Proposed Flood Hazard Determinations for Allen Parish, Louisiana and Incorporated Areas
The Department of Homeland Security’s Federal Emergency Management Agency has issued a preliminary Flood Insurance Rate Map (FIRM), and where applicable, Flood Insurance Study (FIS) report, reflecting proposed flood hazard determinations within Allen Parish, Louisiana and Incorporated Areas. These flood hazard determinations may include the addition or modification of Base Flood Elevations, base flood depths, Special Flood Hazard Area boundaries or zone designations, or the regulatory floodway. Technical information or comments are solicited on the proposed flood hazard determinations shown on the preliminary FIRM and/or FIS report for Allen Parish, Louisiana and Incorporated Areas. These flood hazard determinations are the basis for the floodplain management measures that your community is required to either adopt or show evidence of being already in effect in order to qualify or remain qualified for participation in the National Flood Insurance Program. However, before these determinations are effective for floodplain management purposes, you will be provided an opportunity to appeal the proposed information. MEETING July 8, 2024
Public Council meeting was held 7/8/24 at 6:30pm at the Elizabeth Village Hall, 230 Poplar Street, Elizabeth, LA. The notice of Meeting having been duly posted in accordance with requirements, the meeting was called to order by Mayor Green at 6:30pm. Opening prayer led by Ken Kelly, then Pledge of Allegiance and roll call by Mayor Green.

6. ENGINEER’S REPORT
A. Update on grants given by Glenn Turner. LCDBG sewer improvement project should begin around July 15, 2024. The contractors for the Water Well project are waiting on a pump to come in for the well.
Closing documents are in process for the LDEQ/CWSRF sewer project.
7. CODE COMPLIANCE
A. Certified Notice sent to Alvin & Kayla Windham, Parcel No.0550006201 for 511 East Main Street. Certified Notice returned unclaimed. Ken Kelly made a motion to proceed forth with village employees cleaning the property. Mea Dillehay seconded. All in favor.
B. Update on 510 Pine Street- structure was demolished, but small debris left behind. Crystal will contact owner to complete cleaning of the property.
C. A bank is over the property maintenance of 207 Poplar Street, Eaves Properties, LLC, Parcel No.0550005200. They have been notified of the property needing to be cleaned and they stated will take care of the maintenance. Mea Dillehay made a motion to allow more time for them to do the maintenance. Stacy Weldon seconded. All in favor.
8. POLICE CHIEF
A. Chief Ware gave monthly report.
B. Chief Ware made a recommendation to terminate Officer Samantha Carroll due to lack of contact. Chief has been unable to reach her for the past few weeks. Stacy Weldon made a motion to allow Chief Ware to terminate Samantha Carroll. Mea Dillehay seconded. All in favor.
9. FIRE CHIEF
A. Lorrie Odom- FD Treasurer gave monthly report. Also stated that Engine 1 was towed to be checked and a quote given on cost of fixing it in 1-3 days. Steven Self reported that he will let us know as soon as quote is received. He also stated that the PIAL inspection will be coming up on July 23, 2024.

B. Update on Sewer issue of S.Wisenbaker -156 Highway 3206, parcel no. 0550017360A. He did get a Village Sewer permit and now he is dealing with the problem through the State office.
C. Public hearing/comment period to discuss adoption of the 2024 Millage Rate of 6.59 Mills for Village of Elizabeth- Resolution 122-2024. No comments. Public hearing/comment period closed.
D. Ken Kelly made a motion to adopt the 2024 Millage Rate of 6.59 Mills- (Resolution 122-2024). Stacy Weldon seconded. All in favor.
E. Mayor Green stated that we should be receiving some state funding for use on replacing the sign at Intersection of Hwy 10 and Hwy 3206. Stacy Weldon made a motion to use the funding to help pay for a new sign and Mea Dillehay seconded. All in favor.
F. Mr. Rusty Reeves from LRWA presented a water rate study done to be in compliance with the Water Sector Grant for water well Improvements. He briefed on the importance of having and maintaining clean water. He presented that our water assets should have funds set aside for repairs. He stated the rate study showed that the Village needs to put a rate increase into effect in order to fund the expenses the Village will pay to get the water well back in use as well. He suggested that we should put a Contingency Fund in place to have for future expenses concerning the water department. After presenting the numbers the council discussed. Ken Kelly introduced an amendment to Ordinance 14-18H to increase the water rates to become effective September 1, 2024. A public hearing will be held prior to adoption on August 12, 2024 at the Village Hall at 6:30pm.
11. VILLAGE ATTORNEY
A. Dog pound- Heather Sutton, attorney gave update on AG Opinion of rules and regulations of a dog pound. The village would not have to follow state guidelines for a pound. The council discussed and will keep the dog pound in its current location. The Mayor stated that the Police Department will have to be in charge of picking up dogs and especially viscious dogs due to village employees have no way to protect themselves. Chief Ware agreed.
12. COUNCIL
A. Public hearing held on amendment of Ordinance 01-2015(A-6) which provides for increase in Clerk salary from $3450.00 to $3553.50 per month beginning July 9, 2024 to become Ordinance 01-2015(A-7). No comments.
B. Ken Kelly made a motion to adopt Ordinance 01-2015(A-7) to provide for increase in Clerk salary from $3450.00 to $3553.50 per month beginning July 9, 2023. Stacy Weldon seconded. Ken Kelly-yea, Mea Dillehay-yea, Stacy Weldon-yea for a unanimous vote.
C. Public hearing held on amendment of Ordinance 01-2015(A4) which provides for increase in Council Salaries from $175/month to $180.25/month. Ken Kelly stated he would not vote himself a raise. Mayor requested a motion. Stacy Weldon motioned to adopt amendment to ordinance. No second. Motion failed due to lack of a second.
13. Ken Kelly made a motion for Council to approve expenses for June 2024 and comparison of actual expenses to budget. Mea Dillehay seconded. All in favor.

An Amendment to Ordinance 01-2015 (A-6) of the Village of Elizabeth to increase the Clerk Salary and to Provide for Related Matters
BE IT ORDAINED, by the Mayor and the Board of Aldermen of the Village of Elizabeth, Louisiana, that the Code of Ordinance, Village of Elizabeth, is hereby enacting Amendment to Ordinance No. 01-2015 (A-6) of the Code of Ordinances as provided in Section 1 which shall read as:
Section 1: BE IT ORDAINED, that Ordinance 01-2015 (A-6) is hereby amended with regard to the salary paid to the Village Clerk. Said salary shall be increased, from $3450 to $3553.50, effective July 9, 2024.
See chart as follows:
Clerk: monthly gross of $3553.50
Fire Chief: monthly gross of $500
Assistant Fire Chief: monthly gross of $150
Alderman: See Ordinance 01-2015(A4) monthly gross of $175
Mayor: See Ordinance 18-19(A1)
SECTION 2: BE IT FURTHER ORDAINED that this amendment to ordinance shall become effective July 9, 2024, upon signature of the Mayor; or, if not signed or vetoed by the Mayor, upon expiration of the time for ordinances to become law without signature by the Mayor.
SECTION 3: BE IT FURTHER ORDAINED that if any provision or item of this ordinance of the application thereof is held invalid, such invalidity shall not affect other provisions, items, or applications of this ordinance which can be given effect without the invalid provisions, items, or applications, and to this end the provisions of this ordinance are hereby declared severable.
SECTION 4: BE IT FINALLY ORDAINED that all ordinances or parts of ordinances in conflict herewith are hereby repealed.
AMENDMENT TO ORDINANCE 01-2015 (A-6) was introduced on the 10th day of June, 2024 to become Ordinance 01-2015(A7).
Public hearing prior to Adoption of amendment held on July 8th, 2024 at Village Hall at 6:30pm.
The above and foregoing Ordinance 01-2015(A-7) was read and called for a vote by the Mayor at a meeting of the Board of Aldermen called for said purpose on the 8th day of July, 2024. Motion was made by Councilman Ken Kelly and seconded by Councilwoman Stacy Weldon to adopt said amendment to Ordinance.
