Separate sealed bids for the TOWN OF OBERLIN TOWN-WIDE STREET IMPROVEMENTS, will be received by the Town of Oberlin at the office of Pan American Engineers, LLC 1717 Jackson Street, Alexandria, Louisiana, 71301 until 2:00 P.M. on Tuesday, December 5, 2023 and then at said office publicly opened and read aloud. Any bid received after the specified time and date will not be considered.
The Instructions to Bidders, Bid Form, Agreement Between Owner and Contractor, Forms of Bid Bond, Performance and Payment Bonds, Drawings and Specifications, and other Contract Documents may be examined at the following location:

The work is generally described as follows:
Asphalt patching, asphalt overlay and roadway reconstruction on streets or segments of streets within the Town of Oberlin’s corporate limits.
Copies of the bidding documents shall be obtained from the office of Pan American Engineers, LLC upon deposit of $150.00 for each set of documents. The deposit on the first set of documents furnished to bonafide prime bidders will be fully refunded upon return of the documents, in good condition, no later than ten (10) days after receipt of bids. On other sets of documents furnished to bidders, the deposit less actual cost of reproduction will be refunded upon return of the documents, in good condition, no later than ten (10) days after receipt of bids.
The OWNER reserves the right to reject any or all bids for just cause. Such actions will be in accordance with Title 38 of Public Bid Law.
In accordance with L.R.S. 38:2212.B.(1), the provisions and requirements stated in the Bidding Documents shall not be considered as informalities and shall not be waived.
Each Bidder must deposit with the bid, security in the amount of at least five percent (5%) of the total bid price, as described in the Instructions to Bidders. Bid bonds shall be written by a surety or insurance company meeting the requirements noted in L.R.S. 38:2218.
The successful Bidder shall be required to furnish a Performance Bond and Payment Bond, in an amount equal to 100% of the Contract amount, written by a surety or insurance company meeting the requirements noted in L.R.S. 38:2219 A.(1)(a), (b) and (c), or for Federally funded projects, must be listed as acceptable on the U.S. Department of Treasury Circular 570.

Bidding documents on a USB flash drive may be obtained from the office of the Engineer at a cost per copy of $40.00, which represents the cost of reproduction and handling, and is nonrefundable. Any requests for bid documents must be accompanied by payment in full. Prime Bidders must obtain Bidding Documents from the Engineer. Bids received from Contractors utilizing any other Bidding Document source will be returned unopened. Successful proposer must have an active Unique Entity ID (UEI) (SAM), as verified on www.sam.gov, prior to the beginning of construction.
Each bid must be accompanied by bid security made payable to Owner in an amount of 5 percent of bidder’s maximum bid price and in the form of a certified check, cashier’s check or a bid bond. The successful bidder will be required to obtain a Performance Bond and a Payment Bond each in the amount of 100% of the contract amount. All bonds shall be executed by such sureties as are named in U.S. Department of the Treasury Circular 570. A bond signed by an agent or attorney-in-fact must be accompanied by a certified copy of that individual’s authority to bind the surety.
Bidders may not withdraw their bid within forty-five (45) days after the actual date of opening thereof. The Owner reserves the right to reject any and all bids for just cause in accordance with Louisiana R.S. 38:2214B.
The Contractor shall begin mobilization and procurement of materials within ten (10) working days of the receipt of the Notice to Proceed.
Attention of Bidders is called particularly to the requirements for conditions of employment to be observed and minimum wage rates to be paid under the Contract (Davis-Bacon Act), Section 3 (Low Income Resident Participation) of the Housing and Urban Development Act of 1968, Section 109 (Non-Discrimination) of the Housing and Community Development Act of 1974, Section 503 (Non-Discrimination Against Employees with Disabilities) and Section 504 (Non-Discrimination Against Individuals with Disabilities) of the Rehabilitation Act of 1973, Segregated Facilities, Executive Order 11246, and all applicable laws and regulations of the Federal government and State of Louisiana and bonding and insurance requirements.

Bids may be withdrawn at any time prior to the bid closing time, bids received after the closing time will be returned unopened, otherwise all bids will be opened and accepted based on price and availability and will remain in affect until the six month period has ended.

RESOLUTION 6598
A resolution approving the issuance, sale and delivery of not exceeding Five Hundred Thousand Dollars ($500,000) of Water Revenue Bonds of West Allen Parish Water District, Allen Parish, Louisiana.
WHEREAS, the Board of Waterworks Commissioners of West Allen Parish Water District, Allen Parish, Louisiana (the “Board”), acting as the governing authority of West Allen Parish Water District, Allen Parish, Louisiana (the “District”), and pursuant to a resolution adopted by the Board on October 12, 2023, proposes to issue not exceeding Five Hundred Thousand Dollars ($500,000) of Water Revenue Bonds of the District (the “Bonds”), in one or more series, to provide funds to pay costs of constructing and acquiring improvements and extensions to the waterworks system of the District, including equipment and fixtures therefor and the costs of issuance, and providing for other matters in connection therewith (the “Resolution”); and
WHEREAS, the District has requested this Police Jury approve the issuance, sale and delivery of the Bonds; and
WHEREAS, as required by Article VI, Section 15 of the Constitution of the State of Louisiana of 1974, it is now the wish of this Police Jury to approve the issuance of the Bonds;
BE IT RESOLVED by the Police Jury of the Parish of Allen, State of Louisiana (the “Governing Authority”), acting as the governing authority of the Parish of Allen, State of Louisiana (the “Parish”), that:
SECTION 1. In compliance with the provisions of Article VI, Section 15 of the Constitution of the State of Louisiana of 1974, and in accordance with the request of the Board of Directors of West Allen Parish Water District, Allen Parish, Louisiana, this Governing Authority hereby approves the issuance, sale and delivery of not exceeding Five Hundred Thousand Dollars ($500,000) of Water Revenue Bonds of the District in accordance with the parameters and provisions of the Resolution. The Bonds will be secured by and payable from the income and revenues derived or to be derived from the operation of the waterworks system (the “System”), after provision has been made for payment therefrom of the reasonable and necessary expenses of administration, operation and maintenance of the System, all in accordance with the provisions of Section 1430 of Title 39 of the Louisiana Revised Statutes of 1950, as amended, and/or other applicable laws.
SECTION 2. Neither the Parish of Allen nor this Governing Authority shall be liable in any manner for the payment of principal and/or interest on the Bonds.
