Separate sealed bids for the TOWN OF OBERLIN, SANITARY SEWER SYSTEM IMPROVEMENTS INFLOW/INFILTRATION REMEDIATION, will be received by the Town of Oberlin at Pan American Engineers, 1717 Jackson Street, Alexandria, Louisiana 71301 until 2:00 P.M. on Wednesday, November 29, 2023, and then at said office publicly opened and read aloud. Any bid received after the specified time and date will not be considered.

The work is generally described as follows: Work includes smoke testing of approximately 100,000 linear feet of sanitary sewer mains, and 322 manholes and television inspection of approximately 100,000 linear feet of sanitary sewer mains, followed by sewer main and manhole rehabilitation to reduce inflow and infiltration.
Copies of the bidding documents shall be obtained from the office of Pan American Engineers, LLC upon deposit of $150.00 for each set of documents; or from the electronic bid submittal option as noted in the Advertisement. The deposit on the first set of documents furnished to bonafide prime bidders will be fully refunded upon return of the documents, in good condition, no later than ten (10) days after receipt of bids. On other sets of documents furnished to bidders, the deposit less actual cost of reproduction will be refunded upon return of the documents, in good condition, no later than ten (10) days after receipt of bids.
The OWNER reserves the right to reject any or all bids for just cause. Such actions will be in accordance with Title 38 of Public Bid Law.
In accordance with L.R.S. 38:2212.B.(1), the provisions and requirements stated in the Bidding Documents shall not be considered as informalities and shall not be waived.
Each Bidder must deposit with the bid, security in the amount of at least five percent (5%) of the total bid price, as described in the Instructions to Bidders. Bid bonds shall be written by a surety or insurance company meeting the requirements noted in L.R.S. 38:2218.
The successful Bidder shall be required to furnish a Performance Bond and Payment Bond, in an amount equal to 100% of the Contract amount, written by a surety or insurance company meeting the requirements noted in L.R.S. 38:2219 A.(1)(a), (b) and (c), or for Federally funded projects, must be listed as acceptable on the U.S. Department of Treasury Circular 570.

Held a public hearing for the FY 2020 LCDBG Closeout.
Motion seconded and carried to approve the FY 2020 LCDBG Closeout.
Motion seconded and carried to accept the minutes of the meeting held September 5th, 2023 & September 14th, 2023.
The Finance Committee had the following recommendations:
1) Approve to pay Doggett Machinery $4,742.96 for parts to repair a backhoe for RD5.
2) Approve to pay Doggett Machinery $13,736.00 for a thumb for the backhoe at Oberlin Solid Waste.
3) Approve to pay Scott Equipment $5,106.82 to replace the under carriage on a track hoe for RD2.
4) Approve to pay Southern Tire Mart $1,790.00 for dump truck tires for RD3.
5) Approve to pay H&E Equipment $2,490.82 for a thumb and pin for a track hoe for Solid Waste.
6) Approve to pay River Runs Dirt Services $67,748.38 to build a concrete ramp for Solid Waste at Oakdale.
Motion seconded and carried to accept the recommendations of the Finance Committee.
The Road Committee had the following recommendations:
1) Approve a JSA with the City of Oakdale for grass cutting, pothole patching and trash pick up for the month of October, 2023.

Motion seconded and carried to approve to adopt a resolution to designate the Parish Administrator to act in behalf of the Allen Parish Police Jury in matters pertaining to the CEA 50-J02-23-02 Road Rehabilitation and the CEA 50-J02-23-01 Bridge Improvements.
Motion seconded and carried to adopt a resolution approving and adopting a Comprehensive Master Plan for Allen Parish.
Motion seconded and carried to adopt a resolution to prepare and submit an application to the Louisiana Dept. of Wildlife and Fisheries for boat ramp.
Motion seconded and carried to approve Matt Fontenot to be moved from contract to part time employee with no change in pay or benefits.
Recognized Mrs. Sonnier to present the monthly inmate report. Expenses for the month of September 2023 totaled $37,195.72. We are over budget $12,36.38 for the month and over budget $2,184.30 for the year. Currently there are 100 Parish and 4 DOC.

The meeting was called to order by President Logan Hamilton at 6:00 p.m. He led the Board in prayer and Pledge of Allegiance was said by all.
Katrena motioned to accept the previous meeting minutes as read and April seconded the motion. Motion carried.
Adam updated the Board on the new trucks for the water district. We received one of the three new trucks. The other two are in transit to the dealership. We do not have an exact delivery date.
Adam informed the Board about Little Mill Booster Station. On Sunday, October 8th, the pump failed. It was replaced with a spare pump. Three new pumps will need to be ordered to replace one at Buck Booster, one at the Main Wells and to have a spare.
The water system received a notice for a proposed class action settlement pertaining to PFAS. All public water systems in the United States that have been identified as a potential settlement class member will receive this notice. The system can either opt in or out of the class action settlement. After the Board discussed and reviewed the paperwork they were all in agreement that the system should opt out of the settlement. Reggie made a motion to opt out of the class action settlement on PFAS and Gary seconded the motion. Motion carried.
The Board reviewed & discussed the Financial Report. Gary made a motion to accept the Financial Report and pay all bills submitted and April seconded the motion. Motion carried.
Adam reported on the water system. He said they continue to fix small leaks along the system. He also stated that they have been assisting the Town of Kinder and the hospital with guidance on the new construction.
Sensus, our metering system informed us of a software update which will require the water district to upgrade our electronic equipment.
Katrena made a motion to adjourn the meeting at 6:36 p.m. and Reggie seconded the motion. Motion carried.

A motion was made by Chancy and seconded by Glen to retain contract services for the additional maintenance and repair, passed.
A motion was made by Kurt and seconded by Chancy to allow Jonette to use the Nissan for work, passed.
