NW ALLEN PARISH WATERWORKS DISTRICT
MEETING August 14, 2023
The regular meeting of the NW Allen Parish Waterworks District was called to order at 6:00pm, on Friday, July 14, 2023 at the Water District Office by Joy Williams. A prayer was given by Charles Morrow, and the Pledge of Allegiance was repeated.
Present: Don Dowies, Charles Morrow, Shirley Stanton, Josh Thompson, Joy Williams, Dustin Kisting, and Penny Johnson
Guests: Daniel Vanderlick, of Kolder, Slaven, & Company, and Glenn Turner, of Meyers, Meyers, Lecroix, & Hixon
Approval Of Minutes: Joy Williams stated that the July Minutes as presented with corrections, stand approved as read.
Operator’s Report: Dustin Kisting said the backhoe cylinder is now fixed.
He had Mike Smith Construction do a bore on Soapstone Rd. on August 8, 2023. He discussed the 2 upcoming bores: the 1st on Hwy 377, and the 2nd on Hwy 26.
He also said we need to order the booster pump motor #2 at the Fairview well as soon as possible. We have 3 bids. Don Dowies made a motion to select the lowest bid, for $3,750 for the North American 50HP motor. Joshua Thompson seconded. All agreed.
He said someone had talked to him about getting water turned back on at the Hamilton Cemetery. More information will be needed.
New Business: Daniel Vanderlick presented the highlights of our 2022 Audit. He said everything looked fine, and we are doing great.
Charles Morrow made a motion that Don Dowies be appointed as our Vice President. Shirley Stanton seconded. All agreed.
The Board discussed adding a $25.00 delinquent fee to customers that have not paid by the close of the business day on the 20th of each month. The Board also discussed the reconnect fees if a customer is disconnected for non-payment of their bill. Shirley Stanton made a motion to charge a flat fee of $25.00 for all delinquent bills, at the close of the business day on the 20th of each month. The Reconnect Fees will remain the same. Josh Thompson seconded. All agreed.
Shirley Stanton made a motion to give our operator a $2.00/hour raise. Don Dowies seconded. All agreed.
Old Business: Glenn Turner presented the Board with the Engineer and Owner Agreement to be signed for the DWRLF 100% Forgivable Loan to buy filters for both wells. The Board President, Joy Williams, signed the agreement. He discussed the progress on the loan and the future timeline. He also answered questions from the Board.
Office Manager Report: There were 571 active customers during the month of July.
The July ending bank balance for the Operating Account was $17,638.58.
Several customer issues were discussed.

The next scheduled meeting will be held at 6:00 pm on September 11, 2023.

Village of Elizabeth
MEETING AUGUST 14, 2023
Public Council meeting was held 8/14/23 at 6:30pm at the Elizabeth Community Center, 210 East Main Street, Elizabeth, LA. The notice of Meeting having been duly posted in accordance with requirements, the meeting was called to order by Mayor Green at 6:30pm. Opening prayer led by Mr. Ken Kelly, then Pledge of Allegiance and roll call by Mayor Green.
Mayor, Council and Staff Present: Mandy Green, Mayor; Ken Kelly, Council; Stacy Weldon, Council; Denise Lee, Clerk; Crystal Hunt, Code Compliance; Brandon Sweat, Fire Chief; Steven Self, Asst Fire Chief; Shane Ware, Police Chief;
Council and Staff Absent: Mike Holmes, Attorney; Mea Dillehay, Council;
1. Mayor Green asked if any public comments on agenda items. No comments.
2. Mayor Green stated to change Item 10B from part time to full time. Ken Kelly made a motion to approve the agenda with change. Stacy Weldon seconded. All in favor.
3. Ken Kelly made a motion to approve minutes from 7/11/23 meeting. Stacy Weldon seconded. All in favor.
4. Chris Oakes from Allen Parish Sheriff’s Dept spoke about the process in an emergency, such as homes deemed unlivable from hurricanes and tornadoes. The council will get the proper paperwork signed and in process which allows the waiver of permits for trailers and campers to be brought in for the village residents only in these emergencies.
5. ENGINEER’S REPORT- Glenn Turner from MMLH stated that the crew that will begin on the Love LA Outdoors AB Finke project sometime this week. He also gave update on the upcoming Water Project, Sewer Project and stated that the PHMSA Gas Grant application has been submitted.
6. Louisiana State Representative Dewith Carrier did not attend due to letters from the State not received yet for awarding funds for the Village of Elizabeth Capital Outlay.

7. CODE COMPLIANCE- Crystal Hunt gave update on compliance of Parcel no.04500001500, 1020 Beech St, Murrill Willis. It was decided to give extension of 6 months due to resident having health issues.

8. Public hearing on amendment to Ordinance 06-17D Deposit and Tap Fees to become Ordinance 06-17E. Increase the 1” water meter tap fee to $350 and to add 2” water meter or larger tap fee to be $850. No comments. Public hearing closed.
9. Ken Kelly made a motion to adopt Ordinance 06-17E amending the 1” water meter tap fee to $350 and to add 2” water meter or larger tap fee to be $850. Stacy Weldon seconded. Ken Kelly-yea Stacy Weldon-yea Mea Dillehay-absent
10. Appraisal value of 307 Cypress Street property is at $8000.00. Stacy Weldon made a motion to pass Resolution 90-2023 to set new minimum bid at $7000.00 and request sealed bids for this property until November 13, 2023 at 12noon. Property will be advertised and bids opened at the November 13, 2023 council meeting at 6:30pm. Bids to be marked with “307 Cypress Street Bid” on front on envelope along with name and address. Sealed actual Bid must consist of name, address, phone number and email address.
11. Ken Kelly and Stacy Weldon both voted yes to change work hours for Office Administration that is paid hourly to be that employee must work at least 30 hours or more per week to be considered full time. This is according to the village office hours.
12. Mayor gave update that some upgrades need to be done at the Lil Piney Park and that the fees will be going up including the Stage and Pavilion fees and deposits.
13. Discussion of deactivating Mayor’s Court due to no traffic citations currently being issued. Will discuss further and do a resolution to deactivate at the September meeting.
14. VILLAGE ATTORNEY REPORT
A. Update on Elizabeth Clinic- still have not paid current balance in full.
15. POLICE CHIEF
A. Gave monthly report. Requested to possibly widen the curve at Mimosa and Pine Street.
B. At the July meeting the Chief requested to hire a fulltime officer Katelyn Cotton. This was tabled until the August meeting to discuss further. Stacy Weldon stated that it was tabled due to property maintenance and representation of the village. An officer is responsible for upholding the ordinances of the Village. Ken Kelly motioned to table until September meeting to reevaluate compliance. Stacy Weldon seconded. All in favor.
C. Stacy Weldon introduced Ordinance 44-2023 Enforcement of Traffic Violations by Automated Means which would provide for the enforcement of certain traffic violation by automated means and provide for civil penalties for certain traffic violations enforced by automated means, and otherwise providing with respect thereto.
16. FIRE CHIEF
A. Gave monthly report.
B. Also requested that a lightbar is needed for one of the trucks. He will get quotes and purchase.
C. He also stated that the donated vehicle for fire department has been received. All the paperwork will be taken care of.
17. No further comments from the council.
18. Ken Kelly made a motion for Council to approve expenses for July and comparison of actual expenses to budget. Stacy Weldon seconded. All in favor.

Ordinance No: 06-17E
Amendment to Ordinance 06-17D -SET UTILITY DEPOSIT AND TAP FEES FOR THE VILLAGE OF ELIZABETH, LOUISIANA UTILITY CUSTOMERS AND TO PROVIDE FOR RELATED MATTER.
SECTION 1: BE IT ORDAINED, by the Mayor and the Board of Aldermen of Elizabeth, Louisiana in special session convened, that the Board of Alderman and Mayor hereby enacted an amendment to Ordinance 06-17D which allows the Village of Elizabeth to increase tap fees for 1” and 2” meters and become Ordinance 06-17E and is hereby enacted to read as follows:
SECTION 2: BE IT FURTHER ORDAINED that the water, sewer and gas deposit of the Village of Elizabeth utility system are to be charged before services are connected as shown in section below unless prior arrangements have been approved by Mayor.
CONNECT SERVICES
Residential:
•Water Deposit: $200 plus $25 connect Fee = $225
•Gas Deposit: $225 plus $25 connect Fee = $250
•Water and Gas Deposit = $425 plus $50 connect Fee = $475
Commercial:
•Water Deposit: $225 plus $25 connect Fee = $250
•Gas Deposit: $250 plus $25 connect Fee = $275
•Water and Gas Deposit = $475 plus $50 connect Fee = $525
Section 3: BE IT FURTHER ORDAINED that the water, sewer and gas tap fee for the Village of Elizabeth utility system are to be charged before services are connected as shown in section below unless prior arrangements have been approved by Mayor. Prices are for flat ground installation. Large ditches, road bores, excess flow valves and any work or materials outside the normal scope of work can cost extra and is not included in Tap and Deposit Fees.
TAP COST FOR NEW SERVICES
Residential:
•Install Sewer Tap: $375 Fee
•Install Water Tap (3/4” Meter):$175 Fee + ($200 Deposit and $25 Connect Fee) to Total $400
•Install Gas Tap: $250 Fee + ($225 Deposit and $25 Connect Fee) to Total $500
Commercial:
•Install Sewer Tap: $475 Fee
•Install Water Tap (1” Meter): $350 FEE + ( $225 Deposit and $25 connect fee) to Total $600
•Install Water Tap (2” Meter or larger) $850 Fee + ( $225 Deposit and $25 connect) to Total $1100
Install Gas Tap: $300 Fee + ($250 Deposit and $25 connect fee) to Total $575
SECTION 4: BE IT ORDAINED that if a customer’s services are disconnected due to nonpayment, they have 30 days from the 10th of the month due date to notify the office that they wish to final bill their utility account or reconnect services. If no payment or notification within 30 days to the Village office, the Village of Elizabeth will final bill the account and apply the deposit on file. Customer will be responsible for balance due after deposit is applied. This amendment effective as of January 10, 2023.
SECTION 5: BE IT ORDAINED that this amendment to ordinance (Section 3) shall become effective August 15, 2023 and if any provision or items of this ordinance or the application thereof is held invalid, such invalidity shall not affect other provisions, items, or application of this ordinance which can be given effect without the invalid provision, items, or application and to this end the provisions of this ordinance are hereby declared severable.
SECTION 6: BE IT ORDAINED that all ordinance or part of ordinance in conflict herewith are hereby repealed.
THIS ORDINANCE was introduced on the 10th day of July, 2023. After Public Hearing having been held on August 14, 2023, title having been read and Ordinance considered, on motion by Councilwoman Stacy Weldon and seconded by Councilman Ken Kelly to adopt said Ordinance 06-17E.

A RESOLUTION LOWERING THE MINIMUM BID ON DECLARED SURPLUS CERTAIN IMMOVABLE PROPERTY OWNED BY THE MUNICIPALITY
WHEREAS, Village of Elizabeth, in Ordinance 37-2022 declared as surplus that certain immovable property and all improvements thereon situated at 307 Cypress Street, Elizabeth, Louisiana, more specifically identified and described as follows:
LOT 20, BLK 7, OF THE WOODLAND SUBDIVISION OF VILLAGE OF ELIZABETH, LOUISIANA
WHEREAS, the fair market value of said property was at $8000.00. The minimum bid for 307 Cypress Street property was set at $8000.00 at June 27,2022 council meeting. Bids were to be opened at September 12, 2022 meeting. No bids received at said meeting.
WHEREAS, Resolution 90-2023 was passed to allow the governing authority to set a minimum bid at $7000.00 in council meeting on August 14, 2023. Village will accept bids until November 13, 2023 at 12noon. Sealed bids are to be opened at November 13, 2023 council meeting and award to highest bidder..
NOW THEREFORE BE IT RESOLVED that the Village of Elizabeth Board of Aldermen hereby adopts Resolution 90-2023 to set minimum bid to $7000.00, in a regular called meeting at the Elizabeth Community Center at 6:30pm on August 14, 2023. Village to accept bids until November 13, 2023 at 12noon. Sealed bids to be opened at November 13, 2023 council meeting at 6:30pm at Elizabeth Community Center and awarded to highest bidder. The Village of Elizabeth shall reserve the right to reject any and all bids and remove the item of immovable property from sale prior to opening of bids.
