Motion to open the meeting was made by Randy McCullough and seconded by Tim Smith. Unanimous vote.
Motion to approve the minutes was made by Dr. Davis, seconded by Tim Smith. Unanimous vote.
Motion to approve financial statement was made by Randy McCullough, seconded by Dr. Davis. Unanimous vote.
Motion to pay the bills was made by Dr. Davis, seconded by Tim Smith. Unanimous vote.
Motion to transfer $450,000 from checking to LAMP was made by Dr. Davis, seconded by Tim Smith. Unanimous vote.
Motion to adopt the budget for not waiting correct amount of day for public notice was made by Dr. Davis, seconded by Tim Smith. Unanimous vote.
The board would like to thank all of Trevor’s hard work and assistance with FEMA paperwork. Ethics and sexual harassment training has been completed and sent to policy jury. Leonard Pitre no longer wants to be on board and will turn in resignation letter. The board is also responsible to keep up to date on board member’s renewal.
Dr. Davis’s term expires in July 2024, Randy’s January 2025, Charles and Tim expired on July 2023. Both have discussed with Police Juror to be placed on agenda to renew terms. Term limits are 5 years and once expired, board will request to have new members reappointed with discussion of police jury. RKS had Internet upgraded.

A motion was made by Steven Manuel and seconded by Avery Victorian to hire Stephanie Ramos as office manager. Passed.
Motion made by Gloria Carrier and seconded by Steven Manuel to give Melissa Giles a $2.00 hour raise. Passed.
Motion made by Philip Bertrand and seconded by Avery Victorian to adjourn meeting. Passed.

APPROVAL OF MINUTES: Mayor LaFargue asked the council to consider approving the minutes for the regular council meeting of December 4, 2023.
Motion to dispense with the reading of the minutes from December 4, 2023, and approve them as distributed made by Councilwoman Sonnier, second by Councilman Nevils. Vote 4-0, passed.
MAYOR REPORT: Kimberly Calderara with Allen Parish Community Healthcare spoke to the Mayor and Council about the Keep Louisiana Beautiful grant that she recently applied for with Town of Kinder that is being used to purchase and plant trees in the town triangle on 4th Avenue.
REPORT OF TOWN AUDITOR: Mr. Scimemi reported a clean audit opinion for the financial statements for fiscal year ending June 30, 2023. After some discussion, a motion was made.
Motion to accept the audit report as presented by Royce Scimemi made by Councilwoman Tunwar, second by Councilman Nevils. Vote: 4-0, passed.
Mayor LaFargue asked the council to consider appointing Royce Scimemi as Town Auditor for the 2023/2024 fiscal year.
Motion to reappoint Royce Scimemi as the Town Auditor for fiscal year 2023/2024 made by Councilwoman Tunwar, second by Councilman Nevils. Vote: 4-0, passed.
CHIEF OF POLICE REPORT: Chief Courville asked the council to consider his recommendation to promote Marie Manuel and Ryan Savoy to the rank of corporal with corporal pay.
Motion to accept Chief Courville’s recommendation to promote Marie Manuel and Ryan Savoy to corporal and raise their salary to the current corporal rate made by Councilwoman Van Norman, second by Councilwoman Sonnier. Vote: 4-0, passed.
PUBLIC WORKS REPORT
Eric Fontenot reported that his department is still working to repair water leaks and will be installing culverts for customers. He also reported that due to a new state requirement, his department will begin checking all water lines for lead and the project has to be completed by October.
With no further business to discuss, the meeting was adjourned.
