PARK ROAD BRIDGE REPLACEMENT – REBID
Separate sealed bids for the construction of Park Road Bridge Replacement – REBID Project will be received by the Allen Parish Police Jury, at the Allen Parish Police Jury Office, 602 Court Street, Oberlin, LA 70655 until 10:00 a.m. local time on Tuesday, September 17, 2024, and then at said location publicly opened and read aloud.
If forwarded by mail, the sealed envelope containing the bid must be enclosed in another envelope addressed to the Allen Parish Police Jury, 602 Court Street, Oberlin, LA 70655.

Bidding documents on a USB flash drive may be obtained from the office of the Engineer at a cost per copy of $40.00, which represents the cost of reproduction and handling, and is nonrefundable. Any requests for bid documents must be accompanied by payment in full. Prime Bidders must obtain Bidding Documents from the Engineer. Bids received from Contractors utilizing any other Bidding Document source will be returned unopened.
Each bid must be accompanied by bid security made payable to Owner in an amount of 5 percent of bidder’s maximum bid price and in the form of a certified check, cashier’s check or a bid bond. The successful bidder will be required to obtain a Performance Bond and a Payment Bond each in the amount of 100% of the contract amount. All bonds shall be executed by such sureties as are named in U.S. Department of the Treasury Circular 570. A bond signed by an agent or attorney-in-fact must be accompanied by a certified copy of that individual’s authority to bind the surety.
Bidders may not withdraw their bid within forty-five (45) days after the actual date of opening thereof. The Owner reserves the right to reject any and all bids for just cause in accordance with Louisiana R.S. 38:2214B.
Bidders have the option to submit bids electronically. Bidders seeking to submit bids electronically shall register online at www.centralauctionhouse.com. Bidders choosing to submit electronic bids online will be charged a fee by Central Bidding. Additionally, contractors shall obtain a digital signature certificate prior to submitting bids online. Electronic bids shall be accompanied by the bid security and power-of-attorney required by this solicitation.
Bidders electing to submit bids electronically shall follow procedures as established by Central Bidding. Proper and timely submission of an electronic bid is the responsibility of the Bidder. Bidders are encouraged to complete the electronic bid documents in advance of bid closing. Late bids due to malfunction of internet infrastructure, certificate service providers, electronic bid bond providers, or other interruptions shall not be accepted. The Owner is not responsible for damages, lost revenue, etc., for bids not timely received due to malfunctions or breakdown of the either the internet or the electronic bidding service. Telephone or facsimile bids are invalid and shall not receive consideration.
All bidders are encouraged to attend a Non-mandatory Pre-Bid Conference to be held at the Allen Parish Police Jury at 602 Court Street Oberlin, Louisiana on Thursday, September 5, 2024, at 10:00 a.m., local time.

PROPOSALS FOR AERIAL PESTICIDE APPLICATION FOR ALLEN PARISH MOSQUITO ABATEMENT DISTRICT LLC
1. SUMMARY Allen Parish Mosquito Abatement District LLC is accepting contract bid proposals for a multiyear contract for the application of Aerial Pesticides. The events of procurement are a disease epidemic, or in any event where the public’s health is in immediate risk due to a natural disaster event such as a hurricane and/or tropical depression, and a slow-moving low-pressure system.
The purpose of this request for bid proposals is to provide a fair evaluation for all candidates with the evaluation criteria against which they will be judged.
2. BID GUIDELINES AND REQUIREMENTS this is an open and competitive process. Bid proposals received after 10.14.2024 @ 8:00AM will not be considered and will be returned unopened.
The bid proposal must contain the signature of a duly authorized officer or agent of the company submitting the bid proposal.
A. BID PROPOSALS Allen Parish Mosquito Abatement District LLC will be accepting bid proposals for Aerial Pesticide Application in the events of a disease epidemic, or in any event where the public’s health is in immediate risk due to a natural disaster event such as a hurricane and/ or tropical depression, and a slow-moving low-pressure system. The successful bidder must include a detailed outline of their program including but not limited to License, Pilots, Planes and GIS Systems. The Proposal of prospective contractors shall contain information sufficient for evaluation including but not limited to the following:
1. Shall list the official legal registered name of company/ entity.
2. Shall provide d/b/a name, if different from legal Name.
3. Shall provide the mailing and physical address.
4. Shall provide a list of all owners, partners and/or officers.
5. Shall designate the principal contact with contact telephone numbers.
6. Shall provide a list of planned employees’ positions.
7. Shall provide experience, qualification, education, and certifications of principal contact of supervisory and pilot employees.
8. Shall provide a list of all equipment currently owned, and the quantity of each.
9. Shall provide proof of insurance and coverage.
10. Shall provide a notarized affidavit signed by a duly authorized official/ representative of the company stating that the information provided in the request for bid proposals is true and correct and is subject to verification by Allen Parish Mosquito Abatement District LLC.
B. CONTRACT Allen Parish Mosquito Abatement District LLC reserves the right to reject all proposals or to waive informalities in any and/ or all procedures, and to award the contract in the best interest of the Parish. Written contract will be provided by the winning bidder and entered into in good faith as agreed upon and signed in said contract. Allen Parish Mosquito Abatement District LLC reserves the right to terminate this and any other contract for services, with or without cause, given 30-day written notice. Any submitted RFB will be attached and become part of any contract entered into.

SPECIAL ELECTION
Pursuant to the provisions of a resolution adopted by the Board of Commissioners of Fire Protection District No. 3 of the Parish of Allen, State of Louisiana (the “Governing Authority”), acting as the governing authority of Fire Protection District No. 3 of the Parish of Allen, State of Louisiana (the “District”), on April 8, 2024, NOTICE IS HEREBY GIVEN that a special election will be held within the District on TUESDAY, NOVEMBER 5, 2024, and that at the said election there will be submitted to all registered voters in the District qualified and entitled to vote at the said election under the Constitution and Laws of the State of Louisiana and the Constitution of the United States, the following proposition, to-wit:

Shall Fire Protection District No. 3 of the Parish of Allen, State of Louisiana (the “District”), incur debt and issue bonds to the amount of not exceeding $1,000,000, in one or more series, to run not exceeding 15 years from date thereof, with interest at rates not exceeding 7% per annum, for the purpose of acquiring, constructing and improving buildings, machinery and equipment to be used in giving fire protection to the property in the District, title to which shall be in the public; which bonds will be general obligations of the District and will be payable from ad valorem taxes to be levied and collected in the manner provided by Article VI, Section 33 of the Constitution of the State of Louisiana of 1974, and statutory authority supplemental thereto, with an estimated 16 mills to be levied in the first year of issue to pay said Bonds of the District?
The said special election shall be held at the polling places for the following precincts which polls will open at six o’clock (6:00) a.m. and close at eight o’clock (8:00) p.m., in accordance with the provisions of La. R.S. 18:541, to-wit:

Notice is further given that a portion of the monies collected from the tax described in the Proposition shall be remitted to certain state and statewide retirement systems in the manner required by law.
The said special election will be held in accordance with the applicable provisions of Chapter 5 and Chapter 6-A of Title 18 of the Louisiana Revised Statutes of 1950, as amended, and other constitutional and statutory authority, and the officers appointed to hold the said election, as provided in this Notice of Special Election, or such substitutes therefor as may be selected and designated in accordance with La. R.S. 18:1287, will make due returns thereof to said Governing Authority, and NOTICE IS HEREBY FURTHER GIVEN that the Governing Authority will meet at its regular meeting place, the Allen Parish Fire District 3 Training Center, 4357 Hwy. 377, Grant, Louisiana, on MONDAY, DECEMBER 9, 2024, at SIX O’CLOCK (6:00) P.M., and shall then and there in open and public session proceed to examine and canvass the returns and declare the result of the said special election. All registered voters of the District are entitled to vote at said special election and voting machines will be used.

Dear Parents, PTA, Allen Association of Educators, Allen Federation of Teachers, Building Occupants:
In compliance with the Environmental Protection Agency’s Asbestos Containing Materials in Schools Rule of October 30, 1987, the Allen Parish School Board wishes to notify you of the following:
1. Asbestos is a building material that has been used in floor tile, ceiling tile, insulation and several other materials for many years. Unfortunately, it has recently been learned that asbestos fibers can cause serious health effects if they are not sealed into a material.
2. KEMRON Environmental Services has conducted inspections of all school buildings for asbestos containing building materials. You may view a copy of the asbestos inspection report and action plan for your school by contacting your principal’s office.
3. The action plan, also known as an asbestos management plan, includes a description of any asbestos containing materials in your school, procedures for inspecting the school every six months, and a schedule for removing any existing asbestos materials.
4. We want you to know that we have instituted procedures that will insure that any asbestos remaining in your school will be maintained in a safe condition until it is removed. We will continue to keep you informed of new actions regarding asbestos.

CALL TO ORDER: A quorum being present, the meeting was called to order by Chairman Dr. Mike Karam. The prayer was led by Adagria Haddock, and all participated in the Pledge of Allegiance.
ROLL CALL: Those present for the meeting were: Dr. Mike Karam, Odessa House, Wilma Hargrove, Angela Hayward, Martha Turner, and Keith Guillory. Bettye Clement was absent.
APPROVAL OF JULY 30, 2024 MINUTES: A motion was made by Martha Turner and seconded by Wilma Hargrove, to accept the minutes as written. A unanimous vote was had.
DISCUSSION OF MOVING MONTHLY MEETING TO ALLEN PARISH CULTURAL CENTER: After discussion, a motion was made by Keith Guillory and seconded by Martha Turner, to move the monthly meeting. A unanimous vote was had.
