Request for Statements of Qualifications A/E Services
The Oakdale Housing Authority is accepting proposals from architects/engineers for services required in its 2023 CFP grant funded by HUD until noon, February 2, 2024.
The work will be funded by HUD. Work includes preparation of plans, specifications, contract documents, and construction inspection, etc. on improvements of dwelling units.
The statement of qualifications should contain a letter of interest and resume addressing the firm’s ability to perform work, firm’s staff, firm’s prior experience and references.
The Oakdale Housing Authority Commissioners will evaluate responses on basis of these criteria and rank in numerical order: (1) evidence of firm’s ability to perform work: 0-10, (2) capability to provide services in a timely manner: 0-10, (3) A/E registered in state to do work: 0-10, (4) prior experience with the Oakdale Housing Authority: 0-10, (5) ability to meet schedules: 0-10, (6) knowledge of local codes: 0-10, (7) statement that firm is not debarred by HUD or other federal agency: 0-10.

A Resolution Setting forth Rules for Public Comments for Public Meetings of the Board of Aldermen
The Board of Alderman, having considered its responsibility to conduct open public meetings, to receive input from the public regarding matters of public interest, and to provide for rules for the fair and efficient conduct of public meetings;
NOW, THEREFORE, BE IT RESOLVED, the Board of Aldermen, acting in its capacity of Governing Authority of the Village of Elizabeth, Louisiana, does hereby provide for the following rules related to public comments at public meetings of the Board of Aldermen, to wit:
1. Public comment shall be received on agenda items immediately after adoption of the meeting agenda and at such other times required by law prior to vote of the Board of Aldermen;
2. Public comment shall be limited to two (2) minutes per person on any single agenda item;
3. If multiple persons wish to make comments concerning a single agenda item, the Mayor may allow for comments to alternate between persons in favor of and persons opposed to a particular agenda item;
4. The Board of Aldermen may terminate public comments should it become apparent multiple persons wish to make substantially the same comment or ask substantially the same questions as persons previously commenting on a particular agenda item; and
5. The Board of Aldermen may require persons wishing to make public comments on agenda items fill out a form setting forth their name and their general position in favor of or opposed to a particular agenda item and/or summarizing their proposed comment.

The meeting was called to order at approximately 6:00 p.m., December 11, 2023
Members present: John Strother, II, Bill Randolph, Randy Welch, Bruce Wheat, and Caleb Hussong
Absentees: Minutes from the last meeting held on November 20, 2023, were given. A motion to accept minutes was made by Bruce Wheat, seconded by Bill Randolph, with no opposition.
The financial report was given for November 2023. A motion to accept the financial report was made by Caleb Hussong, seconded by Randy Welch, with no opposition.
Old Business: No Old Business
New Business: A motion was made by Randy Welch and seconded by Bill Randolph to increase the hourly rate for Peter Gormanous from $10 to $12 an hour.
Randy Welch made a motion to hire Brandi Middleton at $15 an hour to work the office one day a week and during emergencies. And seconded by Bill Randolph.

MEETING
January 8, 2024
The regular meeting of the NW Allen Parish Waterworks District was called to order at 6:00pm, on Monday, January 8, 2024, at the Water District Office by Joy Williams. A prayer was given by Joshua Thompson. The Pledge of Allegiance was repeated.
Present: Charles Morrow, Shirley Stanton, Joshua Thompson, Joy Williams, Dustin Kisting, and Penny Johnson

Guests: Brad Rachel, P. E., Meyers, Meyers, Lecroix, & Hixon
Operator’s Report: Dustin Kisting reported that Griner Drilling Company brought back the #2 booster pump.
He discussed the progress on the VDF for our north tower well.
He reported that he fixed a large leak at an inactive service line on Hwy 26.
He told the Board he would replace the two fans in the chlorine building this week.
He is also working on how much it will cost to repair several of our shut-off valves that have frozen for a possible Grant.
He also wants Griner to check our #1 booster pump at some time in the future.
He also suggested that we hire a part-time employee to help him, on an as-needed basis. Shirley Stanton made a motion to ask for applications for a Part-time Operator Helper, on an as needed basis. Charles Morrow seconded. All agreed.
New Business: The Office Manager told the Board that Tony Sonnier, LRWA, will come tomorrow to re-evaluate our water rates.
The Office Manager reported that the IRS has raised mileage re-imbursement rates from 0.655 to 0.67.
Old Business: Brad Rachel, P. E. brought a copy of the Joint Services Agreement, between Northwest Allen Parish Waterworks District and the Allen Parish School Board (APSB). Joshua Thompson made a motion to authorize Joy Williams to sign the Joint Services Agreement.
The Office Manager stated that 25 Customers had opted out of the Servline Leak Protection.
Office Manager Report: There were 582 active customers during the month of December.
Joshua Thompson made the motion to adjourn. Charles Morrow seconded. All agreed.
The next scheduled meeting will be held at 6:00 pm on February 12, 2024.

Shall School District No. 25 of the Parish of Allen, State of Louisiana (the “District”), be authorized to continue to levy a special tax of five and sixty-five hundredths (5.65) mills on all the property subject to taxation within said District (an estimated $169,067.00 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2026 and ending with the year 2035, for the purpose of constructing, improving, operating and maintaining school facilities in and for said District, said millage to represent a fourteen-hundredths of a mill (.14) increase over the 5.51 mills tax authorized to be levied through the year 2025 pursuant to an election held on April 9, 2016?
The special election will be held in at the following polling places situated in the District, and which polls will open at 7:00 a.m. and close at 8:00 p.m. on SATURDAY, MARCH 23, 2024, in compliance with the provisions of Section 541 of Title 18 of the Louisiana Revised Statutes of 1950, as amended (La.
