Printed copies are not available from the Designer, but arrangements can be made to obtain them through most reprographic firms. Plan holders are responsible for their own reproduction costs. All bids shall be accompanied by bid security in an amount of five percent (5.0%) of the sum of the base bid and all alternates. The form of this security shall be as stated in the Instructions to Bidders included in the Bid Documents for this project.
The successful Bidder shall be required to furnish a Performance and Payment Bond written as described in the Instructions to Bidders included in the Bid Documents for this project.
NO PREBID CONFERENCE WILL BE HELD
Bids shall be accepted from Contractors who are licensed under LA. R.S. 37:2150-2192 for the classification of HIGHWAY, STREET, AND BRIDGE CONSTRUCTION or PERMANENT OR PAVED HIGHWAYS AND STREETS. Bidder is required to comply with provisions and requirements of LA R.S. 38:2212(B)(5). No bid may be withdrawn for a period of forty-five (45) days after receipt of bids, except under the provisions of LA. R.S. 38:2214.
The Owner reserves the right to reject any and all bids for just cause. In accordance with La. R.S. 38:2212(B)(1), the provisions and requirements of this Section; and those stated in the bidding documents shall not be waived by any entity.
When this project is financed either partially or entirely with State Bonds or financed in whole or in part by federal or other funds which are not readily available at the time bids are received, the award of this Contract is contingent upon the granting of lines of credit, or the sale of bonds by the Bond Commission or the availability of federal or other funds. The State shall incur no obligation to the Contractor until the Contract Between Owner and Contractor is fully executed.

Allen Parish Ambulance Service Board of Directors met for monthly meeting at the Allen Parish Ambulance Service Office on Tuesday, January 09, 2024 at 4:30p.m.
Chairman Keys called the meeting to order. The Pledge of Allegiance was said by all.

NOTICE
Notice is hereby given that, in accordance with L.R.S. 3:1609 and LAC 7:XV.314 (A), the Louisiana Department of Agriculture & Forestry, Louisiana Boll Weevil Eradication Commission, has established a boll weevil eradication zone, the Louisiana Eradication Zone, consisting of all the territory within the state of Louisiana.
Notice is further given that all producers of commercial cotton in Louisiana are required to participate in the boll weevil eradication program, including cost sharing, in accordance with the Boll Weevil Eradication Law and regulations. This includes, but is not limited to, reporting of cotton acreage and destruction of cotton plants and stalks by December 31 of each crop year. A copy of the law and rules and regulations may be obtained from the Boll Weevil Eradication Commission, 5825 Florida Blvd. Ste. 3002, Baton Rouge, La. 70806, telephone number (225) 922-1338.
Notice is also given that the planting of noncommercial cotton is PROHIBITED in Louisiana unless a written waiver is obtained from the Commissioner of Agriculture & Forestry in accordance with LAC 7:XV.319(C). The meeting was called to order by President Logan Hamilton at 6:01 p.m. He led the Board in prayer and Pledge of Allegiance was said by all.
Katrena motioned to accept the previous meeting minutes as read and April seconded the motion. Motion carried.
Adam updated the Board on the Wells. There is no new update on Well 3 generator at this time. Griner Drilling came and pulled submersible well pump at Well 5 from five hundred feet deep. They will take it back to their shop to test and determine if motor needs to be replaced. Well 6 is showing reduced flow. It could be the pump or the screen. Griner Drilling didn’t originally drill Well 6. They will look at the Water District’s paperwork on it and decide what is best to repair it.
Adam reported on the freeze. He stated the water system did fine during the freeze. All other issues during the freeze were caused from demand on customer side.
The Board reviewed & discussed the Financial Report. Reggie made a motion to accept the Financial Report and pay all bills submitted and Gary seconded the motion. Motion carried.
Adam reported on the water system. ROV Tank Inspection started today. Once inspection is complete, we will determine what actions to take in regards to inspection results.
April made a motion to adjourn the meeting at 6:43 p.m. and Katrena seconded the motion. Motion carried.

Oberlin Recreation District #5 Board met for meeting on Wednesday, February 7, 2024 at 6:00pm at Oberlin High School.

Meeting was called to order at 6:09 by Chris Davis.

-Restroom renovations have begun.
-Rye grass seed was purchased.

-Back-stop on fields needs to be quoted.
-Renovations will not be completed by the time first games/practices start. Brad Ortego made a motion to rent 4 port-o-potties until completed. Marcus Ryder seconded. No objections, motion passed.
-AED was mentioned needed at all games. Board will reach out to get these stationed on premises.
-Portable speakers are needed for game announcements. Brad Ortego made a motion to order two(2) speakers. Marcus Ryder seconded. No objections. Motion passed. Bookkeeper will order.
-Air conditioner needs replaced in the storage building. And one purchased for the ticket booth. All will be handled by the groundskeeper, Mr McCleon.
Marcus Ryder made a motion to adjourn the meeting at 6:40.
Next meeting scheduled for Wednesday, March 13 at 6 pm at OBHS.

This is to give notice that the Town of Kinder has conducted an evaluation as required by Executive Order 11988 and 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain and Wetland Management, to determine the potential affect that its activity in the floodplain/wetland will have on the human environment for the following project. The Town will be committing Disaster funds, under the Community Development Block Grant Mitigation (CDBG-MIT) Funding, the Further Additional Supplemental Appropriations for Disaster Relief Requirements Act, 2018 (Pub. L. 115-123, approved February 9, 2018) in accordance with the Notice published in the Federal Register on August 30, 2019., to undertake a project known as the “Nixon Addition Drainage Improvements” The proposed project includes the following work tasks: stormwater park and pumping station, new levee and ditch to divert and re-route off-site runoff and stormwater gate structures.
The Town of Kinder has considered the following alternatives and mitigation measures to be taken to minimize adverse impacts and to restore and preserve natural and beneficial values: The alternative actions are as follows:
(1) Relocation of Drainage Improvements Outside of Floodplain and/or Wetlands
(2) Take No Action
The Town of Kinder has reevaluated the alternatives to building in the floodplain/wetland and has determined that there is no practical alternative to locating the project in the flood zone. Environmental files that document compliance with steps 3 through 6 of Executive Order 11988 and 11990 are available for public inspection, review and copying upon request at the times and location delineated in the last paragraph of this notice for receipt of comments. This activity will have no significant impact on the environment for the following reasons:
(1) The project will not increase development within the flood hazard area.
(2) The project will not increase any runoff in the floodway or wetland.
The proposed action, if implemented, would impact a Federal Emergency Management Agency (FEMA) designated Special Flood Hazard Area (SFHA) per FEMA preliminary digital flood maps. The purposes of this notice are to:
(1) Inform the public of this commitment and
(2) Identify the reasons why the proposal must be located in the floodplain/wetland;
(3) Provide a list of the alternatives considered;
(4) Discuss all mitigation measures to be undertaken to minimize adverse impacts and to restore and preserve natural and beneficial values.
