fulfilling this requirement is subject to having the supplement prorated by the Superintendent and surrendering any portion not earned,
THEREFORE BE IT RESOLVED that all degreed professionals paid on the assistant principal, principal, coordinator, and supervisor/director schedule shall be paid a gross supplement of $580. RESOLUTION
WHEREAS, the Allen Parish School Board is receiving monies from the ESSER III Incentive Grant where a portion has been dedicated specifically to a salary supplement for school board employees,
AND WHEREAS, it has been determined to grant a salary supplement in the form of a 13th check to the employees of the Allen Parish School Board for services rendered in the fiscal year 2024-2025, and is to be paid in September, 2024, on a date to be determined by the Superintendent of the Allen Parish School Board,
AND WHEREAS, an employee is defined as an individual working full-time or part-time in their respective position and employed by the Allen Parish School Board on September 3, 2024, and worked at least 1 day from July 1, 2024 to September 3, 2024, (excludes Board members, substitute labor is not considered to be part-time employees). An employee that is considered a half day employee will receive half of the supplement amount and an employee on sabbatical leave will receive 65% of the supplement amount,
AND WHEREAS, this supplement is being provided conditioned on employees completing their respective scheduled days to be worked for the 2024-2025 fiscal year and any employee not fulfilling this requirement is subject to having the supplement prorated by the Superintendent and surrendering any portion not earned,
THEREFORE BE IT RESOLVED that all degreed professionals paid on the assistant principal, principal, coordinator, and supervisor/director schedule shall be paid a gross supplement of $620. All other staff in degreed positions shall be paid a gross supplement of $390 and all other support personnel shall be paid a gross supplement of $140 and that any exceptions to the preceding definitions and rules will be 0 resolved by the Superintendent and that said supplement is to be paid on a date to be determined by the Superintendent of the Allen Parish School Board after September I, 2024, but not later than September 30, 2024.

Motion by Cathy Farris, seconded by Gregory Monceaux, unanimously carried, to approve an out-of-state trip for the Reeves High School boys’ and girls’ basketball teams to compete in the East Chambers Basketball Tournament on December 26-28, 2024.
Motion by Carolyn Manuel, seconded by Kristina LaBuff, unanimously carried, to approve an out-of-state trip for the KHS FF A Sponsor, Sullivan Fontenot, to bring 9 FFA team members to compete at the National Level in Indianapolis, Indiana on October 21-25, 2024.
Motion by Carleen Mahaffey, seconded by Cathy Farris, unanimously carried, to enter into executive session to discuss the superintendent’s evaluation.

Superintendent Soileau included the following items in his report to the board:
1. The parish student count is 3926.
2. There are 10 students enrolled in the dual enrollment Industrial Electrical program at Sowela Technical College and 16 students enrolled in the Welding Program at ABC Pelican.
3. New Pathways progress is almost complete. Currently waiting on the Fire Marshall’s inspection.
4. The 2024-2025 school year is off to a positive start.
5. Community meetings went very well. Thank you to all faculty, board members, administrators, and community members who attended.
6. The 2025 LSBA Annual Convention will take place at the Golden Nugget in Lake Charles, Louisiana on February 25-27, 2025. All board members must have a minimum of 6 hours training in a calendar year.
7. The district will be purchasing Cyber insurance to prevent viruses and being Hacked. The district is also looking into grants to be able to hire more officers for our campuses.
8. All campuses will close at noon on Tuesday and all day on Wednesday.

SPED PARAPROFESSIONAL AT FAIRVIEW HIGH SCHOOL AND Oakdale Elementary School
QUALIFICATIONS: High School Diploma, GED Certificate or HiSet, Twenty-one years of age or older and one (1) of the following: Score of 450 or higher on the ETS ParaPro Assessment, 48 Semester hours of LA DOE approved courses or Associate’s Degree.
Physical Requirements: A physical exam is required prior to beginning work. The ability to perform all responsibilities with bilateral hand usage, bending, kneeling, lifting, reaching, standing, walking briskly to respond to student needs or emergencies, and pushing a wheel chair. Capacity for heavy lifting of 50 pounds independently and 100 pounds or more with assistance. Ability to provide direct care to students and assist with feeding, grooming, lifting, positioning, personal hygiene, toileting and other activities of daily living. Perform specific procedures including catheterization, irrigating colostomies, tube feeding, nasopharyngeal suctioning and irrigation.
