ALLEN PARISH POLICE JURY (herein referred to as the “Owner”) hereby solicits sealed bids for the PERIMETER FENCING & ACCESS GATES project described as follows:
STATEMENT OF WORK: The Perimeter Fencing and Access Gate project is the installation of a new game fence along the perimeter of the airfield to include the addition of gates. This project entails the clearing and grubbing of a new fence line, removal of existing fence, installation of new 8 ft. tall w/ 3 strand barb wire top fence, installation of new 6 ft. chain link w/ 3 strand barb wire top fence, installation of new vehicle and pedestrian access gates. Project Duration: 150 Calendar Days
BID SUBMITTAL: Sealed Bids shall be addressed to the Allen Parish Police Jury and delivered to the 602 Court Street, Oberlin, LA 70655 not later than 10:00 A.M. CST on Thursday August 28th, 2024. Any bid received after the specified time and date will not be considered.

FUNDING ADVISEMENT: Notice is hereby given that the project is funded through Federal & State Grants which funds will not be available at the time of bidding. The Owner may reject all bids and cancel this solicitation should adequate funding not be secured within Sixty (60) days after bid opening. The time limits stipulated in LA. R.S. 38:2215(D) do not apply based upon the statutory exception that “the contract is to be financed in whole or in part by federal or other funds which will not be readily available at the time bids are opened.”
REQUIRED LICENSE: Contractors submitting bids shall be licensed under LA R.S. 37:2150-2164, Commercial License with a specialty in Fence classification. The bidder shall show his license number on the bid and on the sealed envelope submitting the bid.
CERTIFICATE OF LIABILITY: The signature on the bid must be that of an authorized representative of the corporation, partnership, or other legal entity, as defined by Louisiana Public Bid Law Revised Statute 38:2212. A.(1)(c) which dictates parties authorized to submit bids for public contracts. All required Certificates of Liability Insurance shall list the Allen Parish Police Jury as “additionally insured.”
OWNERS RIGHTS: The Owner reserves the right to reject any and all bids for just cause; such actions will be in accordance with Title 38 of the Louisiana Revised Statutes. In accordance with R.S. 38:2212 (A)(1)(b), the provisions and requirements stated in the Bidding Documents shall not be waived by any entity.

DBE GOALS: It is the policy of the Department of Transportation (DOTD) that disadvantaged business enterprises as defined in 49 CFR Part 26 shall have the maximum opportunity to participate in the performance of contracts financed in whole or in part with Federal funds. All bidders shall make good faith efforts, as defined in 49 CFR Part 26, Regulations of the Office of Secretary of Transportation, to subcontract TBD of the dollar value of the prime contract to small business concerns owned and controlled by socially and economically disadvantaged individuals (DBE).
BUY AMERICAN: The proposed contract is subject to the Buy American provision under 49 USC § 50101.
EQUAL OPPORTUNITY: The proposed contract is under and subject to executive Order 11246 of September 24, 1965. The Bidder’s attention is called to the “Equal Opportunity Clause” and the “Standard Federal Equal Employment Opportunity Construction Contract Specifications” set forth in the Specifications. Affirmative Action Requirements as well as goals for minority and female participation on contracts and subcontracts of $10,000 or more are established within the Specifications.
FOREIGN TRADE RESTRICTIONS: The successful bidder will be required to submit Certifications regarding Foreign Trade Restrictions under 49 CFR part 30, Government Wide Debarment and Suspension as per 2 CFR part 180 and Non-segregated Facilities as per 41 CFR § 60-1.8.
DAVIS BACON ACT: Attention to Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the Davis Bacon Act Requirements.
DRUG FREE WORKPLACE: The proposed contract is subject to applicable provisions of the Drug-Free Workplace Act.
APPLICABLE LAWS, ORDINANCES, & RULES & REGULATIONS: All applicable Federal, State, Local laws, ordinances, and the rules and regulations of all authorities having jurisdiction over construction of the project shall apply to the contract throughout.
BID SECURITY: Each Bidder must deposit with his/her bid, security in the amount of at least five percent (5%) of the total bid price, provided on the specified form and subject to the conditions provided in the Information for Bidders. Sureties used for obtaining bonds must appear as acceptable on the U. S. Department of Treasury Circular 570.

4. ALL PRIME Contractors are required to register with the ARCHITECT. Sealed bids shall be accepted from Contractors who are licensed under LA R.S. 37:2150-2163 for the Classification of Building Construction. Each bona fide bidder is required to comply with provisions and requirements of LA R.S.38: 2212(A)(1)(c). No bid may be withdrawn for a period of thirty (30) days after receipt of bids, except under the provisions of LA R.S. 38:2214 or without the consent of the Housing Authority.
5. A BID SECURITY (a certified check or bank draft made payable to the Housing Authority, U. S. Government Bonds, or satisfactory Bid Bond executed by the bidder and acceptable Sureties) in the amount of five percent (5.0%) of the highest possible bid amount is required. Bids are required to be submitted under a condition of irrevocability for a period of 30 days after submittal. Contractor shall use the Bid Form provided in the Bid Documents. The successful bidder will be required to furnish and pay for satisfactory performance and payment bond or bonds.
6. PRINTED copies are not available from the ARCHITECT, but arrangements can be made to obtain them through most reprographic firms. Plan holders are responsible for their own reproduction costs. Questions about this procedure shall be directed to the ARCHITECT. Partial sets of Bidding Documents will not be issued. Sub-bidders may obtain copies of Bidding Documents from prime contractors or by registering with the ARCHITECT for electronic documents. Bidding Documents are available, for review only, at the Central Office of the HOUSING AUTHORITY. No copies will be provided to any Contractor from the office of the HOUSING AUTHORITY.
7. The Work for this project is generally described as selective demolition of interior finishes, plumbing, and sanitary sewer, and installation of new interior wall finishes, floor finishes, sanitary sewer, plumbing supply lines and services lines to existing toilet, bath, and lavatory locations and other necessary and required work for proper installation as described in the specifications and construction documents.
8. The Owner requires the Architect to issue Substantial Completion of the Work on or before sixty (60) calendar days after the Notice to Proceed. Thereafter, liquidated damages will be charged.
9. Attention is called to the provisions for equal employment opportunity, and payment of not less than the minimum salaries and wages set forth in the specifications under the Davis-Bacon Act must be paid on this project. The HOUSING AUTHORITY reserves the right to reject any or all bids for just cause. Bidders should be aware that the project is funded by Capital Fund Program of the Department of Housing & Urban Development of the Government of the United States.
10. EXAMINATION OF SITE- The site is available for examination by Bidders and Sub-bidders at any time during working hours of the Housing Authority. The Bidders and Sub-bidders shall notify the ARCHITECT and the HOUSING AUTHORITY 72-hours prior to visiting the site for coordination of Owner’s operation.

The Lord’s Prayer was said followed by the Pledge of Allegiance.
Held a public meeting to discuss Fastwyre service issues.
Motion seconded and carried to approve minutes held June 3rd and June 5th, 2024.
The Finance Committee had the following recommendations:
1) Approve to pay Aucoin & Associates $2,242.00 for a survey off of Dave Smith Road to purchase former solid waste site.
2) Approve to pay Cotton’s Heating & Cooling $5,402.00 to replace a unit at the Allen Action Agency from Compact General Fund due to lack of funding.
3) Approve to pay Cotton’s Heating & Cooling $11,723.00 from Courthouse and Jail to install a unit on the 2nd floor of the old jail for Clerk of Court Storage.
4) Approve to pay Cotton’s Heating & Cooling $3,276.00 from Courthouse and Jail to replace a unit at the Probation and Parole Building next to the DA’s office.
5) Approve to pay Convergint $3,761.22 to replace the Fire Alarm Control Panel.
6) Authorize to expend funds to survey and appraise 0.3 acre boat ramp at Old Pump Road Bridge. Total Estimated cost – $2,000.00.

The Road Committee had the following recommendations:
1) Approve a JSA with the City of Oakdale for grass cutting, pothole patching and trash pick up for the month of July, 2024.
2) Approve a JSA with the City of Oakdale for manpower and equipment to dig the ditch by the Elementary School.

The CO2 Committee had the following recommendations:
1) Recommend engaging G.E.C. to perform the CO2 Environmental Impact Assessment for $45,282.00.
2) Recommend approval a multi-agency CEA to begin discussions of a CO2 Alliance.
3) Provide jury with CO2 committee progress update.
