SCHOOL BOARD
MEETING MARCH 4, 2024
The Allen Parish School Board met in regular session at the Allen Parish School Board Office in Oberlin, Louisiana, on Monday, March 4, 2024, at 5:00p.m. with the following members present:
Karen Reed, President; Gregory Monceaux, Vice-President; Carleen Mahaffey; Kevin Tyler; Pete Cavenah; Carolyn Manuel; Sally Moreaux; and Cathy Farris.
The meeting began with the invocation given by Carleen Mahaffey.
President Reed recognized LSU Ag Center Assistant Extension Agent Brooke LaFargue to present the Allen Parish Annual Report.
President Reed recognized CTE Supervisor, Kim Rider, who announced that we had several students from around the district to be recognized at the meeting. Groups of students presented at the meeting included: The 4-H Jr. Ag Leadership Team, Pollinator Ambassador, Food and Fitness Board, livestock exhibitors, Fairview High School FF A welding and electrical district winners, Kinder High School FBLA winners, Fairview High School Literary Rally winners and Ed Rising students from Oberlin and Oakdale High Schools.
Motion by Gregory Monceaux, seconded by Carolyn Manuel, unanimously carried to approve the minutes of the February 5, 2024, regular meeting.
Motion by Cathy Farris, seconded by Kevin Tyler, unanimously carried to approve the payment of bills authorized by the Finance Committee.
President Reed acknowledged that the General Fund financial statement was presented to the board.
Motion by Carleen Mahaffey, seconded by Carolyn Manuel, unanimously carried to approve the revisions to the 2024-2025 district calendar.
Motion by Carolyn Manuel, seconded by Carleen Mahaffey, unanimously carried to approve an out-of-state trip for Elizabeth Faulk to attend TCEA Elementary Technology Conference in Galveston, Texas on June 10-12, 2024.
Motion by Kevin Tyler, seconded by Pete Cavenah, unanimously carried to approve the superintendent to sign a parish letter of inquiry for submission to the Coushatta Tribe regarding the current state of the compact.
Superintendent Soileau included the following items in his report to the board:
1. There will be several informative videos posted to our Facebook page over the next two weeks regarding the upcoming tax renewals.
2. Congratulations were expressed to the Oakdale High School Girls Basketball Team for placing second in the Division IV Non-Select State Championship. Congratulations were also give the Fairview High School Girls Basketball Team for winning the Division V Non-Select State Championship.
3. Maintenance updates were given. The roofing project at Oberlin High School should begin next week. Plans are being made to start the process for bids and approvals for the AC Unit Project at Oakdale High School. The projected time for these plans in April.
4. Reminder that all high schools will be on block schedule next year.
5. The LEAP testing window will be April 15, 2024 through May 17, 2024.
6. Spring break is March 29, 2024 through April 5, 2024.
7. Reminder that the LSBA conference will be taking place March 10-12,2024.

SPECIAL MEETING
MARCH 25, 2024
The Allen Parish School Board met in special session at the Allen Parish School Board Office in Oberlin, Louisiana, on Monday, March 25, 2024, at 5:00p.m. with the following members present:
Karen Reed, President; Gregory Monceaux, Vice-President; Carleen Mahaffey; Carolyn Manuel; Cathy Farris; and Sally Moreaux
Absent: Pete Cavenah; and Kevin Tyler
The meeting began with the invocation given by Carleen Mahaffey.
Motion by Gregory Monceaux, seconded by Carolyn Manuel, unanimously carried to adopt the following resolution:
RESOLUTION
A Resolution expressing opposition to state legislation establishing Education Savings Accounts (ESAs), including House Bill 745 which creates the LA GATOR Scholarship Program, that provide public dollars for private school tuition and educational expenses and to urge the Allen Parish legislative delegation to vote NO on any bill proposing an Education Savings Account, and otherwise to provide with respect thereto.
WHEREAS, there is a renewed and concerted effort at the legislature to pass bills that will give public funds directly to parents to be used for private school tuition and other educational expenses with little to no oversight; and WHEREAS, for the past 20 years, the state has failed to adequately fund K-12 public education; and
WHEREAS, during that same period the state has continuously placed new accountability demands on both our students and our schools; and
WHEREAS, the Allen Parish School Board provides free public K-12 education to any student who resides in our school district within the guidelines set by both the state and federal government; and
WHEREAS, diverting public dollars to private schools and other programs through Education Savings Accounts (ESAs) without fully funding public schools disadvantages our students and schools; and
WHEREAS, providing public dollars to ESAs without requiring the same state accountability testing imposed on public school students is irresponsible public policy.
THEREFORE, the Allen Parish School Board does hereby express its OPPOSITION to legislation creating and/or funding Education Savings Accounts.
FURTHER, the Allen Parish School Board directs the superintendent of the Allen Parish School System to deliver a certified copy of this Resolution to each member of the legislative delegation of Allen Parish.
This resolution having been submitted to a vote, the vote thereon was as follows:

NAYS: 0
ABSENT: 2
And the resolution was declared adopted on this, the 25th day of March, 2024.

OAKDALE HIGH SCHOOL HVAC REPLACEMENT
Separate sealed bids for the OAKDALE HIGH SCHOOL HVAC REPLACEMENT project will be received by the ALLEN PARISH SCHOOL BOARD (School Board Central Office – 1111 7th Avenue, Oberlin, Louisiana until 2:00 pm, Thursday May 16th, 2024. Sealed bids will then be publicly opened and read aloud. Any bid received after the specified time and date will not be considered.
Bids shall be accepted only from contractors who are licensed under LA-R.S.37:2150-2163 for the classification of MECHANICAL.

The OWNER reserves the right to reject any or all bids for just cause; such actions will be in accordance with Title 38 of the Louisiana Revised Statutes.
In accordance with R.S. 38:2212(8)(1), the provisions and requirements stated in the bidding documents shall not be considered as informalities and shall not be waived.
The successful Bidder shall be required to furnish a Performance Bond and Payment Bond, in an amount equal to 100% of the Contract amount, written by a surety or insurance company meeting the requirements noted in R.S. 38:2219.A.( l )(a), (b) and (c).
Each Bidder must deposit with his/her bid, security in the amount of at least five percent (5%) of the total bid price, provided on the specified form and subject to the conditions provided in the Information for Bidders.
Sureties used for obtaining bonds must appear as acceptable on the U.S. Department of the Treasury Circular 570.
Bidder shall show the Contractor’s license number and name of the project on the Bid envelope as required by Louisiana Revised Statutes 37:2163.A.(l ).
In accordance with in R.S. 38:2215. A., no Bidder may withdraw his bid within forty-five (45) days after the actual date of the opening.
